from concerned local authorities in the DPR. Consultant will also be required to prepare all<br />

Land Acquisition papers (i.e. all necessary schedule and draft 3a, 3A, and 3D, 3G notification<br />

as per L.A. act) for acquisition of land either under NH Act or State Act(as applicable).<br />

3.7 Preparation of the Bid Documents, based on the feasibility report, due to exigency of<br />

the project for execution if desired by NHIDCL.<br />

3.8 Consultant shall obtain all types of necessary clearances required for implementation<br />

of the project on the ground from the concerned agencies. The client shall provide the<br />

necessary supporting letters and any official fees as per the demand note issued by<br />

such concerned agencies from whom the clearances are being sought to enable<br />

implementation.<br />

3.9 The Consultant shall prepare documents for the chosen mode of implementation on<br />

EPC after studying various options like BOT, Annuity and EPC.<br />

3.10 The Consultant shall prepare the bid documents including required schedules as per<br />

EPC mode. For that, it is suggested that Consultant should also go through the EPC<br />

documents of ministry before bidding the project. The Consultant shall assist the<br />

NHIDCL and its Financial Consultant and the Legal Adviser by furnishing<br />

clarifications as required for the financial appraisal and legal scrutiny of the project<br />

highway and bid documents.<br />

3.11 The Consultant shall be guided in its assignment by the Model Agreement for<br />

Engineering, Procurement and Constructions (EPC) and the Manual of Specifications<br />

and Standards for two lane of highways through Engineering, Procurement and<br />

Constructions (EPC) published by IRC (IRC: SP: 73) and IRC: SP: 84(the “Manuals”)<br />

along with relevant IRC codes for design of long bridges.<br />

4. General<br />

4.1 Primary Tasks<br />

General Scope of Services shall cover but be not limited to the following major tasks<br />

(additional requirements for Preparation of Detailed Project Report for Hill Roads and<br />

Major Bridges are given in Supplement I and II respectively):<br />

i. Review of all available reports and published information about the project road and the<br />

project influence area;<br />

ii. Environmental and social impact assessment, including such as related to cultural<br />

properties, natural habitats, involuntary resettlement etc.<br />

ii (a). public consultation, including consultation with Communities located along<br />

the road, NGOs working in the area, other stake-holders and relevant Govt.<br />

department at different stages of assignment (such as inception stage,<br />

feasibility stage, preliminary design stage and final design stage).<br />

iii. detailed reconnaissance;<br />

iv. identification of possible improvements in the existing alignment and bypassing<br />

congested locations with alternatives, evaluation of different alternatives comparison on<br />

techno-economic and other considerations and recommendations regarding most<br />

appropriate option;<br />

v. traffic studies including traffic surveys and Axle load survey and demand forecasting<br />

for next thirty years;<br />

vi. inventory and condition surveys for road;<br />

vii. inventory and condition surveys for bridges, cross-drainage structures, other
