Thus, <strong>in</strong> North Malaya <strong>the</strong> number of members of <strong>the</strong> m<strong>as</strong>s organizations starkly decre<strong>as</strong>ed<br />

<strong>in</strong> <strong>the</strong>se several months.<br />

Ano<strong>the</strong>r serious problem is that our <strong>Party</strong> h<strong>as</strong> no organizational b<strong>as</strong>e <strong>in</strong> <strong>the</strong> material<br />

production sections of <strong>the</strong> imperialist.<br />

<strong>The</strong> Center calls upon all comrades, especially comrades of <strong>the</strong> three North <strong>Malayan</strong> States,<br />

to discuss <strong>the</strong>se shortcom<strong>in</strong>gs at various <strong>Party</strong> conferences.<br />

(2) How to lead <strong>the</strong> Ch<strong>in</strong>ese<br />

1. <strong>The</strong> first force. Among worker-pe<strong>as</strong>ant m<strong>as</strong>ses of our forces, <strong>the</strong> Ch<strong>in</strong>ese are about<br />

10,000 only. Economically <strong>the</strong>y are entirely <strong>Malayan</strong>ised. This is because <strong>the</strong><br />

majority of <strong>the</strong>m emigrated from Ch<strong>in</strong>a and were bankrupted middle-cl<strong>as</strong>s farmers,<br />

poor farmers and agricultural employees of villages, <strong>the</strong> bankrupted petit<br />

bourgeoisie of <strong>the</strong> towns and lower-cl<strong>as</strong>s workers <strong>in</strong> Ch<strong>in</strong>a. After <strong>the</strong> World<br />

Depression of 1929, many among <strong>the</strong> local petit bourgeoisie were bankrupted and<br />

reduced to <strong>the</strong> proletariat one after ano<strong>the</strong>r. <strong>The</strong> great majority of <strong>the</strong> worker cl<strong>as</strong>s,<br />

<strong>the</strong> ma<strong>in</strong> revolutionary force of <strong>the</strong> <strong>Malayan</strong> Ch<strong>in</strong>ese m<strong>as</strong>ses, cannot yet possess<br />

pure proletarian consciousness. Although <strong>the</strong>re are presently tens of thousands of<br />

workers and <strong>the</strong>y have been tra<strong>in</strong>ed <strong>in</strong> economic struggles under <strong>the</strong> <strong>Party</strong>’s<br />

revolutionary <strong>in</strong>fluence, <strong>the</strong> majority of <strong>the</strong> m<strong>as</strong>ses reta<strong>in</strong> strong nationalistic<br />

consciousness. Lead<strong>in</strong>g a dog’s life under <strong>the</strong> cruel rule of BI, <strong>the</strong>ir enthusi<strong>as</strong>m and<br />

resolution to thoroughly liberate <strong>the</strong>ir home country grows ever more solid. This<br />

force stands on <strong>the</strong> side of firm anti-enemy war, unity and progress. But our <strong>Party</strong>’s<br />

capacity to unify <strong>the</strong> struggle of this force is not yet universal. Backwardness<br />

generally rema<strong>in</strong>s.<br />

2. <strong>The</strong> second force. Urban petit bourgeoisie, students and <strong>in</strong>tellectuals. <strong>The</strong>y make up<br />

a considerable proportion of <strong>the</strong> Ch<strong>in</strong>ese. Under BI’s aggression for years, almost all<br />

national capital ( 民 族 资 本 ) collapsed. As <strong>the</strong> imperialist war expands presently,<br />

<strong>the</strong>y are fur<strong>the</strong>r disappo<strong>in</strong>ted <strong>in</strong> Malaya. <strong>The</strong>y are very eager to <strong>in</strong>vest <strong>in</strong> <strong>the</strong> home<br />

country and hope <strong>the</strong>y might ga<strong>in</strong> opportunities <strong>in</strong> <strong>the</strong> anti-enemy-war nationbuild<strong>in</strong>g<br />

( 抗 战 建 国 ). <strong>The</strong>y agree with <strong>the</strong> anti-enemy war and support unity and<br />

progress. But <strong>the</strong>y are pessimistic over <strong>the</strong> present situation or want to wait for it to<br />
