of results. Taking it to the extreme, it may be said that this type of forces, by dealing<br />

with all areas, run the risk of spreading themselves too thinly as they cannot effectively<br />

address anything.<br />

What is certain is that if we boil this matter down to practical terms, results have<br />

not been of significance either. At this moment in time, the region is one of the most<br />

violent in the world and the growing trend of violence and conflict has not ceased. 7 This<br />

is despite the efforts made in the political sphere, which have been of a fundamentally<br />

repressive nature and which have involved the armed forces in internal security missions.<br />

THREAT ANALYSIS<br />

If we follow the line of argument presented, we are forced to consider the current<br />

international and regional insecurity scenario in order to analyse the possible alternatives<br />

for a more effective model for the security forces.<br />

A complex period of international insecurity: the simultaneous existence of<br />

different threats of a diverse nature<br />

There is currently no country in the world that is not affected by the new security<br />

situation. Thus, consequently, there is no government that has not given thought to<br />

the best way to counter new threats. Latin America is no exception. Quite to the contrary,<br />

it is a region that has experienced this insecurity with particular intensity and<br />

hence this problem is a priority for governments and citizens.<br />

In this situation it is essential to be aware of the threats and their dimension, because<br />

this also makes it possible to address them using more analytical and criteria-based<br />

tools to identify the forces required to provide the highest level of security in<br />

the most effective way possible, in accordance with the current environment.<br />

The complexity of the current reality does not lie so much in tackling a radically<br />

new situation, but in the necessary transition. This means that alongside radical<br />

changes, significant things remain the same and while the so-called traditional threats<br />

continue to exist, new ones have been added to the list and it might be envisaged that<br />

these become the principal threats.<br />

The coexistence of old and new threats is what is fuelling debate between specialists<br />

about who should be protected. In fact, there are two clearly opposing schools<br />
