We can <strong>as</strong>sume that at <strong>the</strong> conference (congress) held <strong>in</strong> late April, <strong>the</strong> CC members were<br />

tentatively appo<strong>in</strong>ted and at le<strong>as</strong>t <strong>the</strong> “Notice!” w<strong>as</strong> drafted by <strong>the</strong>m. At <strong>the</strong> Conference (Congress)<br />

held on 21 May, <strong>the</strong> CC members <strong>as</strong> well <strong>as</strong> <strong>the</strong> top posts <strong>in</strong>clud<strong>in</strong>g secretary were officially<br />

appo<strong>in</strong>ted and <strong>the</strong> Resolutions <strong>as</strong> well <strong>as</strong> <strong>the</strong> “Notice!” were officially adopted. That might be <strong>the</strong><br />

re<strong>as</strong>on why <strong>the</strong> CC’s letter of 1 July avoided referr<strong>in</strong>g to <strong>the</strong> CC of <strong>the</strong> MCP perta<strong>in</strong><strong>in</strong>g to <strong>the</strong> arrest<br />

of 29 April. Ho Chi M<strong>in</strong>h himself said he attended both congresses held <strong>in</strong> Negeri Sembilan and<br />

Johor. S<strong>in</strong>ce Ho Chi M<strong>in</strong>h came to Malaya from Bangkok between 20 and 28 April and traveled<br />

back to Bangkok from Malaya at <strong>the</strong> end of May, 28 he might have attended both congresses of late<br />

April and of 21 May.<br />

To sum up, supported by various o<strong>the</strong>r documents and testimonies, <strong>the</strong> Com<strong>in</strong>tern documents<br />

would <strong>in</strong>duce a conclusion that <strong>the</strong> prelim<strong>in</strong>ary conference of <strong>the</strong> MCP w<strong>as</strong> held <strong>in</strong> late April and<br />

its official Inauguration Conference (Congress) on 21 May, and thus <strong>in</strong>dicate that <strong>the</strong> MCP<br />

officially commenced function<strong>in</strong>g on 24 May.<br />

Anna Belogurova showed that, b<strong>as</strong>ed on <strong>the</strong> Com<strong>in</strong>tern File Ф514 оп.1 д.634, <strong>the</strong> third<br />

representative conference of Nanyang w<strong>as</strong> convened on 22-23 April 1930. 29 But, however, she did<br />

not refer to Ф514 оп.1 д.634 which noted that <strong>the</strong> conference w<strong>as</strong> called on 21 May 1930.<br />

Thus, I conclude here now that <strong>the</strong> prelim<strong>in</strong>ary conference w<strong>as</strong> held on 22 to 23 April and <strong>the</strong><br />

official Conference on 21 May.<br />

3. Resolutions Adopted at <strong>the</strong> Inaugural Congress<br />

<strong>The</strong> English language document entitled “Resolutions adopted at <strong>the</strong> Third Congress of Malaya<br />

<strong>Party</strong>” consisted of <strong>the</strong> follow<strong>in</strong>g four chapters. 30 I will summarize its contents here:<br />

(1) Malaya and <strong>the</strong> World Revolution<br />

(2) <strong>The</strong> Character and driv<strong>in</strong>g force of Malay (sic) Revolution<br />

Malay revolution is a bourgeois democratic revolution <strong>as</strong> <strong>in</strong>structed by <strong>the</strong> CCP<br />

[Already quoted above. Here <strong>the</strong> Congress fully agreed with <strong>the</strong> <strong>in</strong>struction of <strong>the</strong><br />

CC of <strong>the</strong> CCP which <strong>in</strong>cluded, among o<strong>the</strong>rs; only by way of armed <strong>in</strong>surrection,<br />
