Membership h<strong>as</strong> not changed s<strong>in</strong>ce six months ago. We have had some new members <strong>in</strong> Johor Baru<br />

and Johor but our number <strong>in</strong> S<strong>in</strong>gapore and Negri Sembilan h<strong>as</strong> been reduced ma<strong>in</strong>ly due to arrests.<br />

Only <strong>in</strong> Negri Sembilan have several Malays jo<strong>in</strong>ed. In o<strong>the</strong>r places, <strong>the</strong>re w<strong>as</strong> no <strong>in</strong>cre<strong>as</strong>e <strong>in</strong> <strong>the</strong><br />

number of Malays and Indians. We sent members to <strong>in</strong>vestigate <strong>the</strong> situation. <strong>The</strong>y clarified that<br />

most comrades did not devote <strong>the</strong>mselves to Malay-Indian work despite know<strong>in</strong>g its importance.<br />

<strong>The</strong>y could not endure <strong>the</strong> difficult work. Some lacked confidence. <strong>Party</strong> leadership <strong>in</strong> this work<br />

w<strong>as</strong> very weak. Our <strong>Party</strong> w<strong>as</strong> alienated from <strong>the</strong> m<strong>as</strong>ses. Members’ attitudes were “watch without<br />

mak<strong>in</strong>g a move ( 看 不 动 ), defeatism ( 失 败 主 义 ) and opportunism ( 机 会 主 义 )”.<br />

(2) Dispatch of Malay comrades (to <strong>the</strong> Com<strong>in</strong>tern) for tra<strong>in</strong><strong>in</strong>g<br />

Abid<strong>in</strong>g by your <strong>in</strong>struction, we sent comrades to various places to f<strong>in</strong>d Malay comrades to be<br />

tra<strong>in</strong>ed. In Malacca and Negri Sembilan, five comrades met our new conditions. <strong>The</strong>y said,<br />

however, that <strong>the</strong>y could not leave <strong>the</strong>ir homes not only for one to several months, but even just a<br />

week.<br />

In S<strong>in</strong>gapore, only one comrade is qualified. He is a pivotal person who can lead Malay work <strong>in</strong><br />

various places. If he leaves here, our work would badly be affected. <strong>The</strong>refore, <strong>the</strong> problem of<br />

dispatch<strong>in</strong>g Malay students cannot be resolved now. We shall try our best to cont<strong>in</strong>ue organiz<strong>in</strong>g<br />

Malay comrades’ tra<strong>in</strong><strong>in</strong>g courses.<br />

(3) Arrest of Cd. Ch’en Liang and problem of <strong>the</strong> Central Stand<strong>in</strong>g Committee<br />

We agree with your view on how to dispose of Comrade Ch’en Liang ( 陈 良 ). But he w<strong>as</strong> arrested<br />

on 7 November l<strong>as</strong>t year (1933) and sentenced by <strong>the</strong> imperialist government to four years’<br />

imprisonment and banishment after his sentence is served. Cd. Ch’en is one of <strong>the</strong> Central Stand<strong>in</strong>g<br />

Committee (CST) members. After his arrest, only two, Chun Guang ( 春 光 ) and Cd. De Cai ( 德 才 )<br />

(Bun Teck-chai @ Li Chi-s<strong>in</strong> …), are left. For <strong>the</strong> sake of ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g sound work <strong>in</strong> <strong>the</strong> ST, we<br />

convened an enlarged ST (because it w<strong>as</strong> very difficult to convene an Executive Committee [EC])<br />

after Cd. De Cai went back [to Ch<strong>in</strong>a].<br />
