organisations should also participate, for actively mobilis<strong>in</strong>g <strong>the</strong> entire <strong>Party</strong> on <strong>the</strong><br />

b<strong>as</strong>es of <strong>the</strong> l<strong>in</strong>e and <strong>the</strong> decisions of <strong>the</strong> 13th plenum of <strong>the</strong> ECCI and our<br />

directives. This conference should be followed by enlarged prov<strong>in</strong>cial, district and<br />

local <strong>Party</strong> conferences at which <strong>the</strong> CC should work out concrete ways and means<br />

for carry<strong>in</strong>g thru and controll<strong>in</strong>g <strong>the</strong> decisions of <strong>the</strong> CC conf. Of particular<br />

importance is that Polburo (sic) prepare a three to six months work<strong>in</strong>g plan of<br />

action, on <strong>the</strong> b<strong>as</strong>is of which every organization and member can be mobilized to<br />

execute def<strong>in</strong>ite day to day t<strong>as</strong>ks.<br />

(2) One of <strong>the</strong> most important <strong>in</strong>ternational t<strong>as</strong>ks of <strong>the</strong> CPM (sic) is to give consistent<br />

political guidance and organisational support to <strong>the</strong> <strong>Communist</strong> groups <strong>in</strong> <strong>the</strong> Dutch<br />

E<strong>as</strong>t Indies (DEI), Siam and Burma. <strong>The</strong> CC should streng<strong>the</strong>n contact with <strong>the</strong><br />

<strong>Party</strong> and red TUs <strong>in</strong> <strong>the</strong>se countries and tra<strong>in</strong> a number of cadres <strong>the</strong>re, <strong>as</strong> well <strong>as</strong><br />

mobilize <strong>the</strong> workers and pe<strong>as</strong>ants <strong>in</strong> Malaya for active support of <strong>the</strong> rev. m<strong>as</strong>s<br />

movement <strong>the</strong>re. We urge <strong>the</strong> CP to send a number of students, particularly native<br />

workers and poor pe<strong>as</strong>ants from <strong>the</strong>se countries. Send with your next representative<br />

a detailed report cover<strong>in</strong>g <strong>the</strong> political situation and <strong>the</strong> position of <strong>the</strong> respective<br />

<strong>Party</strong> organisations <strong>the</strong>re.<br />

(3) Regard<strong>in</strong>g send<strong>in</strong>g of delegates to <strong>the</strong> 7th World Congress of <strong>the</strong> Com<strong>in</strong>tern which<br />

h<strong>as</strong> already been taken up with your representative, we urge you to immediately<br />

send your delegate without wait<strong>in</strong>g for <strong>the</strong> conclusion of <strong>the</strong> <strong>Party</strong> conf. <strong>The</strong> CSC<br />

must prepare <strong>the</strong> report which this comrade shall make. We request to make every<br />

effort to send one of <strong>the</strong> lead<strong>in</strong>g comrades from <strong>the</strong> DEI.<br />

(4) Send three to five comrades for one or two years tra<strong>in</strong><strong>in</strong>g, three of whom should be<br />

<strong>Malayan</strong> (sic) or Indian workers or poor pe<strong>as</strong>ants, two of whom may be Ch<strong>in</strong>ese<br />

provid<strong>in</strong>g <strong>the</strong>y are <strong>in</strong>dustrial workers and born <strong>in</strong> Malaya.<br />

(5) Polburo be enlarged to five members to <strong>in</strong>clude <strong>the</strong> general secretary, org. secretary<br />

and secretary of <strong>the</strong> <strong>Malayan</strong> Federation of Labour, and two workers from <strong>the</strong> ma<strong>in</strong><br />

<strong>in</strong>dustries; amongst which, if possible, at le<strong>as</strong>t one <strong>Malayan</strong> and one Indian comrade<br />

should be co-opted. Three of <strong>the</strong> PB should reside and function <strong>in</strong> S<strong>in</strong>gapore, while<br />

<strong>the</strong> o<strong>the</strong>r comrades should be systematically sent out to <strong>the</strong> key concentration<br />

centers. <strong>The</strong> PB should work on <strong>the</strong> b<strong>as</strong>is of stronger collective work, more concrete<br />

division of labour and <strong>in</strong>dividual responsibility for <strong>the</strong> operation and control of all<br />

decisions. 30<br />
