Membership of <strong>the</strong> m<strong>as</strong>s organizations: From <strong>the</strong> 6 th Enlarged Plenum till now,<br />

membership <strong>in</strong> Pahang <strong>in</strong>cre<strong>as</strong>ed seven-fold, Selangor four-fold, Penang three-fold,<br />

and generally doubled <strong>in</strong> o<strong>the</strong>r places. Only Malacca saw merely a one-third<br />

<strong>in</strong>cre<strong>as</strong>e. North Johor decre<strong>as</strong>ed by a few dozens. <strong>Party</strong> membership tripled <strong>in</strong><br />

Pahang.<br />

Dur<strong>in</strong>g this period, <strong>the</strong> <strong>Party</strong> led 200–300 workers’ struggles that drew about 80,000<br />

participat<strong>in</strong>g workers. In <strong>the</strong> second term, S<strong>in</strong>gapore had <strong>the</strong> best record of more<br />

than 120 c<strong>as</strong>es. 3<br />

2. New Ten-po<strong>in</strong>t Programme of <strong>the</strong> MCP <strong>in</strong> <strong>the</strong> Com<strong>in</strong>tern file<br />

<strong>The</strong> same file conta<strong>in</strong>ed both <strong>the</strong> English and Ch<strong>in</strong>ese versions of <strong>the</strong> New Ten-po<strong>in</strong>t Programme.<br />

This must be <strong>the</strong> revised version prepared follow<strong>in</strong>g <strong>the</strong> various level discussions. As two k<strong>in</strong>ds of<br />

<strong>the</strong> Reviewers’ Comment of <strong>the</strong> Com<strong>in</strong>tern quoted above were written <strong>in</strong> January and February<br />

1942, <strong>the</strong>se might not have been reflected <strong>in</strong> <strong>the</strong> revision. <strong>The</strong> English version (TPP-b), published<br />

on 20 February 1940, is summarized below.<br />

Accord<strong>in</strong>g to <strong>the</strong> MCP’s document published recently, this programme w<strong>as</strong> part of <strong>the</strong> resolution<br />

decided at <strong>the</strong> 2 nd CEC conference of <strong>the</strong> MCP held on 24 January 1940. This programme w<strong>as</strong><br />

called “Impend<strong>in</strong>g Ten-po<strong>in</strong>t Programme for <strong>the</strong> <strong>Party</strong> to struggle for <strong>in</strong>dependent, free Democratic<br />

Republic”. 4<br />

Compatriots! We cannot wait for our ru<strong>in</strong>ous fate, we must fight for our liv<strong>in</strong>g. Our <strong>Party</strong> h<strong>as</strong><br />

raised before you <strong>the</strong> follow<strong>in</strong>g Ten Po<strong>in</strong>t Programme <strong>as</strong> <strong>the</strong> goal for <strong>the</strong> common struggle for our<br />

<strong>Party</strong> and yourself.<br />

(1) Expulsion of <strong>the</strong> British Imperialist out of Malaya. Acquir<strong>in</strong>g of national<br />

<strong>in</strong>dependence. Establishment of a Free, Independent and Democratic Republic.<br />

(2) Establishment of an All <strong>Malayan</strong> Congress and <strong>the</strong> State Councils, candidates to<br />

which are to be elected through a universal franchise <strong>in</strong> which all <strong>the</strong> anti-imperialist<br />

parties and organisations and <strong>the</strong> peoples of Malaya will have <strong>the</strong> right to<br />

participate.<br />

(3) Realization of democracy. Safeguard<strong>in</strong>g of <strong>the</strong> right to freedom of speech, press,<br />
