Document <strong>in</strong> English appeal<strong>in</strong>g for help <strong>as</strong> <strong>the</strong>y (?) are without help and are<br />

communicat<strong>in</strong>g with Quac-an Annamite <strong>Communist</strong>. (emph<strong>as</strong>is added).<br />

Letter <strong>in</strong> French dated ‘S<strong>in</strong>gapore 4.5.31’, mention<strong>in</strong>g <strong>the</strong> addresses;<br />

Serglefran, S<strong>in</strong>gapore and Post Box 307 S<strong>in</strong>gapore. <strong>The</strong> signature of <strong>the</strong><br />

sender is undecipherable.<br />

(3) Fu w<strong>as</strong> deported to Ch<strong>in</strong>a after six months imprisonment and arrested on his arrival<br />

<strong>in</strong> Shanghai on 3 November 1931 by <strong>the</strong> Public Safety Bureau (Ch<strong>in</strong>ese Territory<br />

Police) and <strong>the</strong>n handed over to <strong>the</strong> Ch<strong>in</strong>ese (Soong Wu) Military Authorities.<br />

Meantime, a letter from British Consul-General to <strong>the</strong> SMP dated 2 September 1931<br />

stated that <strong>the</strong> Nank<strong>in</strong>g Government had no def<strong>in</strong>ite charge aga<strong>in</strong>st Fu, though <strong>the</strong><br />

Ch<strong>in</strong>ese authorities had no objection to tak<strong>in</strong>g him over. Contrarily, SMPSB’s note<br />

dated 8 April 1932 stated: <strong>The</strong> Ch<strong>in</strong>ese Authority arrested him entirely on <strong>the</strong>ir own<br />

responsibility. … We did noth<strong>in</strong>g which would justify <strong>the</strong> Public Safety Bureau <strong>in</strong><br />

th<strong>in</strong>k<strong>in</strong>g that we wished that a charge be preferred aga<strong>in</strong>st Fu. 25<br />

From here it is known that various documents were seized before Ducroux and Fu were arrested on<br />

1 June 1931. But not all ciphered parts were deciphered. Second <strong>in</strong>terest<strong>in</strong>g fact is that <strong>the</strong><br />

cont<strong>in</strong>u<strong>in</strong>g <strong>in</strong>termediate role of Ho Chi M<strong>in</strong>h (“Quoc” here) between <strong>the</strong> MCP and <strong>the</strong> Com<strong>in</strong>tern<br />

w<strong>as</strong> monitored by <strong>the</strong> SB <strong>in</strong> this period <strong>as</strong> well. <strong>The</strong> third <strong>in</strong>terest<strong>in</strong>g fact is that <strong>the</strong> SMP had no<br />

charge aga<strong>in</strong>st Fu, that is, no <strong>in</strong>tention to arrest him. <strong>The</strong> KMT government arrested him without<br />

def<strong>in</strong>ite charge. Accord<strong>in</strong>g to an MCP document, through relief work by Mrs. Sun Yat Sen, Song<br />

Q<strong>in</strong>g L<strong>in</strong>g ( 宋 庆 龄 ), Fu w<strong>as</strong> rele<strong>as</strong>ed after <strong>the</strong> outbreak of <strong>the</strong> S<strong>in</strong>o-Japanese War. 26<br />
