1. All activities related to field studies, design and documentation shall be done<br />

as per the latest guidelines/ circulars of MORTH and relevant publications of<br />

the Indian Roads Congress (IRC) and Bureau of Indian Standards (BIS). For<br />

aspects not covered by IRC and BIS, international standards practices may be<br />

adopted. The Consultants, upon award of the Contract, may finalise this in<br />

consultation with NHIDCL and reflect the same in the inception report.<br />

2. All notations, abbreviations and symbols used in the reports, documents and<br />

drawings shall be as per IRC: 71.<br />

4.6 Quality Assurance Plan (QAP)<br />

1. The Consultants should have detailed Quality Assurance Plan (QAP) for all<br />

field studies including topographic surveys, traffic surveys, engineering<br />

surveys and investigations, design and documentation activities. The quality<br />

assurance plans/procedures for different field studies, engineering surveys and<br />

investigation, design and documentation activities should be presented as<br />

separate sections like engineering surveys and investigations, traffic surveys,<br />

material geo-technical and sub-soil investigations, road and pavement<br />

investigations, investigation and design of bridges & structures, environment<br />

and R&R assessment, economic & financial analysis, drawings and<br />

documentation, preparation, checking, approval and filing of calculations,<br />

identification and tractability of project documents etc. Further, additional<br />

information as per format shall be furnished regarding the details of personal<br />

who shall be responsible for carrying out/preparing and checking/verifying<br />

various activities forming part of feasibility study and project preparation, since<br />

inception to the completion of work. The detailed Draft QAP Document must<br />

be discussed and finalised with the concerned NHIDCL officers immediately<br />

upon the award of the Contract and submitted as part of the inception report.<br />

2. It is imperative that the QAP is approved by NHIDCL before the Consultants<br />

start the field work.<br />

4.7 Review of Data and Documents<br />

1. The Consultants shall collect the available data and information relevant for the<br />

Study. The data and documents of major interest shall include, but not be<br />

limited to, the following:<br />

i. climate;<br />

ii. road inventory;<br />

iii road condition, year of original construction, year and type of major<br />

maintenance/rehabilitation works;<br />

iv. condition of bridges and cross-drainage structures;<br />

v. sub-surface and geo-technical data for existing bridges*;<br />

vi. hydrological data, drawings and details of existing bridges;<br />

vii existing geological maps, catchment area maps, contour plans etc. for<br />

the project area;<br />

viii condition of existing river bank / protection works, if any;<br />

ix. details of sanctioned / on-going works on the stretch sanctioned by<br />

MORTH/other agencies for Tie-in purposes;<br />

x. survey and evaluation of locally available construction materials;
