implementation. Consultant should also ensure to include additional points for hill<br />

roads (wherever required) also supplementary points for Safety Audit and Signs.<br />

Consultant should also provide technology options with respective costs in their<br />

report.<br />

2.5 The Consultant should, along with Feasibility Report, clearly bring out through<br />

financial analysis the preferred mode of implementation on which the Civil Works<br />

for the stretches are to be taken up. The Consultant should also give cost estimates<br />

and tender documents along with Feasibility Report/ Detailed Project Report.<br />

2.6 If at feasibility stage, employer desires to terminate the contract, the contract will be<br />

terminated after payment upto that stage.<br />

3. Scope of Services<br />

3.1 As far as possible, the widening/improvement work to four lane/2 lanes with paved<br />

shoulders shall be within the existing right of way avoiding land acquisition, except for<br />

locations having inadequate width and where provisions of short bypasses, service<br />

roads, alignment corrections, improvement of intersections are considered necessary<br />

and practicable and cost effective. However bypass proposals should also be<br />

considered, wherever in urban areas, improvement to four lane/2 lane of the existing<br />

road is not possible. The Consultant shall furnish land acquisition details as per<br />

revenue records/maps for further processing of land acquisition. Consultant shall also<br />

submit 3a, 3A and 3D draft notification for acquisition of land. Scope of services<br />

includes all activities up to completion of the Land Acquisition process till 3G<br />

Notification as per LA Act of acquisition of land either under NH Act or State Act, as<br />

applicable.<br />

3.2 The Consultant shall study the possible locations and design of toll plaza. Wayside<br />

amenities required on tolled highway shall also be planned. The local and slow traffic<br />

may need segregation from the main traffic and provision of service roads and fencing<br />

may be considered, wherever necessary to improve efficiency and safety.<br />

3.3 The general scope of services is given in the sections that follow. However, the entire<br />

scope of services would, inter-alia, include the items mentioned in the Letter of<br />

Invitation and the TOR. The Consultant will also make suitable proposals for<br />

widening/improvement of the existing road to four lane/2 lane with/without paved<br />

shoulder etc. and strengthening of the carriageways, as required at the appropriate<br />

time to maintain the level of service over the design period. The Consultants shall<br />

prepare documents for EPC contracts for each DPR assignment.<br />

3.4 All ready to implement ‘good for tender drawings and designs’ shall be prepared.<br />

3.5 Environmental Impact Assessment, Environmental Management Plan and<br />

Rehabilitation and Resettlement Studies shall be carried out by the Consultant meeting<br />

the requirements of the lending agencies like ADB/ World Bank/JICA, etc.<br />

3.6 a. As regards Railway ROB/RUB, the Consultant will liaise with concerned authorities,<br />

wherever required and arrange all clarifications. Approval of all drawings including GAD and<br />

detailed engineering drawings will be obtained from the Railways by the Consultant. However,<br />

if Railways require proof checking of the drawings prepared by the Consultants, the same will<br />

be got done by NHIDCL and payment to the proof Consultant shall be made by NHIDCL<br />

directly.<br />

b. Consultant will also obtain ‘NO Objection Certificate’ from Ministry of Environment<br />

and Forest and also facilitate to obtain the estimates for shifting of utilities of all types involved
