<strong>The</strong>y demanded several times to send somebody for work <strong>in</strong> India. <strong>The</strong> only place we can get<br />

somebody is S<strong>in</strong>gapore. We <strong>as</strong>k you to f<strong>in</strong>d a trusty H<strong>in</strong>du. A Ch<strong>in</strong>ese, who could work among <strong>the</strong><br />

Ch<strong>in</strong>ese <strong>the</strong>re, will not be bad. Besides it, we <strong>as</strong>k you to f<strong>in</strong>d a good, steady friend, who could be<br />

our connection-man for MS, like Quark (sic).<br />

About <strong>the</strong> budget of <strong>the</strong> party, youth and trade unions, we have no <strong>in</strong>struction <strong>in</strong> spite of several<br />

requests. This is so with <strong>the</strong> majority of <strong>the</strong> firms <strong>in</strong> Far E<strong>as</strong>t. But, accord<strong>in</strong>g to <strong>the</strong> directives of <strong>the</strong><br />

Center, we have <strong>the</strong> right to use certa<strong>in</strong> amount of money for travel<strong>in</strong>g, extra-ord<strong>in</strong>ary meet<strong>in</strong>gs<br />

(conference) etc.<br />

We have received a letter from Indo-Ch<strong>in</strong>a, which shows that <strong>the</strong> relations between <strong>the</strong>m and<br />

Quark are not very good. We thought Q h<strong>as</strong> some authority among his people. What do you th<strong>in</strong>k<br />

about this? 7 (emph<strong>as</strong>is added)<br />

This letter w<strong>as</strong> kept <strong>in</strong> <strong>the</strong> AAS File entitled “AAS’s Correspondence relat<strong>in</strong>g to Questions on<br />

Malaya”. Yet its sender might have been a member of <strong>the</strong> FEB staff (see Gordon’s letter, below).<br />

In <strong>the</strong> letter, bus<strong>in</strong>ess-sound<strong>in</strong>g words such <strong>as</strong> Company and firm were probably used <strong>as</strong> a<br />

precaution aga<strong>in</strong>st <strong>in</strong>terception by <strong>the</strong> colonial Special Branch.<br />

<strong>The</strong> recipient appeared to be liv<strong>in</strong>g <strong>in</strong> S<strong>in</strong>gapore. Aga<strong>in</strong> his identity is probably not difficult to<br />

establish: Fu Tai-keng, a trusted member of <strong>the</strong> FEB, had been dispatched to S<strong>in</strong>gapore <strong>in</strong> <strong>the</strong> late<br />

1920s. On <strong>the</strong> o<strong>the</strong>r hand, Quak or Quark would probably be corruptions of <strong>the</strong> name of Quoc,<br />

mistakenly <strong>as</strong>sumed to be <strong>the</strong> “l<strong>as</strong>t name” of Nguyen Ai Quoc. If <strong>the</strong>se identities were <strong>the</strong> correct<br />

ones, <strong>the</strong>n Fu w<strong>as</strong> evidently considered by <strong>the</strong> AAS to be <strong>as</strong> reliable <strong>as</strong> Ho Chi M<strong>in</strong>h.<br />

Who, though, w<strong>as</strong> “our friend who left for S<strong>in</strong>gapore to help you”? Could he have been Wong Mok<br />

Han or Teo Yuen-foo? <strong>The</strong> question could not be answered by <strong>the</strong> <strong>in</strong>formation <strong>in</strong> <strong>the</strong> letter. “Sam”,<br />

however, should be Ducroux who w<strong>as</strong> also placed <strong>in</strong> charge of <strong>the</strong> PPTUS. 8<br />

<strong>The</strong> “<strong>Malayan</strong> Directors’ Council” <strong>in</strong> <strong>the</strong> letter might have had a connection to <strong>the</strong> Malaya (sic)<br />

Executive Committee proposed by Wang Yung Hai <strong>in</strong> his letter of 28 December 1930.<br />
