Trengganu? We need only to expla<strong>in</strong> to <strong>the</strong>m <strong>the</strong> scientific sense of <strong>in</strong>surrection.<br />
(4) Each local committee needs [to] spend about $ 20 a month and one or two comrades<br />
to make <strong>the</strong> pr<strong>in</strong>t<strong>in</strong>g material. Each local committee needs to organise <strong>the</strong> Rayon<br />
press. <strong>The</strong> CC h<strong>as</strong> bought a t<strong>in</strong> press for propaganda. <strong>The</strong> Malay and H<strong>in</strong>dus<br />
comrades’ education is still too <strong>in</strong>fant<strong>in</strong>e <strong>in</strong> <strong>the</strong> press.<br />
(5) Seamen, rubber and t<strong>in</strong>-m<strong>in</strong>e are <strong>the</strong> ma<strong>in</strong> <strong>in</strong>dustries. We have no experienced<br />
comrades for <strong>the</strong> labour movement. <strong>The</strong> th<strong>in</strong>g <strong>the</strong>y can do is “to s<strong>in</strong>g some rev.<br />
song” [“ ” is orig<strong>in</strong>al]. We plan to choose some worker comrades to discuss and<br />
decide a work<strong>in</strong>g programme.<br />
(6) In Siam, dur<strong>in</strong>g l<strong>as</strong>t year, all responsible cds. were arrested. <strong>The</strong>y write ei<strong>the</strong>r <strong>the</strong><br />
MCP or <strong>the</strong> CCP send to help <strong>the</strong>m. We cannot answer <strong>the</strong>m directly, because <strong>the</strong><br />
totality of cds. be<strong>in</strong>g arrested must be exam<strong>in</strong>ed. <strong>The</strong> Burma party also <strong>as</strong>ks us to<br />
send some able cds. 1<br />
Compar<strong>in</strong>g this with <strong>the</strong> FEB’s letter dated 17 December 1930 (see Chapter III), it is apparent that<br />
<strong>the</strong> MCP w<strong>as</strong> not aware that <strong>the</strong> FEB had <strong>in</strong>structed <strong>the</strong>m not to resort to armed upris<strong>in</strong>g and<br />
general strike. This letter might not have reached <strong>the</strong> MCP before 2 January 1931. W<strong>as</strong> it seized<br />
and reta<strong>in</strong>ed by <strong>the</strong> SB for a certa<strong>in</strong> period or just forfeited for good?<br />
(2) Russian-language letter dated 1 February 1931<br />
<strong>The</strong> Provisional CC of <strong>the</strong> CCP[?] (ВЦ.К. ККП). [This might be <strong>the</strong> recipient]. <strong>The</strong> Politcommisar<br />
(политкомиссия) <strong>in</strong>vestigated <strong>the</strong> problems of <strong>the</strong> communist organisation of Malay States.<br />
Decided to propose to approve this organisation <strong>as</strong> its one sector at <strong>the</strong> nearest Congress of <strong>the</strong><br />
Com<strong>in</strong>tern. Until <strong>the</strong>n, <strong>the</strong> CC of <strong>the</strong> CCP should supervise it. At that time, <strong>the</strong> FEB should directly<br />
contact <strong>the</strong> communist organisation of Malay States. <strong>The</strong> ES will prepare detailed letters to it. 2<br />
