Between September 1939 and January 1940, <strong>the</strong> labour movement developed. 100,000 workers<br />

participated <strong>in</strong> strikes.<br />

(3) Ch<strong>in</strong>ese patriotic organizations<br />

<strong>The</strong> Ch<strong>in</strong>ese National Liberation Vanguard Corps (CNLVC): Fac<strong>in</strong>g a crisis of collapse, it held a<br />

congress <strong>in</strong> August 1939 and elected a new leadership. It agreed with <strong>the</strong> united front. It had a<br />

membership of 3,000.<br />

<strong>The</strong> Back<strong>in</strong>g-up <strong>the</strong> Eighth Route Army Committee ( 援 八 委 ) h<strong>as</strong> been formed. 33<br />

3. Assessment of <strong>the</strong> strategies decided at <strong>the</strong> 6 th Enlarged Plenum [probably by <strong>the</strong> Stand<strong>in</strong>g<br />

Committee of <strong>the</strong> CC].<br />

This Ch<strong>in</strong>ese-language document is summarized below.<br />

Cruxes are shown first: (1) We cannot cooperate with British Imperialist now. Only when Japan<br />

<strong>in</strong>vades Malaya <strong>in</strong> <strong>the</strong> future, we will acknowledge <strong>the</strong> possibility of cooperation with <strong>the</strong>m. (2)<br />

<strong>The</strong> <strong>Party</strong> should not unconditionally cooperate with <strong>the</strong> bourgeoisie (mean<strong>in</strong>g Ch<strong>in</strong>ese capitalists<br />

and KMT members <strong>in</strong> Malaya). (3) <strong>The</strong> TPP-a is too hollow. It does not represent <strong>the</strong> <strong>in</strong>terests of<br />

all nationals (especially Malay pe<strong>as</strong>ants). (4) <strong>Party</strong> branches are requested to discuss <strong>the</strong> problems<br />

and prepare resolutions. (5) Both leftist exclusionism and rightist opportunism should be criticized.<br />

Details are below:<br />

(1) If we propose a slogan of cooperation with Brita<strong>in</strong>, comrades would e<strong>as</strong>ily have an<br />

illusion of legalism. Because our impend<strong>in</strong>g ma<strong>in</strong> enemy is British Imperialism. Our<br />

<strong>Party</strong> is to thoroughly liberate all nationals and protect our <strong>in</strong>terests. <strong>The</strong>refore, we<br />

cannot lessen <strong>the</strong> struggle aga<strong>in</strong>st <strong>the</strong> ma<strong>in</strong> enemy! When Japan ( 日 寇 ) militarily<br />

<strong>in</strong>vades Malaya, we acknowledge <strong>the</strong> possibility of “mutual concession” and<br />

“mutual cooperation” with BI <strong>in</strong> order to jo<strong>in</strong>tly defend <strong>the</strong> peace and security of<br />

Malaya. But that is merely a future possibility. Presently BI ever more furiously<br />

<strong>in</strong>tensifies its reactionary policy and oppression. We can never appeal to <strong>the</strong> m<strong>as</strong>ses<br />
