<strong>The</strong> most important decision taken at this Plenum w<strong>as</strong> <strong>the</strong> adoption of <strong>the</strong> Ten-po<strong>in</strong>t Programme.<br />

<strong>The</strong> Russian-language version w<strong>as</strong> recorded (and reviewed) <strong>in</strong> <strong>the</strong> report of <strong>the</strong> reviewers. 27 This<br />

corresponds to <strong>the</strong> Ten-po<strong>in</strong>t Programme <strong>in</strong> <strong>the</strong> MCP publication of 1946, Nan Dao Zhi Chun. This<br />

Programme (denoted <strong>as</strong> TPP-a here) is given below.<br />

(1) Establishment of an All Nationals United Front ( 各 民 族 统 一 战 线 ) irrespective of<br />

cl<strong>as</strong>s, party, creed (and religion) to fight for democracy and to defend peace and<br />

security <strong>in</strong> Malaya.<br />

(2) Establishment of an All <strong>Malayan</strong> Congress and State Councils, both of which are<br />

elected by all nationals ( 各 民 族 人 民 ) and empowered to solve economic, political,<br />

defense and o<strong>the</strong>r problems.<br />

(3) Safeguard<strong>in</strong>g of <strong>the</strong> rights to freedom of speech, press, <strong>as</strong>sembly, organisation,<br />

belief and emigration.<br />

(4) Oppos<strong>in</strong>g reactionary policies and <strong>in</strong>flict<strong>in</strong>g punishment on F<strong>as</strong>cist elements and<br />

national traitors.<br />

(5) Incre<strong>as</strong><strong>in</strong>g wages, provid<strong>in</strong>g aid to victims of dis<strong>as</strong>ters and unemployment and<br />

enforc<strong>in</strong>g labour laws and an eight-hour work<strong>in</strong>g day.<br />

(6) Reduction of all taxes and <strong>in</strong>terests. Development of <strong>in</strong>dustry and commerce. Selfdeterm<strong>in</strong>ation<br />

of <strong>the</strong> rate of customs revenue.<br />

(7) Totally equal treatment for men and women. Thorough abolition of <strong>the</strong> ‘Mooi<br />

chai’ 28 system and <strong>the</strong> Poh Leung Kuk ( 保 良 局 ).<br />

(8) A system of universal education, us<strong>in</strong>g our national language for each nationals ( 用<br />

本 民 族 语 文 实 行 普 通 教 育 ). Free education for poor students.<br />

(9) Press<strong>in</strong>g <strong>the</strong> British government to take part <strong>in</strong> collective security, imposition of<br />

direct sanctions aga<strong>in</strong>st f<strong>as</strong>cist aggressors, and <strong>as</strong>sistance to <strong>the</strong> Ch<strong>in</strong>ese people <strong>in</strong><br />

<strong>the</strong>ir war of self-defense.<br />

(10) Solidarity with all peace-lov<strong>in</strong>g countries and peoples to fight aga<strong>in</strong>st <strong>the</strong> Imperialist<br />

war, and support of <strong>the</strong> <strong>in</strong>ternational united movement for peace. 29<br />
