Women advised: Avoid pregnancy<br />

Barbuda, women here have<br />
been advised to delay pregnancy<br />
and in cases where<br />
they are already pregnant to<br />
take steps to protect themselves<br />
and their unborn children.<br />
The advice comes from<br />

Kimberly Marlin, who appeared<br />
on the weekend Big<br />
<strong>Issue</strong>s programme.<br />
The health official said<br />
due to the illnesses associated<br />
with Zika virus infection<br />
and the uncertainties, it may<br />
be wise for women to delay<br />
pregnancy at this time. She<br />
is also recommending that<br />
all pregnant women should<br />
get tested for the virus.<br />
“I would recommend<br />
that all pregnant women get<br />
tested immediately.<br />
“I would also recommend<br />
that testing is done<br />
during the second trimester<br />
of pregnancy as well.<br />
Additionally, these women<br />
should do everything to<br />
avoid mosquito bites such<br />
as using insect repellants. I<br />
am also recommending that<br />
during the pregnancy, their<br />
partners should consider using<br />
condoms for the remainder<br />
of the pregnancy,” she<br />
cautioned.<br />
Some reports indicate<br />
that the virus may be spread<br />
via sexual contact and thus<br />

and women should bear this<br />
in mind and protect themselves<br />
in every way possible.<br />
For its part, the Pan<br />
American Health Organisation<br />
(PAHO)/World Health<br />
Organization (WHO) representatives<br />
for the Eastern<br />
<strong>Caribbean</strong>, Dr. Godfrey<br />
Xuereb, said his organization<br />

According to Dr Xuereb<br />
the main form of transmission<br />
of the virus is through<br />
the mosquito and everyone<br />
has a role to play in eliminating<br />
the areas that allow<br />
the mosquito to breed and to<br />
multiply.<br />
He noted that it is still<br />
relatively young in the infection<br />
cycle with much more<br />
to learn about the spread of<br />
the virus and whether a person<br />
can be infected twice.<br />
He said it must be remembered<br />
that the aedes<br />
egypti mosquito, which<br />
spreads Zika, also spreads<br />
diseases such as dengue<br />
fever that are far more hazardous<br />
and a challenge to<br />
women who are pregnant<br />
than the Zika virus.<br />

Republic became the first<br />
known case of the Zika virus<br />
infection in Antigua.<br />

of items in an attempt to distract<br />

It will also play a key role<br />
in determining how resources<br />
are allocated across the<br />
Organization of American<br />
States.<br />
Prior to the country’s<br />
elected, Minister Browne<br />
Oslyn George alias Betterman<br />
a shotgun in his possession<br />
in the community on Saturday<br />
afternoon. According<br />
to reports the man – Oslyn<br />
noted that small island states<br />
“had very little to do with<br />
setting up the agenda and<br />
truly benefitting from the<br />
budget”. He added that this<br />

a greater say in finalizing<br />

A&BUT honours its own<br />

This past Saturday, The Antigua and<br />
Barbuda Union of Teachers hosted its<br />
annual banquet and honour ceremony,<br />
a celebration of the organization’s 90<br />
years of operation. It is at this time that<br />
the Union gives credit where it is due and<br />
honours teachers who have retired from<br />
active service as well as those who exemplify<br />
what the profession of teaching<br />
is really about.<br />
General Secretary of the A&BUT Ms.<br />
Annetta Alexander chaired the ceremony<br />
and gave opening remarks welcoming all<br />
to the ceremony and making way for the<br />
Acting Director of Education Mr. Clare<br />
Browne who made good on his promise<br />
to finish his speech before dinner went<br />
cold.<br />
The Acting Director identified himself<br />
as one with the members of the A&BUT<br />
and emphasized that co-operation between<br />
the government and the union<br />
were key in achieving the placement of<br />
the infrastructure necessary to achieve<br />
the quality of educational development<br />
that both bodies symbiotically envision.<br />
He lauded the contributions of the<br />
honourees and retirees, applauding their<br />
resilience and dedication to the imparting<br />
of knowledge to others and the love for<br />
children that comes with it.<br />
A fantastic musical rendition was<br />
delivered by Big Red who touched the<br />
crowd and had them rocking and singing<br />
along. Mr. Ashworth Azille expressed his<br />
joy in being a part of the 90 th Anniversary<br />
of the Union. He identified the goals of in<br />
fulfilling its mandate as one of the custodians<br />
of education and the willingness to<br />
work collaboratively with the Ministry of<br />
Education to.<br />
“Education is everything” he humbly<br />
yet firmly said as he highlighted the<br />
instrumental nature of the teacher, who<br />
cannot be removed from the education<br />
equation leaving only buildings and<br />
chalkboards to transfer knowledge. He<br />
thanked the retirees and honourees for all<br />
of their long and dedicated service to the<br />
nation.<br />

Caribana <strong>2016</strong> begins this Thursday<br />

Preparations for the <strong>2016</strong><br />
staging of Barbuda’s Caribana<br />
are moving into top gear<br />
and head of the Committee<br />
responsible for the planning<br />
the events feels confident<br />
that all will be ready for the<br />
opening on Thursday.<br />
Caribana Committee<br />
Chairman, Yannick Beazer,<br />
said his committee is<br />
putting the final touches to<br />
preparations which include<br />
completing of the erection of<br />
the stage and the setting up<br />
of the lights and sound systems.<br />
“I am very happy with<br />
the progress being made by<br />
LAVA International in terms<br />
of the stage and we are finalizing<br />
plans to stage the<br />
opening parade Thursday<br />
afternoon,” Beazer stated.<br />
He noted that the opening<br />
parade will feature groups<br />
from Antigua and several<br />
others from Barbuda as well.<br />
He revealed that Angels Jouvert<br />
Troupe, Beautiful people<br />
and Dumbs Tree from<br />
Antigua who will participate<br />
in the parade. From Barbuda,<br />
the participants will include<br />
the T-Shirt Crew, Charms<br />
Jouvert Troupe, King and<br />
Queen T-Shirt troupe and<br />
Rock Family among others.<br />
According to Beazer<br />
the parade will include the<br />
reigning Miss Antigua and<br />
Barbuda, Asha Frank, last<br />
year’s Mr. and Miss Teenage<br />
as well as participants in this<br />
year’s competitions.<br />
Following the opening<br />
parade, it will be the turn of<br />
the young people with the<br />
staging of the <strong>2016</strong> Mr. and<br />
Miss Teenage Pageant. On<br />
Friday night, Beazer said<br />
one of the biggest shows of<br />
the festival will take place.<br />
“Friday night is Caribana<br />
International Night – Soca<br />
and Reggae Showdown.<br />
This show will feature top<br />
local artistes as well as artistes<br />
from across the <strong>Caribbean</strong>.<br />
Included in the line-up<br />
are Cutting Edge, Cheese<br />
Cake Factory, and M&M<br />
Music from Antigua…while<br />
from Dominica, Asa Banton.<br />
Other artists include Edwin<br />
Yearwood from Barbados<br />
and from Jamaica, Tanya<br />
Stevens,” Beazer disclosed.<br />
The Caribana festivities<br />
will continue on Saturday<br />
with a Beach Bash that will<br />
include the Prime Minister’s<br />
Fishing Tournament<br />
and Aquatic Day festivities.<br />
These events take place at<br />
the beach near the Mortella<br />
Towers. Later that evening<br />
will be the Caribana Soca<br />
competition will take place<br />
where 14 competitors will<br />
take part.<br />
Two events will take<br />
place on Sunday <strong>May</strong> 15.<br />
The first is a day for children<br />
at Caribana City. Operators<br />
of a number of attractions<br />
such as cartoon characters<br />
will take over the venue<br />
with activities geared at children<br />
and young people. In<br />

the evening is the Caribana<br />
Monarch competition. 9 finalists<br />
including last year’s<br />
winner, Singing Julia will<br />
compete for the title.<br />
Jouvert takes place early<br />
<strong>Monday</strong> morning with<br />
several bands from Antigua<br />
including Sir Oungku and<br />
Red Hot Flames taking to<br />
the road. On <strong>Monday</strong> evening,<br />
top Barbuda deejays<br />
will stage a ‘last lap’ event at<br />
Block Club. It will be the final<br />
event for Caribana <strong>2016</strong>.<br />
Beazer said two areas of<br />
concern for most Antiguans<br />
– transportation to and from<br />
Barbuda and accommodation<br />
– are being addressed by<br />
his committee. He said the<br />
Barbuda Express ferry has<br />
signed on as a sponsor for<br />
Caribana <strong>2016</strong> and the ferry<br />
will make extra runs to get<br />
people to and from Barbuda.<br />
Additionally, he said the airlines<br />
– <strong>Caribbean</strong> Helicopters<br />
and SVG Air – are putting<br />
on extra flights as well.<br />
For accommodation, he said<br />
the committee is exploring<br />
every avenue to find places<br />
for people to stay during the<br />
Caribana period.

MOU to support renewable energy<br />
and energy efficiency in the <strong>Caribbean</strong><br />
WASHINGTON, United<br />
States – The Inter-American<br />
Development Bank (IDB),<br />
the <strong>Caribbean</strong> Development<br />
Bank (CDB), the <strong>Caribbean</strong><br />
Community (CARICOM)<br />
and the US Department of<br />
Energy (USDoE) have entered<br />
a partnership that will<br />
help provide cleaner, cheaper,<br />
and more secure sources of<br />
energy for the region.<br />
This week they signed<br />
a memorandum of understanding<br />
(MOU) that creates<br />
a framework for cooperation<br />
to promote programmes and<br />
activities that foster the transformation<br />
of the energy sector<br />
in the <strong>Caribbean</strong>.<br />
“The MOU seeks to increase<br />
energy security, reduce<br />
energy vulnerability, and promote<br />
renewable energy, energy<br />
efficiency, and low-carbon<br />
technologies in the region,”<br />
the IDB said.<br />
“The USDoE, IDB, CDB,<br />
and CARICOM will collaborate<br />
to support strategic projects,<br />
activities, and programs<br />
developed in cooperation<br />
with regional governments in<br />
the <strong>Caribbean</strong>. These projects<br />
include non-reimbursable<br />
technical assistance and programmes<br />
to promote knowledge<br />
exchanges, capacity<br />
building activities, and to help<br />
mobilize technical expertise.”<br />
In addition, the MOU<br />
seeks to promote collaboration<br />
for a potential Energy<br />
Co-financing Facility for <strong>Caribbean</strong><br />
Sustainability to be<br />
developed by the IDB, particularly<br />
focused on efforts to<br />
attract international investors.<br />
The four institutions are<br />
developing an action plan to<br />
facilitate the implementation<br />
of the MOU, which will include<br />
additional details regarding<br />
expected timelines<br />
for implementation, definition<br />
of success, planned collaborative<br />
activities, and potential<br />
contributions.<br />
IDB President Luis Moreno<br />
said the four would work<br />
together on the identification<br />
of financing and investment<br />
opportunities for pilot and<br />
commercial scale projects<br />
in sustainable energy and to<br />
support the <strong>Caribbean</strong> regional<br />
energy strategy.<br />
“Our work to catalyze<br />
resources for the region is<br />
starting to bear fruit,” said<br />
the CDB’s President Warren<br />
Smith.<br />
“We must now focus our<br />
attention on implementation.<br />
We must also intensify<br />
efforts to address capacity<br />
constraints that could slow us<br />
down. Grant resources could<br />
be available for capacity<br />
building and addressing institutional<br />
weaknesses. Legislative<br />
and regulatory framework<br />
weaknesses have to be<br />
addressed if we are to attract<br />
the type of private investment<br />
that is desirable.”<br />
Specific areas of cooperation<br />
within IDB-CDB-US-<br />
DoE-CARICOM agreement<br />
include:<br />
Energy efficiency, including,<br />
but not limited to, energy<br />
efficiency policies and regulations<br />
such as energy efficient<br />
building codes; energy<br />
standards for appliances and<br />
equipment; and clean vehicle<br />
standards and regulations;<br />
Grid management, including,<br />
but not limited to, smart<br />
grid deployment;<br />
Renewable energy, including,<br />
but not limited to,<br />
solar, wind power and energy<br />
storage and their integration<br />
to the grid, in a cost‐effective<br />
manner;<br />
Fuel diversity, including,<br />
but not limited to, exploration<br />
of alternative sources of baseload<br />
fuels beyond petroleum;<br />
Energy education, including,<br />
but not limited to, clean<br />
energy workforce development;<br />
and,<br />
Clean energy financing,<br />
including, but not limited<br />
to, mechanisms to support<br />
the substitution of diesel by<br />
cleaner, cheaper, and more<br />
secure sources of energy<br />
(natural gas, geothermal, hydro,<br />
ocean and sustainable<br />
biomass) for baseload power<br />
generation.<br />
CARICOM Secretary<br />
General LaRocque said the<br />
work that is being pursued<br />
by the CARICOM Secretariat,<br />
working jointly with the<br />
CDB, IDB and USDoE is<br />
consistent with the regional<br />
energy policy and the <strong>Caribbean</strong><br />
Sustainable Energy<br />
Roadmap and Strategy<br />
(C-SERMS).<br />
“Through this MOU, the<br />
signatories have signaled a<br />
commitment to provide some<br />
of the technical assistance<br />
and funding that is needed<br />
for the region to judiciously<br />
pursue the goals and targets<br />
of the <strong>Caribbean</strong> Community.<br />
The MOU can also enhance<br />
project implementation<br />
and will act in support of the<br />
<strong>Caribbean</strong> Centre for Renewable<br />
Energy and Energy<br />
Efficiency, as well as project<br />
specific facilities such as the<br />
Sustainable Energy Facility<br />
in the Eastern <strong>Caribbean</strong>,” he<br />

Callaloo Cay reaffirms commit<br />

Back in January of this<br />
year, the groundbreaking for<br />
the construction of the new<br />
Basketball, Netball and Tennis<br />
courts at the Old Road Sports<br />
Complex commenced with the<br />
Callaloo Cay Project led by<br />
Sheikh Tarik Faisal Al Qassemi,<br />
represented by Darwood<br />
Shah. This was a strong commitment<br />
to the people and government<br />
of Antigua and Barbuda,<br />
but more importantly the<br />
inhabitants of Old Road Village,<br />
where the development<br />
would take place later this year.<br />
The developers had in late<br />
2014 signed a memorandum of<br />
understanding with the Government<br />
of Antigua and Barbuda<br />
for the construction of a<br />
Luxury Resort at Morris Bay<br />
which would guarantee hundreds<br />
of Antiguans and Barbudans<br />
gainful employment in<br />
all phases of its development.<br />
The MOU would very soon<br />
become a Memorandum of<br />
Agreement, with construction<br />
sighted for commencement in<br />
late <strong>2016</strong>.<br />
Shortly after the groundbreaking,<br />
the company hosted<br />
a beach cleanup at Morris Bay,<br />
having invited the community<br />
to come out and assist in<br />
the endeavor. The Honourable<br />

of Antigua and Barbuda,<br />
the Honourable Charles Fernandez,<br />
Minister of Foreign<br />
Affairs, International Trade<br />
and Immigration, Senator Colin<br />
James, Parliamentary Secretary<br />

from Antigua to the UAE<br />
who was instrumental in securing<br />
the investment to make the<br />
project a reality got their hands<br />
dirty so to speak while beautifying<br />
one of the nicest stretches<br />
of beach on the island.<br />
Less than 6 months later<br />
on <strong>May</strong> 1 st , <strong>2016</strong> Callaloo<br />
Cay unveiled a brand spanking<br />
new Basketball Court, Netball<br />
Court and Tennis Court,<br />
constructed by local court<br />
construction company Teega,<br />
ready to be used by the villagers<br />
of Old Road and visiting<br />
teams from around the island.<br />
Certainly this new facility can<br />
be considered the pride of its<br />
beneficiaries in Old Road.<br />

lord Joaquin “El Chapo” Guzman to a<br />
region that is one of his cartel’s strongholds,<br />
and a Mexican security official<br />
acknowledged Sunday that the sudden<br />
transfer was to a less-secure prison.<br />
The official said that in general the<br />
Cefereso No. 9 prison on the outskirts<br />
of Ciudad Juarez, across from El Paso,<br />
Texas, is not as impregnable as the<br />
maximum-security Altiplano facility<br />
near Mexico City where he had been<br />
held. The official wasn’t authorized to<br />
discuss Guzman’s case publicly and<br />
agreed to do so only if not quoted by<br />
name.<br />
The official said, however, that Guzman<br />
is being held in a maximum-security<br />
wing where the same protocols are<br />

transfer in a high-security operation<br />
Saturday.<br />
Some Mexican media have speculated<br />
it was a prelude to imminent<br />
extradition to the U.S., where he faces<br />
drug charges in seven jurisdictions. But<br />
authorities denied that.<br />
The security official said Guzman<br />
is still in the middle of the extradition<br />
process. The Foreign Relations Department<br />
has the final say, and Guzman’s<br />
lawyers still have opportunities to appeal.<br />

Women’s draw for the upcoming tournament<br />
in Guyana with the men’s tournament kicking<br />
off from July 4 th – July 9 th and the women’s,<br />
July 12 th –July 16 th .<br />
The draw was held at the Cara Lodge hotel<br />
in Guyana on <strong>May</strong> 1 st .<br />
Antigua Barbuda will face the British<br />
Virgin Islands, The Bahamas and Dominica<br />
in group A of the Under 16 men’s tournament<br />
with Group b being Aruba, Suriname,<br />
Trinidad and Tobago, Jamaica and Guyana.<br />
While the females will face Barbados,<br />
The British Virgin Islands and Guyana in<br />
Group A.<br />
In group B, The Bahamas, Trinidad and<br />
