In this connection, C. F. Yong h<strong>as</strong> referred to student demonstrations aga<strong>in</strong>st this Ord<strong>in</strong>ance <strong>in</strong><br />

1932 and 1933. 5<br />

3. Shanghai SB <strong>Files</strong><br />

(1) Arrest of three Annamite <strong>Communist</strong>s<br />

On 5 January 1932, at <strong>the</strong> <strong>in</strong>stance of French Police <strong>the</strong> local [Shanghai] Japanese Consular Police<br />

arrested three Annamite [Vietnamese] communists, on board <strong>the</strong> “Shanghai Maru” prior to its<br />

departure. Accord<strong>in</strong>g to French Interigence Report, <strong>the</strong>y were Truong [more often spelled Troung]<br />

Van Lenh, Vuong Trach and Cao Duc Ch<strong>in</strong>h. But Japanese report noted <strong>the</strong>ir names <strong>as</strong> Tsang Yu<strong>in</strong><br />

L<strong>in</strong>g ( 张 云 领 ), Lee Mong San ( 李 梦 山 ,24) and Van Ts Kwong ( 范 智 光 ) [both orders are<br />

orig<strong>in</strong>al]. 6<br />

Accord<strong>in</strong>g to Sophie, Lai Teck w<strong>as</strong> possibly a pseudonym of Truong Phuoc Dat ali<strong>as</strong> Ly M<strong>in</strong>h Son.<br />

Truong (Ly) w<strong>as</strong> arrested <strong>in</strong> Shanghai <strong>in</strong> April 1933. 7 Sophie also states that Truong Van Lenh w<strong>as</strong><br />

arrested <strong>in</strong> Shanghai <strong>in</strong> 1932. 8 Ly M<strong>in</strong>h Son w<strong>as</strong> referred to by Yoji Ak<strong>as</strong>hi, too, <strong>as</strong> one of Lai<br />

Teck’s pseudonyms. Ak<strong>as</strong>hi also says Lai Teck w<strong>as</strong> apprehended by <strong>the</strong> French secret police after<br />

<strong>the</strong> Manchurian Incident (September 1931) when he travelled back and forth between Tients<strong>in</strong> and<br />

Shanghai. 9<br />

If Lee Mong San w<strong>as</strong> Ly M<strong>in</strong>h Son, it meant Lai Teck had earlier been arrested <strong>in</strong> January 1932 <strong>in</strong><br />

Shanghai by <strong>the</strong> Japanese police. 10<br />

(2) Aliens Registration Bill<br />

In SMPF, <strong>the</strong>re is an extract, entitled “<strong>Malayan</strong> <strong>Communist</strong> <strong>Party</strong>”, from Straits Settlements<br />

Political Intelligence Journal for December 1932. It states; on 28 November, 4 and 11 December<br />
