<strong>The</strong>se also bore close similarity to <strong>the</strong> Twelve-po<strong>in</strong>t Revolutionary Programme adopted at <strong>the</strong><br />

Third Representative Conference of <strong>the</strong> MCP <strong>in</strong> early 1932 except that <strong>in</strong> <strong>the</strong> latter “<strong>the</strong> abolition of<br />

<strong>the</strong> capitalist system and <strong>the</strong> development of <strong>the</strong> <strong>Malayan</strong> nationals’ ( 马 来 亚 民 族 ) economy<br />

through socialism” (clause 5) and “opposition aga<strong>in</strong>st all reactionary religions” (clause 8) were<br />

added. 22 Indeed, it would seem that <strong>the</strong> Twelve-po<strong>in</strong>t Revolutionary Programme might have been<br />

b<strong>as</strong>ed on <strong>the</strong> lengthy, almost comprehensive, <strong>in</strong>structions from <strong>the</strong> ES that were drafted after <strong>the</strong><br />

Ducroux mission had been deta<strong>in</strong>ed. If so, it rema<strong>in</strong>s a mystery who delivered <strong>the</strong> <strong>in</strong>struction to <strong>the</strong><br />

MCP and by what means. Yet it suggests that <strong>the</strong> fundamental policy l<strong>in</strong>es of <strong>the</strong> MCP had not<br />

changed from its <strong>in</strong>auguration to 1932.<br />

(2) English draft letter from <strong>the</strong> ES to <strong>the</strong> MCP, dated 8 July 1931. “<strong>The</strong> Present Situation <strong>in</strong><br />

Malaya and <strong>the</strong> T<strong>as</strong>k of <strong>the</strong> CPM (sic)”.<br />

Cruxes are shown first: (1) <strong>The</strong> MCP should support <strong>the</strong> movement of Siam, Burma and Indonesia.<br />

(2) <strong>The</strong> Com<strong>in</strong>tern appreciates <strong>the</strong> courageous activity of <strong>the</strong> CPM (MCP). (3) But <strong>the</strong> <strong>Party</strong> still<br />

rema<strong>in</strong>s <strong>as</strong> a part of <strong>the</strong> CCP. (4) <strong>The</strong> <strong>Party</strong> should streng<strong>the</strong>n pe<strong>as</strong>ant, work<strong>in</strong>g cl<strong>as</strong>s movement<br />

and anti-imperialist movement.<br />

Details are below:<br />

(1) <strong>The</strong> CPM by virtue of its strategic position and <strong>the</strong> development of <strong>the</strong> <strong>Communist</strong><br />

movement is called upon to actively support <strong>the</strong> movement <strong>in</strong> Siam and Burma <strong>as</strong><br />

well <strong>as</strong> <strong>in</strong> <strong>the</strong> re-establishment of a <strong>Communist</strong> <strong>Party</strong> <strong>in</strong> Indonesia. It should tra<strong>in</strong> for<br />

short periods native workers from <strong>the</strong>se countries, and guide <strong>the</strong>se <strong>Communist</strong><br />

groups which must not be considered <strong>as</strong> Section of <strong>the</strong> CPM.<br />

(2) <strong>The</strong> ECCI (Executive Committee of <strong>the</strong> Com<strong>in</strong>tern) notes with satisfaction <strong>the</strong><br />

courageous activity of <strong>the</strong> CPM which <strong>in</strong> spite of many shortcom<strong>in</strong>gs is beg<strong>in</strong>n<strong>in</strong>g to<br />

be established <strong>as</strong> an <strong>in</strong>dependent political force. It h<strong>as</strong> organised and participated <strong>in</strong><br />

a number of strike struggles and carried on agitation <strong>in</strong> defense of <strong>the</strong> SU <strong>as</strong> well <strong>as</strong><br />

Ch<strong>in</strong>ese and Indian revolutions. <strong>The</strong> ECCI particularly notes with approval <strong>the</strong> step<br />

forward made by <strong>the</strong> <strong>Party</strong> at <strong>the</strong> Third Congress.<br />

(3) But <strong>the</strong> <strong>Party</strong> h<strong>as</strong> failed to organise and lead <strong>the</strong> pe<strong>as</strong>antry and h<strong>as</strong> not mobilised<br />

wide sections of workers. <strong>The</strong> <strong>Party</strong> h<strong>as</strong> functioned ma<strong>in</strong>ly <strong>as</strong> a “Section” [orig<strong>in</strong>al<br />
