<strong>Bishop</strong>’s Coat of Arms and Motto<br />

A <strong>Bishop</strong>’s Coat of Arms traditionally consists of two halves: the left is the crest of the Diocese; the right of the <strong>Bishop</strong><br />

himself. <strong>Bishop</strong> Vincent’s own Coat of Arms and Motto, adopted on his appointment as Auxiliary <strong>Bishop</strong> of Melbourne,<br />

are of a personal character. The personal Arms of the <strong>Bishop</strong> are joined with the Arms of the Diocese of Parramatta in a<br />

heraldic practice called impalement, which illustrates the connection between the man and the office. The <strong>Bishop</strong>'s Coat of<br />

Arms in heraldic terms: Azure, on a bar wavy Or three barrulets wavy Gules between three bezants Or thereon in dexter<br />

chief, the emblem of the Order of the Friars Minor Conventuals proper, in sinister chief, the stars of the Southern Cross<br />

azure and, in base, an anchor Gules.<br />

The Arms of the Diocese of Parramatta were<br />

adopted by <strong>Bishop</strong> Bede Heather on the<br />

erection of the Diocese and his appointment as<br />

its first <strong>Bishop</strong> in 1986. The design represents<br />

the mountains and rivers of the Diocese with<br />

the crowned Chi Rho christogram representing<br />

Christ.<br />

The blue represents Australia which embraces<br />

Vietnamese refugees with generosity.<br />

The Franciscan Coat of Arms represents<br />

the Order of Friars Minor Conventuals<br />

whose spirituality is oriented towards total<br />

conformity to the poor, the suffering and the<br />

crucified Christ.<br />

The Southern Cross represents Australia.<br />

The gold and red wavy band - referencing<br />

the Flag of South Vietnam - symbolises the<br />

struggles and hardships endured for the sake<br />

of our freedom and faith and the gold plates<br />

represent the Trinity surrounding us in<br />

our struggles and hardships. The red waves<br />

surrounded by the blue background also<br />

symbolise the painful journey to freedom by<br />

boat on the part of many former Vietnamese<br />

refugees. In spiritual realm, they signify the<br />

exodus that each Christian is called to make.<br />

Red anchor (anchor Gules) symbolises Christ<br />

our refuge in times of trial and our faith<br />

journey into the deep.<br />

The <strong>Bishop</strong>’s personal Arms were designed by Rev Guy Selvester and Richard d’Apice and illustrated by Sandy Turnbull in 2011.<br />

The Arms of the Diocese of Parramatta were designed by the late Michael McCarthy. They have been re-rendered by Sandy Turnbull.<br />

Introduction<br />

We gather this evening to welcome <strong>Bishop</strong> Vincent Long Van<br />

Nguyen OFM Conv as the fourth <strong>Bishop</strong> of Parramatta. The<br />

clergy, religious and people of the Diocese welcome to this<br />

celebration the family and friends of <strong>Bishop</strong> Vincent, leaders<br />

and representatives of other churches and faiths, civic and<br />

government representatives and our other distinguished<br />

guests. Thank you for joining us on this historic occasion. We<br />

are also joined tonight by many of the <strong>Bishop</strong>s of Australia<br />

and a number of visiting clergy and religious.<br />

The ceremonies that constitute the Reception and <strong>Installation</strong><br />

of a <strong>Bishop</strong> into his Diocese mark the beginning of a new<br />

chapter in both the life of the bishop and the diocese that he<br />

has been appointed to serve by the Holy Father.<br />

Tonight’s celebration is divided into three parts. The first part<br />

is <strong>Bishop</strong> Vincent’s formal Reception in his Cathedral Church.<br />

The new bishop will be brought from St Patrick’s Cathedral<br />

Presbytery to the main doors of the Cathedral where he will<br />

be met by His Grace Most Reverend Anthony Fisher OP,<br />

Archbishop of Sydney and Metropolitan of the Province.<br />

In the forecourt of the Cathedral, <strong>Bishop</strong> Vincent will be<br />

welcomed by members of the local Aboriginal community.<br />

Upon reaching the narthex of the Cathedral, Archbishop<br />

Fisher will present the new <strong>Bishop</strong> to the Administrator of<br />

the Diocese and the College of Consultors. The Dean will<br />

present <strong>Bishop</strong> Vincent with a crucifix that he will venerate,<br />

and then Holy Water with which the new <strong>Bishop</strong> will bless<br />

those who have greeted him, the Dean and the College of<br />

Consultors of the Diocese of Parramatta. <strong>Bishop</strong> Vincent<br />

will then proceed to the Blessed Sacrament Chapel where he<br />

will pray before the Blessed Sacrament and then retire to the<br />

Sacristy where he will vest for Mass.<br />

The second part of the ceremony is the installation of the<br />

bishop into the Cathedra (the <strong>Bishop</strong>’s Chair) which will take<br />

place after the reading of the apostolic mandate. This will be<br />

followed by the Recognitio (the formal recognition of the<br />

new bishop) by the clergy and laity.<br />

The third part of the ceremony is the continuation of the<br />

celebration of the Mass.<br />

SOLEMN LITURGICAL RECEPTION<br />

As <strong>Bishop</strong> Vincent is led to the entry door gates of the Cathedral, the Cathedral bell ‘Patrick’ will be tolled. The <strong>Bishop</strong> is greeted<br />

first by members of the local Aboriginal community elders and representatives.<br />

<strong>Bishop</strong> Vincent is solemnly received by the Metropolitan Archbishop, Most Rev Anthony Fisher OP, the Administrator of the<br />

Diocese of Parramatta, Very Rev Peter G. Williams, and the College of Consultors.<br />

The Dean of the Cathedral, Very Rev Robert Bossini, presents him with the crucifix to kiss, and holy water to bless himself and<br />

those around him. <strong>Bishop</strong> Vincent is then led to the tabernacle in the Cathedral Chapel to pray for a short time before the Blessed<br />

Sacrament.<br />

As the <strong>Bishop</strong> is led to the Blessed Sacrament for Prayer, the schola sings the following antiphon.<br />

Archbishop Fisher will then welcome all present to the <strong>Installation</strong> and request from the Papal Nuncio whether there is a mandate<br />

from the Holy See. The Papal Nuncio confirms that such a letter has been received and the Archbishop will ask that it be read.<br />

The Papal Nuncio will read the Papal Bull, first in Latin and then in English. The Chancellor, Monsignor Ron McFarlane, will<br />

show it to the College of Consultors.<br />

Archbishop Fisher will then lead and place the new <strong>Bishop</strong> in the Cathedra. <strong>Bishop</strong> Vincent is then presented with the Cathedral<br />

Crozier.<br />

The new <strong>Bishop</strong> will then receive formal recognition from a family in the Diocese, two pilgrims who will participate in World<br />

Youth Day 2016, two members of Religious communities from the Diocese, and two priests of the Diocese.<br />

During the Recognition the Cathedral Choir will sing ‘Ego sum pastor bonus’ by G. B. Matucci.<br />

Vincent Long Van Nguyen OFM Conv<br />

<strong>Bishop</strong> Vincent Long was born in 1961 in Dong Nai in<br />

Vietnam. Since the fall of Saigon in 1975, his family has been<br />

dispersed: his mother, a brother and a sister are in Melbourne,<br />

three brothers are in Holland, a sister remains in Vietnam and<br />

<strong>Bishop</strong> Vincent is now in Parramatta.<br />

In 1984, he became a professed Conventual Franciscan friar<br />

and studied for the priesthood in Melbourne.<br />

After his priestly ordination in 1989, he was sent to Rome for<br />

further studies and was awarded a licentiate in Christology<br />

and Spirituality from the Pontifical Faculty of St Bonaventure.<br />

He served as an assistant and then parish priest for seven years<br />

in Kellyville within the Diocese of Parramatta and for seven<br />

years in Springvale in Victoria before being elected Superior<br />

of the Order of Friars Minor Conventuals in Australia in 2005.<br />

He served as Assistant General in Rome from 2008 until 2011,<br />

responsible for the Asia-Oceania section of his Order.<br />

In 2011, he was appointed Auxiliary <strong>Bishop</strong> of Melbourne in<br />

which role he served for nearly five years.<br />

During that period, he was Episcopal Vicar for Justice and<br />

Peace and for Social Services, and was Chair of the Catholic<br />

Education Commission (Victoria). Nationally, he serves as<br />

the <strong>Bishop</strong>s Delegate for Migrants and Refugees, Chair of the<br />

Australian Catholic Social Justice Council and member of the<br />

Permanent Committee.<br />

On 5 May 2016, he was appointed the fourth <strong>Bishop</strong> of<br />

Parramatta in succession to <strong>Bishop</strong> Anthony Fisher OP<br />

following his appointment as Archbishop of Sydney in 2014.<br />

Diocese of Parramatta<br />

BRIEF HISTORY OF THE DIOCESE OF PARRAMATTA<br />

The Diocese of Parramatta takes in seven local government divisions:<br />

Baulkham Hills Shire, Blacktown City, the City of the Blue Mountains,<br />

Hawkesbury Shire, the Municipality of Holroyd, Parramatta City<br />

and Penrith City and parts of Wollondilly and Liverpool. This area<br />

encompasses the lands of the Darug people.<br />

Although the Diocese was established in 1986, there was already a<br />

vibrant Catholic life in the area stretching back to the beginning<br />

of European settlement. It was at Old Government House in<br />

Parramatta Park that the 1803 Proclamation requiring all Catholics<br />

to register for the first official Masses in the colony was read. Rev<br />

James Dixon celebrated the second and third official Masses in<br />

Australia in Parramatta and the Hawkesbury respectively in May<br />

1803.<br />

Rev Therry and Rev Power ministered in the region in the 1820s.<br />

An inquest recorded the latter’s death in 1830 as a “visitation of<br />

God”. Windsor and Penrith had Catholic communities in the<br />

1830s, Blackheath was attended from Hartley in 1842, and the<br />

foundation stone for Richmond was laid in 1859.<br />

The first religious profession in Australia took place in St<br />

Patrick’s, Parramatta in 1835 when Sr Xavier took her first<br />

vows in the Sisters of Charity. Now members of more than<br />

50 Religious Congregations live and work in the Diocese.<br />

Mt Victoria<br />

On 19 May 1986, the new Diocese of Parramatta was created with <strong>Bishop</strong> Bede Heather as the first bishop. He was succeeded<br />

in 1997 by <strong>Bishop</strong> Kevin Manning who had previously been <strong>Bishop</strong> of Armidale. <strong>Bishop</strong> Anthony Fisher OP was appointed the<br />

third <strong>Bishop</strong> of Parramatta in 2010. He was previously Auxiliary <strong>Bishop</strong> of Sydney.<br />

In the years following WWII, many people arrived in the Diocese from war-torn Europe and, since then, many others have<br />

come from places of conflict, persecution and economic hardship. Their strong Catholic faith and family values have enriched<br />

the Diocese and made it a truly multicultural faith community.<br />

St Patrick’s Cathedral was destroyed by fire on 19 February 1996.<br />

The rebuilt Cathedral opened with a Mass of Dedication on 29 November 2003.<br />
