EXECUTIVE MESSAGE<br />

Dear Friends,<br />

2015 was an exciting year for JBWS as we “stepped up our game” with two new initiatives.<br />

First, was the launch <strong>of</strong> our Yellow Card Challenge, a leadership program to engage student athletes in preventing abuse. The other was the planning<br />

and preparation phase for a new Family Justice Center opening March 2016.<br />

Both projects prom<strong>is</strong>e to be among the most effective and efficient ways to advance our m<strong>is</strong>sion – the <strong>prevention</strong> <strong>of</strong> domestic violence.<br />

The Yellow Card Challenge, a component <strong>of</strong> our revitalized dating abuse <strong>prevention</strong> program renamed No2DatingAbuse, <strong>is</strong> aimed at primary <strong>prevention</strong>.<br />

Research indicates that primary <strong>prevention</strong> <strong>is</strong> the best strategy to eliminate family violence, and strategies that address social norms and engage the<br />

community are sustainable.<br />

Consider, for example, the movements during our lifetime resulting in progress for child safety seats, and against smoking and drunk driving. Just like<br />

those social problems, intimate partner violence <strong>is</strong> an insidious and dangerous problem that <strong>is</strong> learned from an early age-but can be prevented.<br />

Thanks to the Yellow Card initiative, athletes are learning that although dating doesn’t have a playbook, it does have rules. In sports, success <strong>is</strong> linked to<br />

physicality and aggression, but what if these behaviors carry over into life? We’ve seen th<strong>is</strong> go terribly wrong with the UVA lacrosse murder <strong>of</strong> Yeardley<br />

Love and the case <strong>of</strong> Ray Rice’s physical abuse <strong>of</strong> Janay Rice, to name two.<br />

Through our specialized team education sessions, game day awareness activities, media campaign, and social networking, athletes in Morr<strong>is</strong> County<br />

are learning new attitudes and skills to stand up against dating abuse and challenge the social norms that promote aggression “<strong>of</strong>f the field.”<br />

Our second key project in 2015 targets secondary and tertiary <strong>prevention</strong>. The new Family Justice Center will encourage domestic crime victims to<br />

come forward and seek needed help before situations spiral out <strong>of</strong> control, which could lead to more serious assaults and homicides. Based on a<br />

national model, JBWS will lead the project along with its partner agencies: the Morr<strong>is</strong> County Freeholders, Morr<strong>is</strong> County Prosecutor’s Office, Morr<strong>is</strong><br />

County Superior Court, Legal Services <strong>of</strong> Northwest Jersey, Morr<strong>is</strong> County Organization for H<strong>is</strong>panic Affairs, Morr<strong>is</strong> County Sheriff’s Office, Morr<strong>is</strong><br />

County Bar Foundation, Morr<strong>is</strong> CARES, Manavi, and the Morr<strong>is</strong>town Police Department.<br />

The new Family Justice Center will provide the services that a survivor <strong>of</strong> interpersonal violence and sexual assault needs in ONE place—counseling,<br />

protection, legal and immigration ass<strong>is</strong>tance, children’s services, and more. Thanks to the Morr<strong>is</strong> County Freeholders, that space <strong>is</strong> being provided at no<br />

cost in the County Admin<strong>is</strong>tration and Records Building in Morr<strong>is</strong>town. Look for more information in the future on th<strong>is</strong> remarkable project.<br />

JBWS <strong>is</strong> so proud to <strong>of</strong>fer these new initiatives while continuing to provide its quality core services to protect and counsel victims and their families.<br />

JBWS STEPS UP ITS GAME<br />

TO PREVENT ABUSE<br />

Sixteen-year-old L<strong>is</strong>a called the JBWS helpline and explained that she wanted to break up with her boyfriend, Eric,<br />

but he wouldn’t let her. The more she pulled away, the angrier and more aggressive he became, and the more<br />

she was blamed by her peers for messing up Eric’s life. Eric’s athletic prowess, h<strong>is</strong> academic improvement, and<br />

h<strong>is</strong> relationship with L<strong>is</strong>a provided him status. Teachers blamed L<strong>is</strong>a for causing a scene, and the admin<strong>is</strong>trators<br />

excused Eric’s aggressive behavior as “just part <strong>of</strong> a volatile teenage dating relationship.” Left unchecked for<br />

months, Eric’s behavior escalated. One day, he chased her into the girls’ bathroom, put h<strong>is</strong> hands around her<br />

throat, and threatened her. L<strong>is</strong>a se<strong>cure</strong>d a restraining order and was able to safely end the relationship.<br />

Though estimates <strong>of</strong> dating violence vary, a 2013 study funded by the National Institute <strong>of</strong> Justice found the<br />

following results from a sample <strong>of</strong> middle and high schools in New Jersey, New York and Pennsylvania:<br />

• 33% <strong>of</strong> students responding reported experiencing psychological dating abuse<br />

• 18% reported experiencing cyber dating abuse<br />

• 21% reported experiencing physical dating violence<br />

• 9% reported experiencing sexual coercion<br />

The high incidence <strong>of</strong> dating violence, the lack <strong>of</strong> appropriate community and school response, and the high<br />

pr<strong>of</strong>ile cases <strong>of</strong> domestic violence in the world <strong>of</strong> pr<strong>of</strong>essional sports motivate JBWS to do more—in the<br />

classroom, in the community, and in the locker room. Here are some highlights from the year.<br />

TEENS GIVE PROGRAM A<br />

NEW NAME AND LOOK<br />

Inspired by our need to create a Facebook, Twitter and Instagram social media<br />

and website brand for teens, we invited teens to rename our program and<br />

create a logo. The Mad<strong>is</strong>on High School Graphic Arts students, as part <strong>of</strong> a<br />

service learning project, accepted the challenge and presented us with our new<br />

logo design to go along with our new name, No2DatingAbuse (formerly Dating<br />

Abuse Prevention Program).<br />

STUDENT ATHLETES LEARN<br />

TO MODEL FAIR PLAY ON, AND OFF, THE FIELD<br />

The Yellow Card Challenge, a campaign to inspire student athletes to become<br />

role models and effective “upstanders” in dating abuse <strong>prevention</strong>, has been well<br />

received in schools and with teams across the County. Presented to teams in<br />

cr<strong>is</strong>p, relatable messages, the athletes receive a yellow card, like the one used as<br />

a warning in soccer, lacrosse, and rugby. However, th<strong>is</strong> card warns <strong>of</strong> the signs<br />

<strong>of</strong> dating abuse.<br />

The program calls on athletes to use their natural leadership role to prevent abuse<br />

and teaches safe ways to d<strong>is</strong>courage abuse and aid victims. Everyone receives a<br />

t-shirt upon completion <strong>of</strong> the program that serve as a reminder <strong>of</strong> the program’s<br />

message and as an advert<strong>is</strong>ement for others in the community. Athletes sign a<br />

pledge poster that schools hang in prominent places as an example to others.<br />

The No2DatingAbuse staff continue to work with schools all over Morr<strong>is</strong> County in classroom settings as well as at<br />

YELLOW CARD MEDIA CAMPAIGN<br />

REACHES MILLIONS<br />

A media campaign enhances the education and training programs, bringing awareness to<br />

the initiative and reinforcing the messages being taught. In 2015, the campaign included:<br />

2. Online advert<strong>is</strong>ing targeted to athletes exposing our message approximately one<br />

million times on desktop and mobile devices<br />

3. Dasher boards d<strong>is</strong>played around all three rinks at the Mennen Arena, and<br />

YOUTH CONFERENCE INSPIRES<br />

TEENS TO TAKE ACTION<br />

JBWS sponsored its third annual youth conference to promote awareness <strong>of</strong> dating abuse and<br />

encourage leadership among students, especially athletes, in preventing the problem. One hundred<br />

and forty-six peer and athletic leaders, with their counselors and coaches, participated. The<br />

conference was hosted by the Morr<strong>is</strong> Hills Regional D<strong>is</strong>trict and held at Morr<strong>is</strong> Knolls High School.<br />

During the final activity <strong>of</strong> the youth leadership conference, students created<br />

public service ann<strong>ounce</strong>ments which were shared on school and JBWS social<br />

media pages, enabling us to connect with students outside <strong>of</strong> the classroom and<br />

GIRL SCOUTS REACH<br />

FOR SAFE RELATIONSHIPS<br />

We were grateful for the opportunity to partner with the Girl Scouts <strong>of</strong> Northern New Jersey on the 9th annual REACH<br />

DAY to prevent teen dating abuse held at Drew University. Fifty-five scouts from 6th through 10th grade, along with<br />

40 parents learned the warning signs <strong>of</strong> abuse and how messages in the media perpetuate unhealthy relationships.<br />

WINNING RESULTS<br />

Based on pre- and post-test results, we know the Yellow Card Challenge <strong>is</strong> having a positive effect.<br />

Students and athletes report an enhanced understanding <strong>of</strong> the dating abuse <strong>is</strong>sue. In terms <strong>of</strong><br />

taking action, the teens report greater knowledge about safe next steps and resources available<br />

for ass<strong>is</strong>tance. Specifically spiking in the results <strong>is</strong> the students’ new perception <strong>of</strong> coaches as<br />

knowledgeable resources in dating abuse situations. In addition, family members, schools and<br />

teammates rated far higher as reliable resources after the programming. Furthermore, teens<br />

were able to identify multiple, useful online resources for ass<strong>is</strong>tance. We also heard directly from<br />

participants and school personnel about the program’s impact.<br />

It starts here, in th<strong>is</strong> gym, and holding each other accountable. We look<br />

forward to the challenge, and pledge to take a stand against dating violence,<br />

model healthy relationships and promote a culture <strong>of</strong> safety and respect.<br />

DELIVERING QUALITY SERVICES<br />

TO VICTIMS AND THEIR FAMILIES<br />

While stepping up our community youth outreach programs to prevent abuse, JBWS continues its critical work to ass<strong>is</strong>t those in<br />

immediate need.<br />

KEEPING FAMILIES SAFE<br />

• 87 families found protection in the emergency safe house, Arbour House, for a total <strong>of</strong> 6,920 nights <strong>of</strong> stay.<br />

• Through the helpline, 5,839 people received confidential ass<strong>is</strong>tance for difficult and sometimes life-threatening situations.<br />

SECURING HOUSING<br />

• 18 families made a temporary home in one <strong>of</strong> the 11 apartment units in the Simon House for a total <strong>of</strong> 10,594 nights while they<br />

transition into affordable housing in the community.<br />

RESTORING SELF-ESTEEM<br />

• In the Arbour House and Simon House programs combined, victims received 5,497 hours <strong>of</strong> individual and group counseling to<br />

heal from the emotional scars <strong>of</strong> the abuse.<br />

• In the counseling program for those not living in the residential programs, 418 victims received 6,846 hours <strong>of</strong> counseling.<br />

FOSTERING SELF-SUFFICIENCY<br />

• 120 victims received individual and/or classroom vocational counseling, computer instruction, and financial literacy education<br />

to become self-sufficient. Clients completed GEDs and certifications, and se<strong>cure</strong>d new and better jobs to help increase their<br />

employment level and increase their income.<br />

BREAKING THE INTERGENERATIONAL CYCLE OF VIOLENCE<br />

• 124 children exposed to abuse in their families participated in 2,336 hours <strong>of</strong> individual and group counseling, recreation<br />

programs, and structured play all aimed at the <strong>prevention</strong> <strong>of</strong> future abuse.<br />

• Our staff facilitated psycho-educational groups for community agencies (New Bridge 70001, Teen Pride at Morr<strong>is</strong>town High<br />

School, St. Peter’s Village, Chapel Hill Academy, Daytop) reaching a total <strong>of</strong> 257 teens.<br />

STOPPING THE VIOLENCE<br />

• 225 men (ACT curriculum), 31 women (V<strong>is</strong>ta curriculum) and 5 teens/young adults (Choices curriculum) learned alternatives<br />

to using force and abuse in their relationships through our batterers’ intervention programs at Jersey Center for Non-Violence.<br />

GAINING LEGAL PROTECTION<br />

• 1,195 victims benefited from our supportive courtroom accompaniment and critical legal<br />

information.<br />

• JBWS Cr<strong>is</strong><strong>is</strong> Response Team (CRT) volunteers worked with local police departments to<br />

respond to 449 call-outs for victim ass<strong>is</strong>tance.<br />

ENGAGING THE COMMUNITY<br />

• 100 speaking engagements were presented to various civic, faith-based, employee, and<br />

community based groups, reaching 8,737 people.<br />

• 154 trainings were provided for pr<strong>of</strong>essionals in the community (nurses, mental health<br />

pr<strong>of</strong>essionals, police and more) along with advanced training for our staff and volunteers.<br />

• More than 100 volunteers provided JBWS with 12,362 hours <strong>of</strong> ind<strong>is</strong>pensable services.<br />

• Through community donations, 121 families received turkeys and all the fixings for<br />

Thanksgiving dinner.<br />

• 191 families, including 412 children, received donated holiday toys and gifts.<br />

• 11 children received a wonderful summer camp experience, making it possible for their<br />

moms to go to work.<br />

• 75 survivors gathered for a private Day <strong>of</strong> Unity luncheon to share their success stories.<br />

STRIVING FOR BEST PRACTICES<br />

• JBWS led the effort to partner with ten agencies and se<strong>cure</strong>d start-up funding to open<br />

a Family Justice Center in Morr<strong>is</strong> County in Spring 2016. Recognized as a best practice<br />

model by the U.S. Department <strong>of</strong> Justice, the Morr<strong>is</strong> Family Justice Center will increase<br />

access to services and improve efficiency in th<strong>is</strong> “one-stop” service center.<br />

• The NJ Study Comm<strong>is</strong>sion on Violence released its final report based on information<br />

from expert presentations, public hearings and written comments. As a member <strong>of</strong> the<br />

comm<strong>is</strong>sion, JBWS’ Juli Harpell-Elam was the Comm<strong>is</strong>sion’s voice for domestic violence<br />

and advocated for the establ<strong>is</strong>hment <strong>of</strong> Family Justice Centers in all NJ counties, the<br />

implementation <strong>of</strong> batterers’ intervention programs statewide, and fulfillment <strong>of</strong> mandatory<br />

dating abuse <strong>prevention</strong> program standards in the schools. The final report can be accessed<br />
