You must choose a trustworthy group of any nationality and create <strong>the</strong> city and village<br />

organizations. Give <strong>the</strong>m concrete t<strong>as</strong>ks. <strong>The</strong>y must keep you <strong>in</strong>formed about <strong>the</strong> progress of <strong>the</strong>ir<br />

work. You must call on meet<strong>in</strong>g or conference for each and elect its <strong>Party</strong> committee. Afterwards<br />

you must immediately call on <strong>the</strong> All-Malaya <strong>Party</strong> Conference to discuss <strong>the</strong> t<strong>as</strong>ks and elect <strong>the</strong><br />

CC.<br />

It is necessary to publish a party organ <strong>in</strong> three languages, <strong>Malayan</strong> (sic), H<strong>in</strong>du and Ch<strong>in</strong>ese. <strong>The</strong><br />

money needed for this organ must be ga<strong>the</strong>red from among our own cds, sympathisers and <strong>the</strong><br />

broad toil<strong>in</strong>g m<strong>as</strong>ses.<br />

As our trade union movement is too much split up, a centralised organisation, <strong>the</strong> All-<strong>Malayan</strong><br />

Federation of Labour, is necessary.<br />

We must also organise Anti-Imperialist Leagues first <strong>in</strong> factories, towns and villages and afterward<br />

<strong>in</strong> <strong>the</strong> whole country, that is, <strong>the</strong> All-<strong>Malayan</strong> Anti-Imperialist League.<br />

You have already an organisational b<strong>as</strong>is <strong>in</strong> <strong>the</strong> Ch<strong>in</strong>ese <strong>Communist</strong> group. Now it is necessary to<br />

make every effort that <strong>the</strong>se Ch<strong>in</strong>ese communist no longer exist like a group of Ch<strong>in</strong>ese emigrants<br />

liv<strong>in</strong>g with <strong>the</strong>ir m<strong>in</strong>ds and hearts solely upon events <strong>in</strong> Ch<strong>in</strong>a. (It is possible that among <strong>the</strong><br />

Ch<strong>in</strong>ese comrades are such comrades, who are under <strong>the</strong> <strong>in</strong>fluence of liquidator Chen-dusiu [sic],<br />

<strong>as</strong> under <strong>the</strong> <strong>in</strong>fluence of Li-Li-Sian’s [sic. should be Li Li San] “left” phr<strong>as</strong>eologic [sic]. You must<br />

fight aga<strong>in</strong>st this very energitacilly [sic]). <strong>The</strong> slogan should be—<strong>the</strong> <strong>Malayan</strong> (sic), H<strong>in</strong>du, and<br />

Ch<strong>in</strong>ese workers <strong>in</strong>to <strong>the</strong> party organization of Malaya! In <strong>Malayan</strong> State <strong>the</strong>re must exist but one<br />

CP <strong>in</strong>clud<strong>in</strong>g all nationalities. <strong>The</strong> idea of creat<strong>in</strong>g several CPs b<strong>as</strong>ed on <strong>the</strong> nationalities must be<br />

energetically combated. <strong>The</strong> <strong>Party</strong> must pay attention to <strong>the</strong> difference of nationality, languages,<br />

customs, etc.<br />

This is a concrete and detailed comment cum <strong>in</strong>struction. Although <strong>the</strong> author seemed not to know<br />

that most Indians <strong>in</strong> Malaya were Tamils who spoke not H<strong>in</strong>di but Tamil, we can discern that this<br />

FEB staff member w<strong>as</strong> well acqua<strong>in</strong>ted with <strong>Malayan</strong> affairs. Unlike many o<strong>the</strong>r Com<strong>in</strong>tern<br />

documents, moreover, this letter generally dist<strong>in</strong>guished Malaya from Malay.<br />
