This second letter of 8 July appeared to have had a comparatively favourable <strong>as</strong>sessment of <strong>the</strong><br />
MCP. Yet both letters were concerned that <strong>the</strong> MCP w<strong>as</strong> still ma<strong>in</strong>ly a Ch<strong>in</strong>ese party despite <strong>the</strong><br />
decision taken at its <strong>in</strong>augural congress.<br />
As for <strong>the</strong> issue of armed <strong>in</strong>surrection, an MCP letter of 2 January 1931 placed “general strike”<br />
toge<strong>the</strong>r with “armed <strong>in</strong>surrection by toil<strong>in</strong>g cl<strong>as</strong>s” among its “present political t<strong>as</strong>ks”. <strong>The</strong> MCP’s<br />
letter of 7 February 1931, however, specified that <strong>the</strong> upris<strong>in</strong>g of toil<strong>in</strong>g m<strong>as</strong>ses (or terrorism) and<br />
general strike “only [for <strong>the</strong>] purpose of propaganda”. Maybe because of this, <strong>the</strong> ES or <strong>the</strong> FEB<br />
considered it necessary to issue its <strong>in</strong>struction which w<strong>as</strong> to deny any resort to armed <strong>in</strong>surrection<br />
even <strong>as</strong> a slogan. Still, <strong>the</strong> MCP might have been embarr<strong>as</strong>sed and not merely confused by <strong>the</strong><br />
Com<strong>in</strong>tern’s chang<strong>in</strong>g and <strong>in</strong>consistent standpo<strong>in</strong>t on armed <strong>in</strong>surrection.<br />
4. Shanghai Municipal Police <strong>Files</strong><br />
<strong>Files</strong> are summarized below:<br />
(1) Fu Ta-ch<strong>in</strong>g first arrived <strong>in</strong> S<strong>in</strong>gapore <strong>in</strong> November 1928. <strong>The</strong> <strong>Communist</strong><br />
movement <strong>in</strong> Malaya w<strong>as</strong> under his direction s<strong>in</strong>ce <strong>the</strong>n until his arrest on 1 June<br />
1931.<br />
(2) <strong>The</strong> follow<strong>in</strong>g seized documents are purported to have emanated from Lefranc<br />
[Ducroux].<br />
Letter dated ‘S<strong>in</strong>gapore 27.3.31’, partly <strong>in</strong> French and partly <strong>in</strong> code, refer to<br />
<strong>the</strong> arrival of a certa<strong>in</strong> person from Shanghai for <strong>in</strong>formation work. One ‘Mr.<br />
