Each device locally generates iCloud Keychain synchronization key pair<br />
User explicitly approves new devices joining <strong>the</strong> sync circle from a device already in it<br />
Sync circle uses Apple cloud backend for storage and message passing<br />
• No data is accessible to Apple<br />
• Backend not in a privileged position since key pair is strong and random<br />
