or on purpose, we are exceedingly<br />

let you know it. First let me<br />

tell you a little bit about who<br />

we are. <strong>Sabine</strong> <strong>County</strong> is one<br />

of the original 23 counties in<br />

Texas and may be one of the<br />

only ones with our original<br />

boundries. One of which was<br />

the <strong>Sabine</strong> River to our East.<br />

That’s the river that became<br />

the great Toledo Bend Reservoir, voted the #1 fishing lake<br />

in the U.S.<br />

The <strong>Sabine</strong> River was historically signifigant as the major<br />

crossing from Louisiana on El Camino Real. This area<br />

is described by Stephen F. Austin, the father of Texas, as<br />

he saw it for the first time. After crossing the <strong>Sabine</strong> he<br />

camped on Boregas Creek, just West of Milam. The diary<br />

is available online if you are interested. The county<br />

has no less than 100 Historical markers including , The<br />

Gaines-Oliphint House just West of the Pendleton Bridge<br />

and further West is McMahan Chapel, founded in 1837,<br />

the oldest Protestant Church in the State.<br />

Hemphill is the county seat of <strong>Sabine</strong> <strong>County</strong> and the<br />

Historic Courthouse and Square are located at the conjunction<br />

of Hwys 83, 87, and 184. The square is also home<br />

to The Jailhouse Museum and Virgie Speights Memorial<br />

library. Inside the 1903 brick structure is a rare inside<br />

hanging facility and is not to be missed.<br />

Pineland is the other incorporated town in <strong>Sabine</strong> <strong>County</strong><br />

and is important as it’s name implies as a center for the<br />

creation of forest products and has a long lumber history<br />

of it’s own.<br />

On February 1, 2003, the Space Shuttle Columbia came<br />

to Earth mostly in <strong>Sabine</strong> <strong>County</strong>, so NASA helped us develope<br />

a wonderful museum to tell the story of the Shuttles<br />

history and of those that lost their lives in the indeavor.<br />

So if it’s only a few hours, days or longer, we are delighted<br />

to have you here and look forward to having the<br />

opportunity to share our favorite place with you.<br />

<strong>Sabine</strong><br />

<strong>County</strong><br />

<strong>Sabine</strong> <strong>County</strong> was established in 1836, and it is one of the original 23 counties in the State of Texas. The county is named for<br />

the <strong>Sabine</strong> River which forms the eastern border of the county, Sabina means “cypress” in Spanish. According to 2010 census data,<br />

the population of <strong>Sabine</strong> county was 10,834. The county encompasses 577 square miles, of which 491 square miles is land and 85<br />

square miles is water.<br />

<strong>Sabine</strong> <strong>County</strong> in Texas and <strong>Sabine</strong> Parish in Louisiana are two of twenty-two counties or parishes in the United States with the<br />

same name and border each other across state lines.<br />

The county seat is Hemphill and the next largest city is Pineland. The population density for <strong>Sabine</strong> <strong>County</strong> is 21 people per<br />

square mile. Comparatively, the average density in Texas is 96.3 persons per square mile.<br />

A key industry for <strong>Sabine</strong> <strong>County</strong> is tourism, primarily due to the county’s proximity to two major water reservoirs, the Toledo<br />

Bend and the Sam Rayburn Reservoirs. The timber industry is also a main industry in <strong>Sabine</strong> <strong>County</strong>.<br />

<strong>Sabine</strong> <strong>County</strong> infrastructure continues to grow with the opening of several independent businesses. The county has also seen<br />

growth in the medical sector with the addition of multiple physician clinics.<br />

The <strong>Sabine</strong> <strong>County</strong> Hospital District was created in 1975 to furnish a hospital and medical care to residents of the district. The<br />

hospital is located in the Grover C. Winslow, M. D. Medical Facility, 2301 Worth Street in Hemphill. The phone number is (409)<br />

787-3300.<br />

This county is home to three independent school districts: Hemphill ISD, Brookeland ISD, and West <strong>Sabine</strong> ISD.<br />

<strong>Sabine</strong> <strong>County</strong> has one airport. The Pineland Municipal Airport is owned by the City of Pineland. For information about the Pineland<br />

Airport, contact the City of Pineland at (409) 584-2390.<br />

The average temperature in <strong>Sabine</strong> <strong>County</strong> is about 65 degrees, near the average temperature of the state at 66 degrees, but slightly<br />

higher than the average US temperature of 54 degrees. <strong>Sabine</strong> <strong>County</strong>’s average annual precipitation is 54.68 inches, considerably<br />

wetter than the state’s average precipitation of 35 inches, and the national average of 38.67 inches.<br />

<strong>Sabine</strong> <strong>County</strong> is located in the first congressional district, and the third senatorial district. Representatives include: Texas U.S.<br />

Representative Congressman Louie Gohmert; Texas State Senate District 3 – Senator Robert Nichols; Texas State House District<br />

9 – Representative Chris Paddie; and Texas State Board of Education District 7 – David Bradley.<br />

Christmas Parade, Lighting of the<br />

Courthouse – The Hemphill lighted<br />

Christmas Parade and Lighting of the<br />

<strong>Sabine</strong> <strong>County</strong> Courthouse is held annually<br />

on the first Saturday in December.<br />

Sponsored by the Hemphill Lions<br />

Club, the community and surrounding<br />

areas are invited to participate in the<br />

parade. The parade features marching<br />

bands, decorated floats and prizes are<br />

awarded for the best parade floats. Following<br />

the parade children can meet<br />

with Santa and Mrs. Claus.<br />

Amateur Talent Show – Held in<br />

March, the Lion’s Club sponsors this<br />

fun event for everyone in the community<br />

and all of East Texans to come out<br />

and enjoy local talent. There are performances<br />

from dancers, singers and<br />

musicians.<br />

Scare on the Square – Young and old<br />

are invited to costume up and come<br />

out to the Hemphill square. The event<br />

is held annually on the Saturday before<br />

Halloween. Local organizations set up<br />

booth spaces for giving out candy and<br />

games to play. The event is sponsored<br />

by local merchants and individuals in<br />

the community.<br />

Sale on the Trail - If you haven’t been<br />

then you’re missing a great event. Sale<br />

Things-To-Do<br />

on the Trail is a mega big mega long<br />

garage sale. Held each year on the first<br />

weekend in May, the sale stretches from<br />

Natchitoches, Louisiana to Crockett.<br />

This 200-mile long trail is held on the<br />

oldest roadways on the North American<br />

continent, the El Camino Real,<br />

starting on Hwy. 6 in Natchitoches and<br />

going to Hwy. 21 through Milam and<br />

then on into Crockett. Landowners<br />

and businesses hold yard sales, garage<br />

sales, flea markets, sidewalk sales and<br />

more all along this famous trail providing<br />

a unique shopping weekend.<br />

Milam Settlers Day – Held the Friday<br />

and Saturday prior to Thanksgiving in<br />

Milam, the event focuses on the historical<br />

significance of the Milam area in<br />

the time before the Republic of Texas,<br />

1840 to 1850. Event features include<br />

period dressing, craft and food<br />

vendors, demonstrations of early East<br />

Texas life in the area, storytelling, and<br />

reenactments by the Bevils Rangers.<br />

Great East Texas Outdoors Festival –<br />

This highly enjoyable festival is held<br />

the first weekend in March. The event<br />

brings recognition to learning all about<br />

the great outdoors in beautiful East<br />

Texas. Participants will learn about<br />

hunting, fishing, kayaking and more.<br />

A variety of vendors set up at the festival<br />

and there are giveaways, games<br />

and outdoor skills demonstrations, and<br />

food and craft vendors. The Forest<br />

Service also participates.<br />

Western Day Rodeo and Carnival –<br />

The Western Day Rodeo and carnival<br />

is held in conjunction with the <strong>Sabine</strong><br />

<strong>County</strong> Livestock Show in April. The<br />

event features a fair on the historic<br />

Hemphill square, a parade, and carnival<br />

rides at the <strong>Sabine</strong> <strong>County</strong> Youth<br />

Arena and a rodeo.<br />

City of Pineland Park– <strong>Sabine</strong> <strong>County</strong>’s<br />

early history in the logging industry<br />

can be seen in Pineland at the<br />

Pineland City Park. This beautiful<br />

woodland park features a railroad depot,<br />

an old logging locomotive, and<br />

sawmill homes from the early 1900s.<br />

The park also has several modern amenities<br />

that softball and baseball fields,<br />

basketball court, tennis courts, and an<br />

outdoor amphitheater.<br />

Gaines-Oliphint House – This is the<br />

oldest standing log home in Texas. The<br />

house is one of the earliest pre-republic,<br />

Anglo-American structures in Texas.<br />

It was built about 1818 and is listed<br />

on the National Register of Historic<br />

Places. A Gaines- Oliphint Pioneer<br />

Day event is held on the third Saturday<br />

in April. The home is located in Pendleton<br />

Harbor Subdivision off Hwy. 21,<br />

east of Milam, turn right at the guardhouse,<br />

Toledo Bend Lake<br />

The legendary quote “everything is bigger in Texas” has often been<br />

stated for a number of reasons; big hats, big hair, and big homes, just<br />

to name a few. But now this “state credential” has become much more<br />

fascinating. Why? Because the subject is largely at home in <strong>Sabine</strong><br />

<strong>County</strong>.<br />

The Toledo Bend Lake, a 185,000 surface acre impoundment, made<br />

lake history in early 2015 by becoming the #1 top bass fishery in the<br />

United States, according to Bassmaster’s magazine. But just because<br />

this is the first time Toledo Bend Lake has garnered the top spot, according<br />

to Bassmaster’s, it has never ranked below #15. Previous rankings<br />

by the magazine were #15 in 2014, #10 in 2013, and #15 in 2012.<br />

However big and abundant bass are not the only reason that Toledo<br />

Bend Lake is remarkable. The size of the lake is exceptional as well. It<br />

is the largest man-made body of water in (or partly in) Texas, it’s the<br />

largest in the South, and fifth largest in surface acres in the U.S.<br />

Toledo Bend Lake is a reservoir on the <strong>Sabine</strong> River nestled between<br />

the state line of Texas and Louisiana. Its shoreline is approximately<br />

1,250 miles. The reservoir is 65 miles in length, ten miles in<br />

maximum width, and maximum 110 feet at maximum depth. Water<br />

volume is 4,447,000 acre feet. The lake borders land in <strong>Sabine</strong>, Shelby,<br />

Panola and Newton Counties in Texas, and <strong>Sabine</strong> and DeSoto Parishes<br />

in Louisiana.<br />

In 1963, land acquisitions began for the reservoir as a joint project<br />

between the Texas and Louisiana River Authorities. The Toledo<br />

Bend Dam spillway and power plant project launched in 1964 for the<br />

primary purpose of water supply, hydroelectric power generation, and<br />

recreation. The closure of the earthen embankment and impoundment<br />

of water began in 1966 and the power plant opened operation in early<br />

1969.<br />

The Reservoir is the only public water conservation and hydroelectric<br />

power plant that has been established without federal participation<br />

in its permanent financing.<br />

While the lake garners many accolades for its bass fishing, there are<br />

ample other fishing species for an angler’s enjoyment such as crappie,<br />

bream, white bass, stripers and catfish.<br />

The Toledo Bend Lake area is also a great place for additional outdoor<br />

activities including both public and private facilities for camping,<br />

boating, swimming, picnicking, hiking and sightseeing.<br />

Sam Rayburn Lake<br />

Sam Rayburn Lake is a reservoir that borders <strong>Sabine</strong> <strong>County</strong> and is<br />

fed by the Angelina River, the major tributary of the Neches River.<br />

Although originally known as McGee Bend Dam and Reservoir, the<br />

88th Congress in September 1963 adopted a special resolution changing<br />

the reservoir’s name to Sam Rayburn Dam and Reservoir. The resolution<br />

was made in honor of then recently deceased House Speaker<br />

Sam Rayburn, a long-time proponent of soil and water conservation.<br />

Dedication ceremonies were held May 8, 1965. Today the reservoir is<br />

operated by the United States Army Corps of Engineers.<br />

Construction of the reservoir began September 7, 1956 and opened<br />

operations on March 29, 1965. The purposes of the reservoir were<br />

to provide flood control, hydroelectric power generation and water<br />

conservation. Construction costs, including recreation facilities, were<br />

approximately $66 million.<br />

Sam Rayburn is approximately 79 miles long and is the largest reservoir<br />

situated completely in Texas. The lake stretches over 600 miles<br />

of shoreline, and its surface area is 114,500 acres. Water volume of the<br />

lake is 3,997,600 acre feet and surface elevation is 164 feet.<br />

“Big Sam,” as it is affectionately known by local residents and frequent<br />

visitors, is a popular recreational lake that gets considerable attention<br />

due to its close proximity to larger metropolitan areas such as<br />

Beaumont and Houston, Texas.<br />

In addition to sharing <strong>Sabine</strong> <strong>County</strong> with Toledo Bend Lake, Big<br />

Sam also shares in some very notable fishing achievements. A survey<br />

of the top 100 best bass fishing lakes in the United States by Bassmaster’s<br />

magazine, this big lunker lake earned a top spot, securing fifth<br />

place in the survey. In previous survey years the lake garnered second<br />

place in 2013, 26th in 2014, and 19th in 2012.<br />

This “fish on” lake is home to over 300 fishing tournaments per<br />

year. Numerous tournament trail anglers “cut their teeth” on Rayburn.<br />

Yet bass are not the only fish species that are abundant in the reservoir.<br />

Other species that are excellent year-round include crappie, catfish,<br />

hybrid striped bass, bluegill and redear bream.<br />

The beautiful impoundment is also a popular destination for boating,<br />

waterskiing, and swimming. Other enjoyable outdoor activities<br />

on and near the lake, include birdwatching, nature hiking and driving<br />

the scenic roads around the lake.<br />

Parks/Recreation<br />

<strong>Sabine</strong> National Forest<br />

Located in the piney woods of east Texas, the 160,656-acre <strong>Sabine</strong> National Forest<br />

is the easternmost of the four national forests in Texas and forms part of the<br />

boundary between Texas and Louisiana. The forest is situated on the western slopes<br />

of the <strong>Sabine</strong> River watershed within <strong>Sabine</strong>, San Augustine, Shelby, Jasper, and<br />

Newton counties. Of that total acreage, the largest majority, 95,410 acres, is situated<br />

in <strong>Sabine</strong> <strong>County</strong>.<br />

The eastern part of the <strong>Sabine</strong> National Forest outlines the Toledo Bend Reservoir.<br />

Recreation developments adjacent to Toledo Bend Reservoir are extensive.<br />

Private facilities range from fish camps, with marinas and primitive camping, to<br />

highly developed lodge and motel type facilities. Outdoor recreation opportunities<br />

in the <strong>Sabine</strong> National Forest include fishing, hunting, camping, hiking, horseback<br />

riding, and mountain biking. There are approximately 51 private facilities on the<br />

Texas side of Toledo Bend Reservoir.<br />

Trail Between the Lakes<br />

The Trail Between the Lakes is a 28-mile hiking trail extends from Lakeview<br />

Recreation Area on Toledo Bend Reservoir to Highway 96 near the easternmost<br />

part Sam Rayburn Reservoir. The trail is located entirely on U.S. Forest Service<br />

property. The trails woodland trails are open to bicycles and horseback riders.<br />

Most of the Trail Between the Lakes lies on gently rolling terrain that crosses small<br />

streams, most of which have no bridges. Hiking is at its best in the early spring and<br />

fall when the forest is filled with blossoms and colorful leaves.<br />

Indian Mounds Wilderness Area<br />

Located within the <strong>Sabine</strong> National Forest is the Indian Mounds Wilderness<br />

Area. The Texas Wilderness Act of 1984 designated 34,000 acres of National Forest<br />

Land as wilderness. Indian Mounds Wilderness totals 12,369 acres of the original<br />

designated acres. In this area, the southern pine beetle has been allowed to follow<br />

its natural course with certain limitations and thus, approximately 8,500 acres have<br />

been impacted over the last five years. The wilderness area has been managed to<br />

remain in a natural. Visitors to the area should be aware of the possibility of falling<br />

trees due to standing dead timber from the pine beetle infestations.<br />

Red Hills Lake<br />

Red Hills Lake is a short distance from the Toledo Bend Reservoir. This 19-<br />

acre recreational lake was completed by the Civilian Conservation Corps (CCC) in<br />

1940. The picturesque area offers camping, fishing, and swimming. Red Hills Lake<br />

is open in the spring.<br />

“Everything shook,” “the house was vibrating,” “two loud booms,”<br />

“things falling from the sky.” These were just a few of the expressions<br />

echoed throughout East Texas on that fateful day of February 1, 2003.<br />

The NASA Space Shuttle Columbia was in its final moments of completing<br />

the mission in space when it violently exploded upon reentering<br />

the earth’s atmosphere. At approximately 8:59 a.m. EST, over the skies<br />

of East Texas and the dense woods of <strong>Sabine</strong> <strong>County</strong>, Space Shuttle Columbia<br />

disintegrated on its landing descent to Kennedy Space Center. The<br />

Columbia crew were returning home having completed a microgravity<br />

research mission, STS 107.<br />

On board for the mission were astronauts Rick Husband, Mission Commander;<br />

William “Willie” McCool, Pilot; David Brown, Mission Specialist;<br />

Kalpana “KC” Chawla, Mission Specialist; Laurel Clark, Mission<br />

Specialist; Michael Anderson, Payload Specialist; and Ilan Ramon, Payload<br />

Specialist.<br />

The cause of the accident was later discovered to<br />

have been the result of a small piece of foam insulation<br />

which came off the main fuel tank seconds into the<br />

shuttle’s launch. NASA officials disregarded the incident<br />

because debris falls off at every launch, but they<br />

were unaware of the extent of the damage.<br />

On the return voyage, the shuttle must puncture back through the atmosphere<br />

at a speed of 17,200 mph. Such high speed against the thick layers<br />

Remembering Columbia<br />

of the atmosphere creates friction, and that friction causes heating to over<br />

3,000 degrees. The result of this intense heat created a hole in the craft’s<br />

fuselage then causing the shuttle to burst into tiny pieces.<br />

As federal agents began the complex process of mobilization in East Texas following the<br />

incident, the citizens of Hemphill and <strong>Sabine</strong> <strong>County</strong> took immediate action. Volunteers from<br />

all over the county poured into Hemphill to walk the woods in search of Columbia’s remains<br />

including the bodies of the crew. All seven crew members were recovered in <strong>Sabine</strong> <strong>County</strong>.<br />

The recovery effort remains the largest in the history of the United States. Over 25,000<br />

people helped in the effort. Volunteers provided at no charge three meals a day for 16 days to<br />

about 10,000 responders.<br />

And then there were nine. Two more heroes became casualties in the days to follow the Columbia<br />

disaster. A helicopter search crew encountered engine problems and crashed in <strong>Sabine</strong><br />

<strong>County</strong>. Of the five people that were on board the helicopter, pilot Jules “Buzz” Mier, Jr. and<br />

Texas Forest Service employee Charles Krenek, were killed in the crash.<br />

The Patricia Huffman Smith NASA Museum opened to the public February 1, 2011. The museum<br />

was made possible by the generous donations of many, especially that of Mr. Albert “Al” Smith, who<br />

donated the money for the construction of the building. The purpose of the museum is to pay tribute<br />

to Columbia’s 28 missions, especially that of STS 107, and to the searchers who lost their lives in the<br />

recovery efforts.<br />

A designated area with extensively detailed displays honoring the astronauts, as well as Mier and<br />

Krenek, are filled with items donated by the hero’s families. Joshua 1:6-9.<br />

Historical Look<br />

The Spanish explorer Hernando De Soto is generally accepted<br />

by historians as having brought an expedition to Texas<br />

around the time of 1541, and then French explorer Lois<br />

Juchereau de St. Denis, was recognized as having explored<br />

the area of East Texas about the time of 1704.<br />

Early documentation for the person or persons, as well as<br />

the reason for having named the area <strong>Sabine</strong> is not available.<br />

Historians have made attempts to locate information<br />

on the documentation, however it is believed that the information<br />

is lost. But collectively, historians believe that the<br />

<strong>Sabine</strong> River is the source for naming the area. The name<br />

<strong>Sabine</strong> is Sabina in Spanish which means “cypress.”<br />

<strong>Sabine</strong> <strong>County</strong> is one of the original counties of Texas<br />

established by the Constitution of the Republic of Texas in<br />

1836.<br />

Beginning in 1835, the provisional government of Texas<br />

passed an ordinance and decree that created the Municipality<br />

of <strong>Sabine</strong>.<br />

This ordinance, which is detailed in its description of the<br />

early area, dictates the original boundary lines of <strong>Sabine</strong><br />

Municipality. A partial description of the boundary reads:<br />

... “thence in a southwestern direction to the Big Prairie on<br />

the Ayish Bayou; thence down the said Ayish Bayou to the<br />

mouth of Bear Creek; thence in a south easterly direction to<br />

the head of Little Cow Bayou; thence down said Cow Bayou<br />

to its junction with <strong>Sabine</strong> River; thence up said river to the<br />

beginning; and known by the same name of THE SABINE<br />

DISTRICT, shall be and is hereby created and made a separate<br />

Municipality; by the name of SABINE, with all the<br />

privileges and immunities of other Municipalities of Texas.”<br />

Then in 1836, Section 6 of the Constitution of the Republic<br />

of Texas provided that certain “Precincts” would have<br />

representation in the Congress of the Republic. <strong>Sabine</strong> was<br />

one of these 23 precincts, later to become known as the<br />

“original 23 counties” in Texas.<br />

The <strong>Sabine</strong> <strong>County</strong> seat was originally located at Milam,<br />

then following a survey and two elections in 1858, the<br />

county seat was moved Hemphill. The town of Hemphill<br />

was named after the former Supreme Court Justice John<br />

Hemphill. In 1875 a fire destroyed the courthouse and in<br />

1906 a new courthouse was constructed. In 1909 fire destroyed<br />

the top floor of the building and additional remodeling<br />

was completed in 1938. Since that time, the courthouse<br />

has had additional structural updates.<br />

The <strong>Sabine</strong> <strong>County</strong> Courthouse was designated as a Texas<br />

Historic Landmark by the Texas Historical Commission in<br />

1981.<br />

History of the <strong>Sabine</strong> <strong>County</strong> Jail Museum<br />

The first all brick <strong>Sabine</strong> <strong>County</strong> Jail was completed in<br />

1904. The brick were handmade from the kiln of Henry W.<br />

Huffman. This was the county’s jail from 1904 until 1983<br />

when a new facility, the Blan Greer Criminal Justice Center<br />

opened.<br />

In 1986, the <strong>Sabine</strong> <strong>County</strong> Historical Commission received<br />

authority to restore the old jail and operate it as a<br />

county historical museum. The Jail Museum opened on<br />

November 11, 1987.<br />

The jail houses an indoor hanging facility, one of just<br />

a few still existing in the nation. There is only one confirmed<br />

hanging that took place in this original jail and a<br />

piece of the rope used in that hanging is on display in the<br />

Speights-Boswell-Vanderbilt Room of the museum. Entering<br />

the “Bull Run,” visitors can view the original trapdoor,<br />

once located below the jail’s hanging noose.<br />

In 1924 Texas dissolved the death penalty by hanging<br />

and modifications were made to the trapdoor installing rebar<br />

and sealing the opening with cement.<br />

Since the opening of the Jail Museum, descendants of<br />

<strong>Sabine</strong> county families and friends have donated family<br />

treasures and artifacts to the museum for visitors to view.<br />

Gaines-Oliphint House<br />

The Gaines-Oliphint House is one of<br />

the earliest Pre-Republic, Anglo Amercian<br />

structures in Texas. This house is<br />

the only surviving structure of the early<br />

settlement of Pendelton. It was located<br />

on James Gaines’s large plantation and<br />

ferry-tavern enterprise on the <strong>Sabine</strong><br />

River crossing of the El Camino Real.<br />

This road, first blazed through Texas by<br />

the Spanish in 1691, was used by many<br />

Anglo-American colonists entering the<br />

frontier from Louisiana.<br />

The two story, double-pen, hand hewed<br />

log structure was built in the early 1800s<br />

by James D. Taylor Gaines. It was identical<br />

to the Gaines Ferrying House he built<br />

for himself at the <strong>Sabine</strong> River crossing.<br />

This house was apparently built for his<br />

third wife’s parents, the Edmond Norris’,<br />

so that they might live in the vicinity<br />

when visiting. Later his cousin,<br />

Susan Jackson, lived with her family<br />

in the house. The Gaines Ferry site was<br />

inundated by the waters of the Toledo<br />

Bend Reservoir in the late 1960s. The<br />

Gaines-Oliphint House, an exceptionally<br />

fine example of early Texas architecture,<br />

is all that remains of this early Nineteenth<br />

century settlement.<br />

right or east on Harbor Blvd. for 0.1 mile,<br />

for 0.2 mile. The Gaines-Oliphint House<br />

will be on the right.<br />

McMahan’s Chapel<br />

The oldest Methodist church having a<br />

continuous existence in Texas. Organized<br />

as a “Religious Society”, September,<br />

1833, at the home of Colonel Samuel<br />

McMahan by the Rev. James P. Stevenson<br />

(1808-1885), as a Methodist church<br />

July, 1834, by the Rev. Henry Stephenson.<br />

First building was completed in<br />

1839 by the Rev. Littleton Fowler and<br />

had an army Post to protect settlers and<br />

travelers. The “Father of Texas”, Stephen<br />

F. Austin, spent his first night (July 16,<br />

1821) in Texas on this creek.<br />

Gaines Memorial Bridge<br />

Named by the Highway Departments<br />

of Louisiana and Texas in honor of two<br />

brothers: James Gaines, who owned and<br />

operated a ferry here, 1819 to 1844, and<br />

was a signer of the Texas Declaration<br />

of Independence, and General Pendleton<br />

Gaines, an officer of the U.S. Army,<br />

prominent in Louisiana history, and who<br />

was stationed near here in 1836 to observe<br />

the campaign in Texas.<br />

Location: Seven miles east of Milam on<br />

State Highway 21.<br />

El Lobanillo<br />

Pueblo of Gil Ybarbo (1729-1809),<br />

where his ill mother and other refugees<br />

remained when Spain evacuated colonists<br />

from western Louisiana and East<br />

Texas in 1773. Granted to Juan Ignacio<br />

Pifermo, and inherited in early 1800s by<br />

John Maximillian (1778?-1866), this is<br />

now Known as the oldest continuously<br />

occupied site in East Texas.<br />

The Causey House<br />

The Causey House was thought to have<br />

been built in the 1830s by Benjamin F.<br />

Bryant, who was from Georgia. This<br />

home was originally constructed on land<br />

between Palo Gaucho and Nichols Creek<br />

The Causey House<br />

about five miles south of Milam. Owners<br />

of the home were Bryant, Henry Nichols,<br />

A.C. Gomer, George Causey and Vic and<br />

Celeste Waller. The Waller’s then donated<br />

the home to Milam Settler’s Day<br />

Organization. The organization moved<br />

the Causey home to the old Milam town<br />

square where it has remained since the<br />

mid-1990s.<br />

The El Camino Real De Los Tejas<br />

The El Camino Real De Los Tejas is a<br />

National Historic Trail designated by the<br />

National Park Service.<br />

The trail spans from present day Mexico<br />

City to Nacogdoches, and then into Louisiana<br />

border at the <strong>Sabine</strong> River, and then<br />

ends at Natchitoches, Louisiana. The<br />

Trail is 2,500 miles in length and was<br />

marked by Spanish explorers and missionaries<br />

in the 1700s, and was used as a<br />

trading route for Native Americans. The<br />

route follows Hwy. 21 in <strong>Sabine</strong> <strong>County</strong><br />

through the town of Milam. Near the<br />

town of Milam is the Borregas Creek. It<br />

is noted in the journal of Stephen F. Austin<br />

that he spent his first night in what<br />

was to become Texas on the banks of<br />

Borregas Creek.<br />

Gaines Ferry<br />

Gaines Ferry crossed the <strong>Sabine</strong> River at<br />

what is now Hwy. 21 and the Pendleton<br />

Bridge. The ferry was originally in use<br />

about 1795 and known as the Chabanan<br />

Ferry. In 1819, the ferry was purchased<br />

by James Taylor Gaines and became<br />

known as the Gaines Ferry. Following<br />

the sale of the ferry by Gaines in 1843,<br />

the ferry became known as the Pendleton’s<br />

Ferry. The ferry was operational<br />

until 1937 when it was replaced by the<br />

Pendleton Bridge.<br />

SABINE COUNTY - A DIVERSE PLACE<br />

WITH PLENTY OF PROMISE<br />

Nestled between two national forests and two large reservoirs lies an unpolished jewel known<br />

as <strong>Sabine</strong> <strong>County</strong>, Texas. Our county has many natural resources and much beauty with tall pine<br />

trees, rolling hills, and bright, clean waterways.<br />

Forestry has been a way of life for our citizens, both in logging and processing of pine and hardwood<br />

trees. The county includes 95,410 acres of national forest comprising thirty-nine percent<br />

of its landmass. Many other thousands of acres are owned by timber companies or private tree<br />

farmers. Georgia Pacific, formerly known as Temple Industries, is one of our largest employers.<br />

Our fine county schools have benefited from the revenue of timber sales, and oil and gas leases,<br />

to create modern state-of-the-art campuses.<br />

In 1964, life stared to change in <strong>Sabine</strong> <strong>County</strong> when construction began on the largest manmade<br />

body of water in Texas. That project transformed the <strong>Sabine</strong> River into Toledo Bend Lake<br />

and, once completed, left <strong>Sabine</strong> <strong>County</strong> with a large portion of the 1,264 miles of lakeshore<br />

frontage. In 2015, Toledo Bend Lake was named by Bassmasters <strong>Magazine</strong> as the number one<br />

ranked bass fishing lake in the nation. From this publicity, we are expecting large numbers of<br />

fishermen from across the country who will be bringing their business to <strong>Sabine</strong> <strong>County</strong> in search<br />

of that elusive sought after ten-pound lunker.<br />

An active group, the “Great East Texas Outdoor Association,” has been formed to promote <strong>Sabine</strong><br />

<strong>County</strong>’s interaction with Toledo Bend Lake. Their goals include establishing a permanent<br />

tournament venue capable of handling large professional events and promoting outdoor recreation<br />

throughout the county.<br />

To the west, the Sam Rayburn Reservoir also touches our county. This water resource has been<br />

very attractive to people seeking a second home or retirement property. Tourism has been generated<br />

and continues to grow as an industry.<br />

<strong>Sabine</strong> <strong>County</strong>’s future growth expectations come from more than just the lakes, but also improvements<br />

in highway access along trucking routes such as Texas Highway 96, and in increased<br />

rail usage. As the Texas gulf coast benefits from the Panama Canal enlargement, we should see<br />

more commercial traffic and rail freight moving north and south though our county, mainly<br />

through Pineland and Bronson areas.<br />

Our county seat of Hemphill is poised for growth also. We hope we can take advantage of that<br />

increased traffic to entice industry and manufacturing with attached job opportunities. The county<br />

of <strong>Sabine</strong> recently installed a 196-foot Public Safety Communications Tower in Hemphill. The<br />

tower serves communication for law enforcement, emergency medical services, and volunteer<br />

fire departments. This new tower is self-supporting meaning it requires no guywires and it replaces<br />

the 35-year old guywire tower. The new antennas and coax cables achieve more coverage<br />

for radio communication. In addition, it allows for future growth for volunteer fire departments<br />

radio networks. The communications tower was made financially achievable in part via a grant a<br />

$100,000 from the Keeler Foundation, a part of the Temple Foundation.<br />

Our citizens are always our main asset and our communities are friendly and welcoming to<br />

all visitors. Even though our county is small with a full time population of 10,400, on any given<br />

weekend that number swells to 20,000 plus from visitors and second home owners. Our county<br />

seeks entrepreneurs with vision and desire. <strong>Sabine</strong> <strong>County</strong> will provide the scenery and surroundings<br />

and support for those efforts. Our future is bright.<br />

scenic Pineywoods of East Texas. Hemphill, founded in 1858, is the seat of<br />

<strong>Sabine</strong> <strong>County</strong>, a vast timber area. The City of Hemphill was incorporated<br />

Today, Hemphill is a commercial center for lumber and a major gateway<br />

to the immense Toledo Bend Reservoir; therefore, it is a mecca for fishing,<br />

hunting, and water related activities. The Bassmaster Elite Series designated<br />

Toledo Bend Reservoir on the Louisiana-Texas border as a renowned<br />

fishery, and B.A.S.S. announced that the lake has earned the top spot on<br />

Bassmaster’s 100 Best Bass Lakes list. A gallows, more than 80 years old,<br />

is still in place in the four-cell county jail museum, and our city is home to<br />

the Patricia Huffman Smith NASA Museum.<br />

The City of Hemphill has a population of 1198 and is a General Law<br />

Type A municipality, which elects a mayor and five alderman at-large; in<br />

enhance the quality of life, to improve city services, and to provide transparent and accountable governance. Hemphill<br />

is located close to the border between Texas and Louisiana; therefore, we are close to the larger cities of Nacogdoches,<br />

Lufkin, Center, Beaumont, and Shreveport, Louisiana. Hemphill is surrounded by the <strong>Sabine</strong> National Forest and Toledo<br />

Bend Reservoir.<br />

The City of Hemphill owns its municipal utilities which are electric, water, natural gas, and sewer, and, as such, the<br />

city obtains revenue from these utilities as well as from general sales and use tax; therefore, the City does not currently<br />

assess a property tax. The City provides assistance to the JR Huffman Public Library, East <strong>Sabine</strong> Senior Services,<br />

Hemphill Housing Authority, the Hemphill Dixie League and the Hemphill Volunteer Fire Department, and the City<br />

provides four full-time police officers for police protection within the city limits.<br />

The City also provides garbage, animal control, parks, and solid waste disposal<br />

services. The City also prides itself in working with our state and other local governments<br />

as well as community organizations to make a better community for<br />

everyone. The City also has affordable housing and is also home to Hemphill<br />

I.S.D and <strong>Sabine</strong> <strong>County</strong> Hospital. The City has two health, rehabilitation,<br />

and nursing home facilities within minutes of the city center.<br />

At the City of Hemphill and in <strong>Sabine</strong> <strong>County</strong>, we take pride in the fact<br />

that our citizens are both friendly, helpful, and altruistic; for example,<br />

during the Space Shuttle Columbia disaster, our citizens banded together<br />

to provide help and assistance to recovery workers and to help<br />

in the recovery. The City of Hemphill is definitely a unique community,<br />

JR Huffman Public Library is a great place to visit and learn<br />

The library’s moto, “Building A Community of Readers,” is easy to see<br />

once inside the building. The library is filled with books and other resource<br />

materials for a wide variety of needs.<br />

The library opened its doors in Hemphill in 1994. It began as a grassroots<br />

effort by local residents and the generosity of Al and Pat Smith and<br />

the Temple Foundation. The Dr. W.T. Arnold, Sr. Theater is a wonderful<br />

addition to the library facility. It is dedicated to and named after long-time<br />

resident, Dr. William Thomas Arnold, Sr., who was the town physician for<br />

many years. Dr. Arnold died in 1937, and a generous donation from his<br />

children supplemented the funding for the theater.<br />

Library director is Vicky Ostrom and Assistant Library Director is Kathy<br />

Figat. Vicky is an avid puppeteer and gives lively puppet performances<br />

during the summer reading months at the library. These elaborately created<br />

puppets are all handmade by Vicky.<br />

The library’s vibrant atmosphere encourages learning for young readers<br />

and is inviting for all ages. It is located at 375 <strong>Sabine</strong> Street, and is<br />

Welcome to the City of Pineland and our little community.<br />

Pineland has a population of 850 residents. It is known as being a sawmill town because of the<br />

sawmill industry that evolved in the early 1900’s and is still home to Georgia-Pacific Lumber<br />

Products.<br />

The City of Pineland provides the Pineland Municipal Airport which is the only airport in<br />

<strong>Sabine</strong> <strong>County</strong>.<br />

We are proud of the Arthur Temple, Sr. Memorial Library which was established in 1969.<br />

Whether you’re checking out the latest bestseller, researching your term paper, getting homework<br />

The Katherine Sage Temple Park consist of 25 acres. It has a public swimming pool, covered<br />

basketball court, tennis courts, two baseball fields, playground equipment and a walking trail.<br />

The Pineland Volunteer Fire Department has 35 members. They have two fire engines, one<br />

tanker, one rescue truck, one medical truck and two brush trucks. PVFD is a very modern fire<br />

department with well trained firemen.<br />

Counties boasts some of the best outdoor recreational areas around. <strong>Sabine</strong> National Forest has 95,410 acres for the<br />

enjoyment of area residents as well as visitors. Primitive camping is permitted on the National Forest land unless<br />

posted otherwise. There are recreational areas and wilderness areas located in the <strong>Sabine</strong> National Forest. These<br />

areas are easily accessible and they are for the public to enjoy. For the people who love to get out in nature there is<br />

the Trail Between The Lakes located in the southern portion of <strong>Sabine</strong> <strong>County</strong>. The trail is a 28-mile hiking trail that<br />

winds through the <strong>Sabine</strong> National Forest. The Trail Between The Lakes extends from Lakeview Recreation Area<br />

on Toledo Bend Reservoir to US 96 within sight of the easternmost point of Sam Rayburn Reservoir. Hikers can<br />

see different plant communities; interesting topography, wildlife, beautiful scenery, and various forest management<br />

activities. The trail crosses roads at a number of locations, so it’s easy to plan shorter hikes of varying lengths.<br />

WSISD Curriculum<br />

With a broad and comprehensive curriculum, the district seeks to provide an exemplary education that prepares<br />

each student to succeed in an ever-changing world. Students can complete 24 to 27 hours of college credit via the<br />

District’s Dual Credit program with Angelina College. WSHS offers an array of elective courses, including band /<br />

music, computer courses, drama, and journalism.<br />

Brookeland ISD is an excellent school district, and our faculty is dedicated to providing quality educational<br />

opportunities for all students. We are pleased to be a part of each child’s academic and social development.<br />

Brookeland is classified as a 2A school district, with a current enrollment of 420 students in grades Pre<br />

- K through 12. Faculty members work collaboratively to provide students with a strong academic foundation<br />

designed for post- graduate success. The district offers students dual credit courses for college credit<br />

hours, certifications through career technology programs, competition through UIL academics, and other<br />

enrichment activities. Overseeing these programs are the district administrators: Superintendent is Kevin<br />

McCugh, Principal is Charlotte Odom, Assistant Principal is David Burt, and Counselor is Stacy Gillis.<br />

In athletics, the district offers opportunities for boys and girls students. The boys and girls both compete<br />

in cross country, basketball, track, tennis, golf, and fishing teams, in addition to boys baseball and girls<br />

softball.<br />

The Brookeland community supports the students of the district in all school activities. In addition, the<br />

district hosts several special events to welcome families and community members to the school. Events include<br />

an Open House, Meet the Wildcats Pep Rally, Fall Fest, Grandparents Day lunch, community meals<br />

for Thanksgiving and Christmas, and a week of Homecoming activities each November to welcome back<br />

former Brookeland students.<br />

in northern <strong>Sabine</strong> <strong>County</strong> draw you into<br />

the small town of Milam, Texas. But<br />

don’t let this little charming destination<br />

belie its vast and important footprint in<br />

<strong>Sabine</strong> <strong>County</strong> or in the State of Texas for<br />

that matter.<br />

Located on Highway 21, known to be<br />

the oldest roadway on the North American<br />

continent, Milam is the oldest town<br />

in <strong>Sabine</strong> <strong>County</strong>.<br />

The first travelers on this historical<br />

United States Post Office – Milam, Texas<br />

route were Indians; Milam served as a<br />

trading location before white men came to Texas. Friendly Indian tribes from Natchez, Mississippi to Alto, Texas visited<br />

with each other in Milam when traveling the roadway in various seasons for hunting purposes.<br />

In the early 1700s when Spain was trying to lay claim to Texas, the King of Spain had a road built for his soldiers to<br />

travel over. The area was used as a campsite by the Spanish on the Old San Antonio Road and was known as Las Borregas.<br />

Stephen F. Austin spent his first night in Texas on the Borregas Creek and described the area as a red dirt mound, giving<br />

the town its original name. Thus, when John S. Roberts came from Louisiana and established a trading post in 1834,<br />

he named the area “Red Mound.”<br />

Milam, served as the county seat for <strong>Sabine</strong> <strong>County</strong> and was quite active in the Texas Revolution. In response to the<br />

call for soldiers for Sam Houston’s army, Benjamin Bryant of Milam raised a company known as <strong>Sabine</strong> Company,<br />

which joined the army at Groce’s Plantation.<br />

In 1835, the town’s name of Red Mound was changed to Milam in honor of Benjamin Rush Milam, a leading figure in<br />

the Texas Revolution. At that time the population of Milam was 3,600. The Milam Post Office is the oldest post office in<br />

Texas, having been established May 22, 1846, and has been in use ever since. While under the Republic of Texas, Milam<br />

was a port of entry with a custom’s collector. During the Civil War it became county headquarters for the Army of the<br />

Confederacy. Also, at one time, there were two large race tracks, inns and taverns in Milam. The new town of Milam<br />

served as the county seat of <strong>Sabine</strong> <strong>County</strong> from 1836 to 1858.<br />

Today, the population is about 1,480, according to the 2010 census. The area celebrates Milam Settlers Day annually<br />

to preserve the history of Milam. The two day<br />

event is held the weekend prior to Thanksgiving.<br />

Milam Settlers Day is free to attend and has<br />

craft and food booths, and entertainment. Funds<br />

raised from the event are used for the upkeep<br />

of the Causey House, El Camino Park, and the<br />

Milam Cemetery. Also, funds are also used for a<br />

scholarship to a local graduate.<br />

Recently, a historical marker designating the<br />

area where Austin spent his first night in Texas<br />

on Las Borregas Creek was placed, and future<br />

plans for historical markers in Milam include<br />

the Milam Cemetery and for the town of Milam.<br />
