6. Changes <strong>in</strong> <strong>the</strong> Com<strong>in</strong>tern’s Strategies<br />

In order to gauge <strong>the</strong> <strong>in</strong>fluence of <strong>the</strong> Com<strong>in</strong>tern over <strong>the</strong> NPC, <strong>the</strong> Com<strong>in</strong>tern’s relevant political<br />

strategies (especially concern<strong>in</strong>g <strong>the</strong> CCP) and <strong>the</strong>ir changes will be briefly exam<strong>in</strong>ed here.<br />

In January 1923, <strong>the</strong> Executive Committee (EC) of <strong>the</strong> Com<strong>in</strong>tern made a resolution that <strong>the</strong> KMT<br />

w<strong>as</strong> a pivot of <strong>the</strong> national revolution of Ch<strong>in</strong>a and that <strong>the</strong> CCP should collaborate with <strong>the</strong> KMT.<br />

Abid<strong>in</strong>g by this resolution, <strong>the</strong> Third National Congress of <strong>the</strong> CCP, which w<strong>as</strong> held <strong>in</strong> June 1923,<br />

decided to form a United Front with <strong>the</strong> KMT. After <strong>the</strong> First National Congress of <strong>the</strong> KMT had<br />

accepted <strong>the</strong> pr<strong>in</strong>ciple of a united front <strong>in</strong> January 1924, <strong>the</strong> First United Front of <strong>the</strong> KMT and <strong>the</strong><br />

CCP w<strong>as</strong> realized.<br />

At <strong>the</strong> 8th Enlarged Plenum of <strong>the</strong> EC held <strong>in</strong> May 1927, <strong>the</strong> “surrenderism” (mean<strong>in</strong>g<br />

collaboration with <strong>the</strong> KMT now led by Chiang Kai Shek) of Chen Du Xiu, <strong>the</strong>n secretary of <strong>the</strong><br />

CCP, w<strong>as</strong> strongly criticized. <strong>The</strong> CCP w<strong>as</strong> <strong>in</strong>structed to reorganize <strong>the</strong> KMT from with<strong>in</strong> and to<br />

oppose upris<strong>in</strong>gs. Consequently, <strong>the</strong> CCP dismissed Chen from his post <strong>in</strong> August 1927 and<br />

expelled him from <strong>the</strong> party <strong>in</strong> November 1929.<br />

In fact, it w<strong>as</strong> <strong>the</strong> Com<strong>in</strong>tern, or more precisely Stal<strong>in</strong>, who had directed <strong>the</strong> CCP to collaborate<br />

with <strong>the</strong> KMT earlier, where<strong>as</strong> Trotsky had severely criticized that policy <strong>as</strong> <strong>the</strong> suppression of<br />

proletarian leadership. In July 1927, Chiang Kai Shek had term<strong>in</strong>ated <strong>the</strong> KMT-CCP United Front<br />

by murderously turn<strong>in</strong>g on <strong>the</strong> CCP and its allies. As such, Chen sided with <strong>the</strong> Trotskyites from<br />

1929.<br />

At <strong>the</strong> 9th Enlarged Plenum of <strong>the</strong> EC held <strong>in</strong> February 1928, notions of ‘socialist revolution<br />

skipp<strong>in</strong>g over bourgeois democratic revolution’ and of ‘Putchism’ (riotism) were denounced <strong>as</strong><br />

Trotskyism. In June 1928, Qu Qiu Bai ( 瞿 秋 白 ), who had replaced Chen Du Xiu and led <strong>the</strong><br />

radical l<strong>in</strong>e of <strong>the</strong> CCP, w<strong>as</strong> himself criticized <strong>as</strong> an adventurist and relegated at <strong>the</strong> CCP’s 6th<br />

National Congress.<br />

At <strong>the</strong> 6th World Congress of <strong>the</strong> Com<strong>in</strong>tern held <strong>in</strong> August-September 1928, <strong>the</strong> CCP w<strong>as</strong><br />

criticized for “flatter<strong>in</strong>g <strong>the</strong> bourgeoisie” (KMT). Instead <strong>the</strong> importance of communist-led m<strong>as</strong>s<br />

struggle w<strong>as</strong> stressed. At <strong>the</strong> same time, however, an unce<strong>as</strong><strong>in</strong>g struggle aga<strong>in</strong>st Social Democracy,<br />
