to “cooperate with Brita<strong>in</strong>”. That would soften <strong>the</strong> anti-BI sentiment of m<strong>as</strong>ses,<br />
encourage a tendency toward legalism and opportunism <strong>in</strong> <strong>the</strong> party and eventually<br />
destroy <strong>the</strong> <strong>Party</strong>.<br />
(2) <strong>The</strong> slogan and <strong>as</strong>sertion of “employer-employee cooperation” mean <strong>the</strong><br />
abandonment of cl<strong>as</strong>s <strong>in</strong>terests and are <strong>in</strong>correct. In ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g <strong>the</strong> national united<br />
front, our <strong>Party</strong> never <strong>in</strong>sists on unconditional cooperation with <strong>the</strong> bourgeoisie. <strong>The</strong><br />
slogan of cooperation is merely a part of our strategy. It should be properly applied<br />
b<strong>as</strong>ed on cl<strong>as</strong>s relations <strong>in</strong> each place and section. Its objective is to make <strong>the</strong><br />
bourgeoisie understand that <strong>the</strong> development of <strong>the</strong> m<strong>as</strong>ses’ strength would not<br />
collide with <strong>the</strong>ir <strong>in</strong>terests.<br />
(3) Assessment of <strong>the</strong> Ten-po<strong>in</strong>t Programme (TPP-a)<br />
Establish<strong>in</strong>g a national united front to ga<strong>in</strong> a democratic system is too<br />
hollow. It is merely a present slogan of activities. It cannot be a programme<br />
to represent <strong>the</strong> m<strong>as</strong>ses’ <strong>in</strong>terests.<br />
Congress and Councils are too general. <strong>The</strong>y do not clearly <strong>in</strong>dicate <strong>the</strong> k<strong>in</strong>d<br />
of democratic system.<br />
“Reactionary policy” is too general. It does not clearly and concretely<br />
<strong>in</strong>dicate what policy is most harmful to <strong>the</strong> people of each nationals ( 民 族 ).<br />

Labour laws are not clear, because imperialists also enact labour laws. What<br />
k<strong>in</strong>d of labour laws do we need?<br />
“Equality of men and women” is hollow. Before socialism is f<strong>in</strong>ally realized,<br />
we cannot discuss <strong>the</strong> necessity of this equality <strong>in</strong> <strong>the</strong> process of national<br />
liberation.<br />
O<strong>the</strong>r defects and <strong>in</strong>sufficiencies are <strong>as</strong> follows:<br />
i) Applies to overse<strong>as</strong> Ch<strong>in</strong>ese only. Cannot represent <strong>the</strong> press<strong>in</strong>g <strong>in</strong>terests of all<br />
nationals ( 全 民 族 ).<br />
ii) Lack of pe<strong>as</strong>ants’ demands. Pe<strong>as</strong>ants’ problem is not placed <strong>as</strong> a pr<strong>in</strong>cipal issue of<br />
revolution. “Reduction of taxes” is not urgent at all.<br />
<strong>The</strong> Central Stand<strong>in</strong>g Committee considers that <strong>the</strong>se problems relate to <strong>the</strong> future of <strong>the</strong> <strong>Party</strong>’s<br />
national liberation struggle. Various <strong>Party</strong> branches are requested to mobilize all members to<br />
discuss <strong>the</strong>se problems and prepare to present revisions to <strong>the</strong> Second Executive Committee<br />
