implemented. It is <strong>in</strong>dispensable to tra<strong>in</strong> Ch<strong>in</strong>ese, Malays <strong>as</strong> well <strong>as</strong> Indians to be cadres of <strong>the</strong><br />

MCP.<br />

Ple<strong>as</strong>e report to us once every six weeks about how this t<strong>as</strong>k is implemented. 1<br />

In its English version, <strong>the</strong> draft letter runs <strong>as</strong> below:<br />

<strong>The</strong> beg<strong>in</strong>n<strong>in</strong>g of a new revolutionary wave and <strong>the</strong> existence of an <strong>in</strong>dependent<br />

<strong>Communist</strong> movement <strong>in</strong> Malaya is of vital importance <strong>in</strong> <strong>the</strong> development of <strong>the</strong><br />

anti-imperialist and agrarian revolutions <strong>in</strong> <strong>the</strong> Far E<strong>as</strong>t. Ow<strong>in</strong>g to its strategic<br />

military and economic position, Malaya is a meet<strong>in</strong>g place of three rev. struggles –<br />

<strong>the</strong> Indian, Ch<strong>in</strong>ese and Indo-Nesian (sic) national emancipation movements. 2<br />

2. Far E<strong>as</strong>tern Bureau<br />

On 15 November 1930, <strong>the</strong> CC of <strong>the</strong> MCP analyzed <strong>the</strong> <strong>Malayan</strong> situation (Ch<strong>in</strong>ese language<br />

document) thus:<br />

(1) As <strong>the</strong> bourgeoisie is weak and consists of diverse nationalities, it cannot form a<br />

united front <strong>in</strong> a struggle for <strong>in</strong>dependence struggle.<br />

(2) <strong>The</strong> liv<strong>in</strong>g conditions of <strong>the</strong> <strong>Malayan</strong> proletariat are <strong>the</strong> most difficult <strong>in</strong> <strong>the</strong> world.<br />

Despite <strong>the</strong> British imperialists’ divide-and-rule policy, <strong>the</strong> proletariat will surely<br />

become aware that <strong>the</strong>y have to struggle for <strong>the</strong> destruction of <strong>the</strong> imperialist<br />

system. 3<br />

<strong>The</strong> FEB might have had such an analysis <strong>in</strong> m<strong>in</strong>d also when it sent an English letter to “<strong>Malayan</strong><br />

Cds.” on 17 December 1930. 4 <strong>The</strong> contents of <strong>the</strong> letter may be summarized <strong>as</strong> follows:<br />

Cruxes are shown first: (1) Armed upris<strong>in</strong>g, general strike or terror should not be <strong>the</strong> present<br />

method. (2) Economic struggle should be given priority. (3) Ch<strong>in</strong>ese, Malays and H<strong>in</strong>dus [Indians]<br />

must unitedly fight for emancipation of Malaya with different acute slogans. <strong>The</strong>re exists conflict<br />

between <strong>the</strong> Malay workers and <strong>the</strong> Ch<strong>in</strong>ese or H<strong>in</strong>du workers. <strong>The</strong> H<strong>in</strong>dus and <strong>the</strong> Ch<strong>in</strong>ese must<br />

help <strong>the</strong> Malays. (4) <strong>The</strong> MCP must lead <strong>the</strong> pe<strong>as</strong>antry struggle. (5) Attention must be paid to <strong>the</strong><br />
