Even among <strong>the</strong> overse<strong>as</strong> Ch<strong>in</strong>ese, <strong>the</strong> <strong>Party</strong>'s <strong>in</strong>fluence w<strong>as</strong> not extensive. In many<br />

factory are<strong>as</strong> (Terengganu, Selangor and Johor), <strong>Party</strong> organizations were extremely<br />

weak.<br />

<strong>The</strong> member recruitment activities among <strong>the</strong> Malays and Indians were very<br />

<strong>in</strong>adequate.<br />

Among <strong>the</strong> cadres of various organizational levels, those from <strong>the</strong> worker cl<strong>as</strong>s were<br />

extremely few. Cadres were pr<strong>in</strong>cipally Ch<strong>in</strong>ese. <strong>The</strong> <strong>Party</strong> virtually did not tackle<br />

<strong>the</strong> problem of appo<strong>in</strong>t<strong>in</strong>g, nurtur<strong>in</strong>g and deploy<strong>in</strong>g non-Ch<strong>in</strong>ese cadre-candidates.<br />

<strong>The</strong> <strong>Party</strong> did not make an effort to raise <strong>the</strong> ideological and political standard of <strong>the</strong><br />

members.<br />

Propaganda and agitation work b<strong>as</strong>ed on <strong>the</strong> fundamental pr<strong>in</strong>ciples of Marxism-<br />

Len<strong>in</strong>ism among <strong>the</strong> Ch<strong>in</strong>ese w<strong>as</strong> weak. Among <strong>the</strong> Malays, Indians and o<strong>the</strong>r<br />

nationals, it w<strong>as</strong> entirely <strong>in</strong>sufficient. 13<br />

3. What policies were criticized by <strong>the</strong> reviewers here?<br />

(1) S<strong>in</strong>ce <strong>the</strong> S<strong>in</strong>o-Japanese War of 1937, <strong>the</strong> MCP had merely concentrated on <strong>the</strong><br />

Anti-Japanese struggle. To that extent, <strong>the</strong> decisions of <strong>the</strong> Third SC Conference of<br />

13 June 1939 might have been targeted.<br />

(2) Important slogans were erroneously replaced with o<strong>the</strong>rs such <strong>as</strong> “Abolition of all<br />

illegal activities”, “Collaborative work with bourgeoisie”, and “Collaboration with<br />

Brita<strong>in</strong>”. In this context, <strong>the</strong> SC Conference of 13 June 1939 might aga<strong>in</strong> have been<br />

targeted.<br />

4. Prob<strong>in</strong>g <strong>the</strong> change of viewpo<strong>in</strong>ts s<strong>in</strong>ce 1938<br />

<strong>The</strong> viewpo<strong>in</strong>ts of <strong>the</strong> Com<strong>in</strong>tern and <strong>the</strong> MCP can fundamentally be cl<strong>as</strong>sified <strong>in</strong>to three: ○1<br />

revolutionary cl<strong>as</strong>s l<strong>in</strong>e and Anti-BI (leftist l<strong>in</strong>e); ○2 moderate conciliatory l<strong>in</strong>e (rightist l<strong>in</strong>e); and ○3<br />

Ch<strong>in</strong>ese nationalistic, anti-Japanese l<strong>in</strong>e. <strong>The</strong> Ch<strong>in</strong>ese nationalistic viewpo<strong>in</strong>t might be comparable<br />

to <strong>the</strong> non-cl<strong>as</strong>s l<strong>in</strong>e and, <strong>the</strong>refore, be cl<strong>as</strong>sified <strong>as</strong> <strong>the</strong> rightist l<strong>in</strong>e. But this l<strong>in</strong>e w<strong>as</strong> <strong>in</strong> fact<br />

regarded <strong>as</strong> <strong>the</strong> most effective revolutionary l<strong>in</strong>e immediately before <strong>the</strong> Pacific War. <strong>The</strong> above<br />

viewpo<strong>in</strong>ts may also be dist<strong>in</strong>guished by reference to <strong>the</strong>ir source or orig<strong>in</strong>, <strong>as</strong> follows:<br />
