TERMS OF REFERENCE (TOR)<br />

1. Consultancy Services for carrying out Feasibility Study, Preparation of<br />

Detailed Project Report and providing pre-construction services in respect of<br />

(i) 4 Laning of Imphal-Moirang Road on NH-150 and (ii) 2 laning with<br />

paved shoulder of Ukhrul-Jessami road on NH-202 on Engineering,<br />

Procurement and Construction mode in the state of Manipur.<br />

2. General<br />

2.1. The National Highways & Infrastructure Development Corporation Ltd. (NHIDCL)<br />

has been entrusted for Consultancy Services for carrying out Feasibility Study,<br />

Preparation of Detailed Project Report and providing pre-construction services in<br />

respect of (i) 4 Laning of Imphal-Moirang Road on NH-150 and (ii) 2 laning with<br />

paved shoulder of Ukhrul-Jessami road on NH-202 on Engineering, Procurement and<br />

Construction mode in the state of Manipur, detailed in Annexure – I for proper<br />

structuring and implementation of projects on EPC mode until declaration of<br />

Appointed Date of projects.<br />

2.2. NHIDCL will be the employer and executing agency for the Consultancy Services<br />

sought and the standard of output required from the appointed Consultants are<br />

expected to be of international level both in terms of quality and adherence to the<br />

agreed time schedules.<br />

3. Objective<br />

2.1 The main objective of the consultancy service is to establish the technical, economical<br />

and financial viability of the project and prepare detailed project reports for<br />

rehabilitation/upgrading/construction of the existing/missing road to four lane/2<br />

lanes NH with paved shoulder configuration. So the selected Consultant would also<br />

have to interact with other agencies of State & Central government.<br />

2.2 The viability of the project shall be established taking into account the requirements<br />

with regard to rehabilitation, upgrading and improvement based on highway design,<br />

pavement design, provision of service roads wherever necessary, types of intersections,<br />

rehabilitation and widening of existing and/or construction of new bridges and<br />

structures, road safety features, quantities of various items of works and cost estimates<br />

and economic analysis.<br />

2.3 The Detailed Project Report would, inter-alia, include detailed highway design, design<br />

of pavement and overlay with options for flexible or rigid pavements, design of<br />

bridges and cross drainage structures and grade separated structures, design of service<br />

roads, quantities of various items, detailed working drawings, detailed cost estimates,<br />

economic and financial viability analyses, environmental and social feasibility, social<br />

and environmental action plans as appropriate and documents required for tendering<br />

the project on commercial basis for international / local competitive bidding.<br />

2.4 The Consultant should ensure detailed project preparation incorporating aspects of<br />

value engineering, quality audit and safety audit requirement in design and
