Women advised: Avoid pregnancy
By Everton Barnes
Following the first reported
case of a Zika virus
infection in Antigua and
Barbuda, women here have
been advised to delay pregnancy
and in cases where
they are already pregnant to
take steps to protect themselves
and their unborn children.
The advice comes from
Director of the American
University of Antigua
(AUA) Health Center, Dr
Kimberly Marlin, who appeared
on the weekend Big
Issues programme.
The health official said
due to the illnesses associated
with Zika virus infection
and the uncertainties, it may
be wise for women to delay
pregnancy at this time. She
is also recommending that
all pregnant women should
get tested for the virus.
“I would recommend
that all pregnant women get
tested immediately.
“I would also recommend
that testing is done
during the second trimester
of pregnancy as well.
Additionally, these women
should do everything to
avoid mosquito bites such
as using insect repellants. I
am also recommending that
during the pregnancy, their
partners should consider using
condoms for the remainder
of the pregnancy,” she
cautioned.
Some reports indicate
that the virus may be spread
via sexual contact and thus
Dr Marlin said both men
and women should bear this
in mind and protect themselves
in every way possible.
For its part, the Pan
American Health Organisation
(PAHO)/World Health
Organization (WHO) representatives
for the Eastern
Caribbean, Dr. Godfrey
Xuereb, said his organization
I not yet ready to offer
the advice coming from Dr.
Marlin.
Instead, he said PAHO/
WHO’s position is to made
all relevant information on
the subject readily available
to all and let women make
up their own minds. “The
issue of sexual transmission
of the virus is still being
collated and we have to be
careful not to alarm the public
about this,” he warned.
According to Dr Xuereb
the main form of transmission
of the virus is through
the mosquito and everyone
has a role to play in eliminating
the areas that allow
the mosquito to breed and to
multiply.
He noted that it is still
relatively young in the infection
cycle with much more
to learn about the spread of
the virus and whether a person
can be infected twice.
He said it must be remembered
that the aedes
egypti mosquito, which
spreads Zika, also spreads
diseases such as dengue
fever that are far more hazardous
and a challenge to
women who are pregnant
than the Zika virus.
A woman returning from
a visit to the Dominican
Republic became the first
known case of the Zika virus
infection in Antigua.
The police are acting on
the theory that the robbery
was well coordinated as two
of the five were already in the
restaurant ordering a number
of items in an attempt to distract
the attention of the attendants.
This happened as
their accomplices entered
the restaurant and carried out
the crime.
Meanwhile, the police
have arrested an All Saints
man after he was seen with
Joanna Paris
Minister of Education,
Science and Technology,
the Hon. Michael Browne,
said that the country’s recent
election to a senior position
on the Organization
of American States (OAS)
Inter-American Executive
Committee on Education
will reap significant benefits
financially.
Antigua and Barbuda
was recently elected to the
2 nd Vice Chair, with Bahamas
as chair and Columbia
as the 1 st Vice Chair.
That committee is responsible
for setting the
agenda of the OAS priorities
for the next two years.
It will also play a key role
in determining how resources
are allocated across the
Organization of American
States.
Prior to the country’s
elected, Minister Browne
Oslyn George alias Betterman
a shotgun in his possession
in the community on Saturday
afternoon. According
to reports the man – Oslyn
noted that small island states
“had very little to do with
setting up the agenda and
truly benefitting from the
budget”. He added that this
is now subject to change.
“Now that we are literally
at the table, we can have
a greater say in finalizing
George alias Betterman, was
confronted by the police,
but he made good his escape.
However, George was
eventually picked up by the
what the agenda is. We will
be able to put the country’s
concerns as a priority and
also to attract funding”, explained
Minister Browne.
He added “It also means
that it will put Antigua and
Barbuda and the rest of the
English Speaking Caribbean
police when they visited his
home early Sunday morning.
George is expected to
face charges including possession
of an illegal firearm.
Antigua and Barbuda elected to
OAS Committee on Education
ideally in a position to benefit
from unilateral grants under
the OAS and once we are
involved in that process and
are able to develop strategic
relationships with key stakeholders,
we will be able to
do more for Education here
in our country”.

Monday 9th May 2016
MOU to support renewable energy
and energy efficiency in the Caribbean
WASHINGTON, United
States – The Inter-American
Development Bank (IDB),
the Caribbean Development
Bank (CDB), the Caribbean
Community (CARICOM)
and the US Department of
Energy (USDoE) have entered
a partnership that will
help provide cleaner, cheaper,
and more secure sources of
energy for the region.
This week they signed
a memorandum of understanding
(MOU) that creates
a framework for cooperation
to promote programmes and
activities that foster the transformation
of the energy sector
in the Caribbean.
“The MOU seeks to increase
energy security, reduce
energy vulnerability, and promote
renewable energy, energy
efficiency, and low-carbon
technologies in the region,”
the IDB said.
“The USDoE, IDB, CDB,
and CARICOM will collaborate
to support strategic projects,
activities, and programs
developed in cooperation
with regional governments in
the Caribbean. These projects
include non-reimbursable
technical assistance and programmes
to promote knowledge
exchanges, capacity
building activities, and to help
mobilize technical expertise.”
In addition, the MOU
seeks to promote collaboration
for a potential Energy
Co-financing Facility for Caribbean
Sustainability to be
developed by the IDB, particularly
focused on efforts to
attract international investors.
The four institutions are
developing an action plan to
facilitate the implementation
of the MOU, which will include
additional details regarding
expected timelines
for implementation, definition
of success, planned collaborative
activities, and potential
contributions.
IDB President Luis Moreno
said the four would work
together on the identification
of financing and investment
opportunities for pilot and
commercial scale projects
in sustainable energy and to
support the Caribbean regional
energy strategy.
“Our work to catalyze
resources for the region is
starting to bear fruit,” said
the CDB’s President Warren
Smith.
“We must now focus our
attention on implementation.
We must also intensify
efforts to address capacity
constraints that could slow us
down. Grant resources could
be available for capacity
building and addressing institutional
weaknesses. Legislative
and regulatory framework
weaknesses have to be
addressed if we are to attract
the type of private investment
that is desirable.”
Specific areas of cooperation
within IDB-CDB-US-
DoE-CARICOM agreement
include:
Energy efficiency, including,
but not limited to, energy
efficiency policies and regulations
such as energy efficient
building codes; energy
standards for appliances and
equipment; and clean vehicle
standards and regulations;
Grid management, including,
but not limited to, smart
grid deployment;
Renewable energy, including,
but not limited to,
solar, wind power and energy
storage and their integration
to the grid, in a cost‐effective
manner;
Fuel diversity, including,
but not limited to, exploration
of alternative sources of baseload
fuels beyond petroleum;
Energy education, including,
but not limited to, clean
energy workforce development;
and,
Clean energy financing,
including, but not limited
to, mechanisms to support
the substitution of diesel by
cleaner, cheaper, and more
secure sources of energy
(natural gas, geothermal, hydro,
ocean and sustainable
biomass) for baseload power
generation.
CARICOM Secretary
General LaRocque said the
work that is being pursued
by the CARICOM Secretariat,
working jointly with the
CDB, IDB and USDoE is
consistent with the regional
energy policy and the Caribbean
Sustainable Energy
Roadmap and Strategy
(C-SERMS).
“Through this MOU, the
signatories have signaled a
commitment to provide some
of the technical assistance
and funding that is needed
for the region to judiciously
pursue the goals and targets
of the Caribbean Community.
The MOU can also enhance
project implementation
and will act in support of the
Caribbean Centre for Renewable
Energy and Energy
Efficiency, as well as project
specific facilities such as the
Sustainable Energy Facility
in the Eastern Caribbean,” he
said. (Caribbean360)

Callaloo Cay reaffirms commit
By Justin Peters
Back in January of this
year, the groundbreaking for
the construction of the new
Basketball, Netball and Tennis
courts at the Old Road Sports
Complex commenced with the
Callaloo Cay Project led by
Sheikh Tarik Faisal Al Qassemi,
represented by Darwood
Shah. This was a strong commitment
to the people and government
of Antigua and Barbuda,
but more importantly the
inhabitants of Old Road Village,
where the development
would take place later this year.
The developers had in late
2014 signed a memorandum of
understanding with the Government
of Antigua and Barbuda
for the construction of a
Luxury Resort at Morris Bay
which would guarantee hundreds
of Antiguans and Barbudans
gainful employment in
all phases of its development.
The MOU would very soon
become a Memorandum of
Agreement, with construction
sighted for commencement in
late 2016.
Shortly after the groundbreaking,
the company hosted
a beach cleanup at Morris Bay,
having invited the community
to come out and assist in
the endeavor. The Honourable
Gaston Browne Prime Minister
of Antigua and Barbuda,
the Honourable Charles Fernandez,
Minister of Foreign
Affairs, International Trade
and Immigration, Senator Colin
James, Parliamentary Secretary
in the Ministry of Sports,
Curtley Maginley, and Ambassador
Casroy James, Ambassador
from Antigua to the UAE
who was instrumental in securing
the investment to make the
project a reality got their hands
dirty so to speak while beautifying
one of the nicest stretches
of beach on the island.
Less than 6 months later
on May 1 st , 2016 Callaloo
Cay unveiled a brand spanking
new Basketball Court, Netball
Court and Tennis Court,
constructed by local court
construction company Teega,
ready to be used by the villagers
of Old Road and visiting
teams from around the island.
Certainly this new facility can
be considered the pride of its
beneficiaries in Old Road.
The opening of the courts

ment to developing Old Road
brought 4 teams together to
play exhibition basketball and
netball games. An exhibition
game of tennis was played between
the His Excellency Sir
Rodney Williams, Governor
General of Antigua and Barbuda
and Darwood Shah, Vice
President of Business Affairs
of Al Caribe Antigua Development
Ltd. The Governor
General would come prepared
sporting his sneakers and
equipped with his tennis rackets,
showing us that he still got
it and securing the victory over
Shah.
With this amazing facility,
Antigua and Barbuda has
gained some of the assistance
that is instrumental in reigniting
of sporting product regionally
having a proper venue to
host other islands for basketball,
netball and tennis games.
Most importantly Al Caribe’s
gift to the Old Road community
reaffirms their commitment
to building a long standing
relationship with the people
of Old Road and Antigua and
Barbuda. One can look forward
to more from this philanthropic
partner in the near future as Al
Caribe continues to develop in
New prison for ‘El Chapo’ seen as less secure
MEXICO CITY – Questions arose
on both sides of the border about the
decision to relocate convicted drug
lord Joaquin “El Chapo” Guzman to a
region that is one of his cartel’s strongholds,
and a Mexican security official
acknowledged Sunday that the sudden
transfer was to a less-secure prison.
The official said that in general the
Cefereso No. 9 prison on the outskirts
of Ciudad Juarez, across from El Paso,
Texas, is not as impregnable as the
maximum-security Altiplano facility
near Mexico City where he had been
held. The official wasn’t authorized to
discuss Guzman’s case publicly and
agreed to do so only if not quoted by
name.
The official said, however, that Guzman
is being held in a maximum-security
wing where the same protocols are
MANILA, Philippines –
Millions of Filipinos began
voting Monday in a presidential
race where a foulmouthed,
crime-busting
mayor is favored to win, but
who the outgoing president
says is a threat to democracy.
Plenty are at stake for
the Southeast Asian nation,
which has turned around under
President Benigno Aquino
III, with one of the highest
economic growth rates in
Asia but remains saddled by
massive poverty, inequality
and decades-long Muslim
and communist insurgencies.
Five candidates are vying
to succeed Aquino in one of
Asia’s liveliest democracies.
More than 45,000 candidates
are contesting 18,000
national, congressional and
local positions in elections
that have traditionally been
tainted by violence and accusations
of cheating, especially
in far-flung rural areas.
At least 15 people have
been killed in elections-related
violence and more than
4,000 arrested for violating a
gun ban, according to police.
“Let us show the world
that despite our deep passion
and support for our candidates,
we can hold elections
that are peaceful and orderly
and reflect the spirit of
democracy,” said Aquino,
whose six-year term ends in
June.
Commission on Elections
Chairman Andres Bautista
said no major glitches
were expected in the voting
despite the massive logistical
challenges.
About 55 million Filipinos
have registered to vote in
36,000 voting centers across
the archipelago of more than
7,100 islands, including in
a small fishing village in a
Philippine-occupied island
in the disputed South China
Sea.
Mayor Rodrigo Duterte
of southern Davao city has
led in voter-preference surveys,
with a bold promise to
wipe out crime and corruption
in three to six months if
he wins. That has resonated
among crime-weary Filipinos
but has also sparked
alarm and doubts.
Aquino, who backs former
Interior Secretary Mar
being enforced as in Altiplano, including
24-hour monitoring via a camera in
his cell.
But Michael Vigil, the former head
of international operations for the
U.S. Drug Enforcement Administration,
wondered at the logic of sending
Guzman to a lesser lockup in territory
firmly controlled by his Sinaloa cartel
underlings.
“It just doesn’t make any sense,”
Vigil said. “He has that part of his empire,
he has the infrastructure there and
he has people who would assist him in
terms of engineering him another escape.”
Officials have not said why they
chose Cefereso No. 9 over the 19 other
options in the federal penitentiary system
for Guzman’s surprise, pre-dawn
transfer in a high-security operation
Saturday.
Some Mexican media have speculated
it was a prelude to imminent
extradition to the U.S., where he faces
drug charges in seven jurisdictions. But
authorities denied that.
The security official said Guzman
is still in the middle of the extradition
process. The Foreign Relations Department
has the final say, and Guzman’s
lawyers still have opportunities to appeal.
(AP)
Tough-talking mayor favoured in Philippines vote
Roxas, has campaigned
against Duterte, saying he
could threaten the country’s
democracy.
The brash Duterte, who
has been compared to U.S.
Republican frontrunner
Donald Trump for his propensity
for provocative
statements, has threatened
to close down Congress and
form a revolutionary government
if he wins and faces
stonewalling legislators.
HOROSCOPE
ARIES (March 21-April 19).
That long-term effort is beginning
to feel like a rotten,
exhausting slog. You need
some quick energy and brightness
in your world. Switch to
something you can finish fast.
TAURUS (April 20-May 20).
It won’t be easy for anyone to
get your attention today, and
only the most interesting people
need apply. But once your
attention is engaged, you are
totally focused on the person
who commanded it.
GEMINI (May 21-June 21).
Ambition is a net. Fling yours
far and high today, because
it will catch more bounty
that way: new friends, hobbies,
financial opportunities,
love-bonding agents ... the
possibilities are endless.
CANCER (June 22-July 22).
You’ve an eye for the ridiculous,
and you will certainly
find it. What’s the appeal? For
starters, absurdities make you
smile. They take you out of
the humdrum reality you’ve
gotten so used to and jiggle
your creativity free.
LIBRA (Sept. 23-Oct. 23).
The compliment you offer
The other person’s reaction to
SCORPIO (Oct. 24-Nov. 21).
The intuition comes from
deep within. It seems that you
should know this place intimately,
but it is a foreign wilderness
that exists inside you,
still awaiting exploration.
SAGITTARIUS (Nov. 22-
Dec. 21). You have a kind
wish for everyone you know.
Well, maybe not absolutely
everyone, but you’re working
on it. If you can’t wish a
person well, you can at least
come to a feeling of neutrality.
CAPRICORN (Dec. 22-Jan.
19). It’s a pretty big deal to be
doing work that you love. If
you are lucky enough to have
this blessing in your life, today
you’ll feel so content, you
will not ask for more.
LEO (July 23-Aug. 22).
Hearts and affections have a
way of disregarding the rules
today. And no, you’re not
imagining it. Someone likes
you an awful lot — perhaps
more than is appropriate for
the circumstances.
VIRGO (Aug. 23-Sept. 22).
There may be safety in numbers,
but there is not power
in numbers — not today at
least. The committee will
somehow weaken the thrust
of the group. Would a dictatorship
be out of the question?
There’s strength in a singular
vision right now.
AQUARIUS (Jan. 20-Feb.
18). Your loved ones know
what they are supposed to
be doing for the good of the
group and how this is to be
accomplished. If you’re not
seeing action, it’s because
they just need to be reminded
that it’s important to you.
PISCES (Feb. 19-March 20).
So many around you want
your company, and you may
feel that you’ve had a little
too much social time lately.
When you don’t get enough
quality hours alone you start
to feel cranky and lost. So go
on! Be a little selfish!

Smith’s Lions jump to top of the IPL
KOLKATA, India - West
Indies opener Dwayne
Smith contributed with the
bat again as Gujarat Lions
outclassed Kolkata Knight
Riders by five wickets in
the Indian Premier League
(IPL) on Sunday.
Smith raced to 27 from
18 balls to kick-off a methodical
run chase in which
Lions coasted to 164 for
five in 18 overs after KKR
posted 158 for four from 20
overs at Eden Gardens.
The Barbadian batsman
struck four fours and cleared
the ropes once in a 42 run
opening partnership with
Brendon McCullum who
scored 29 from 24 balls.
The partnership ended
when Smith was beaten in
flight by Shakib al Hasan
and lost his stumps in the
sixth over.
Smith, who bowled two
overs for Lions, also picked
up a wicket for 14 runs.
Dinesh Karthik’s top
scored with a busy 51 from
29 balls to seal Lions’ seventh
win with five wickets in
hand and 12 balls to spare.
Earlier Knight Riders
were reduced to 24 for 4 by
the end of the Powerplay as
a result of impressive swing
bowling by Praveen Kumar
and Dhawal Kulkarni who
exploited overcast skies.
However, KKR were
lifted to 158 for four on
the strengthen of a 134
run partnership between
Shakib Al Hasan and Yusuf
Pathan who were undefeated
on 66 and 63 respectively.
Lions have now climbed
to the top of the IPL standings
following their win
over KKR.
Love, James lead Cavs to another sweep
ATLANTA – Cleveland’s
Big Three is on quite a roll.
Two playoff series, two
sweeps. Now, the Cavaliers
get to rest up for the Eastern
Conference finals.
Kevin Love scored
27 points, LeBron James
knocked down a huge shot
with 39.2 seconds to go, and
Kyrie Irving turned in another
dazzling performance
to lead Cleveland past the
Atlanta Hawks 100-99 on
Sunday.
The Cavaliers finished
off the second-round series
with four straight wins, just
as they did in the opening
round against Detroit.
“This is more than I
dreamed of,” Irving said.
“It’s what I genuinely enjoy
about basketball, playing
with great guys.”
When James returned to
Cleveland after four years
in South Beach, winning the
franchise’s first championship
was the only goal that
mattered.
Love was acquired from
Minnesota to complete the
dynamic trio, but the Cavaliers
came up short in Year 1
when both Love and Irving
went down with injuries in
the playoffs.
Now, fully healthy and
after some rocky moments,
LeBron & Co. cruised into
the conference finals to meet
either Toronto or Miami.
The Raptors lead that series
“We’re in a great rhythm
right now,” said James, who
won two titles with the Heat
and wants to bring one home.
OKLAHOMA CITY – Kevin Durant matched his career
playoff high with 41 points and the Oklahoma City Thunder
beat the San Antonio Spurs 111-97 on Sunday night to tie the
Western Conference semifinal series 2-2.
Durant scored 29 points on 10-for-13 shooting in the second
half.
Russell Westbrook finished with 14 points and 15 assists,
Dion Waiters added 17 points, and Steven Adams had
16 points and 11 rebounds for Oklahoma City. The Thunder
shot 50.6 percent overall and 57 percent in the second half
to avoid going back to San Antonio down 3-1 for Game 5 on
Tuesday night.
Tony Parker led San Antonio with 22 points, Kawhi
James and Irving finished
with 21 points apiece. James
also doled out nine assists,
while Irving had eight.
The Hawks had one last
chance to extend the series
and put the ball in the hands
of Dennis Schroder, who led
the team with 21 points.
The speedy point guard
Monday 9th May 2016
Dhawan, Nehra direct
Mumbai mauling
VISAKHAPATNAM - It
was a ‘home’ game for Mumbai
Indians, but it was Sunrisers
Hyderabad, whose base
is geographically closest to
Visakhapatnam, that rode on
Shikhar Dhawan’s unbeaten
82 and Ashish Nehra’s newball
burst that fetched him
three wickets, to defend 177
with aplomb. A sixth win in
nine matches took them to
No. 2 in the points table.
Four of Rohit Sharma’s
five half-centuries resulted in
successful chases for Mumbai
this season. Against Sunrisers,
he lasted three balls and
exposed a middle order that
has thrived on Rohit’s holding
role. They couldn’t find form
against a rampaging Nehra,
whose late swing broke
Mumbai’s backbone with
the strikes of Rohit, Ambati
Rayudu and Jos Buttler. At 30
for 4 after four overs, it was
a case of trying to limit damage
for Mumbai, with Sunrisers’
bowling depth shining
through once again in their
85-run win at the ACA-VD-
CA Stadium.
Rohit poked at an inswinger
with leaden feet, and a thick
inside edge clattered into off
stump. Rayudu, Mumbai’s
second-highest run-scorer
this season, fended a skiddy
bouncer to point, while Butter
was pouched by Naman Ojha,
who stuck out his right hand to
pull off a one-handed stunner.
The meltdown was complete
when Kieron Pollard miscued
a slower ball to long-on in the
ninth over to leave Mumbai in
tatters at 49 for 6.
The brisk start was once
again provided by David
Warner, who dispatched offerings
from Mumbai’s pacers
as Sunrisers raced to 51
in the Powerplay after being
sent in. The effervescence
of his strokeplay forced Rohit
to pack the off-side field
with five fielders at one stage.
Still, he pierced the gap as the
bowlers continued to offer
him width.
Warner’s enterprise allowed
Shikhar Dhawan to
slip into the anchor role, but
his sweetly-timed strokes on
a fast outfield allowed him
to find the boundary regularly.
Both batsmen used the
depth of the crease to ride the
bounce on a fresh surface.
After the Powerplay,
Dhawan used deft touches
and flicks to give Warner as
much strike even as Mumbai’s
spinners, in an effort to
stem the damage, tried to fire
the ball in. Warner welcomed
Harbhajan with a biff for six
over long-on before receiving
a succession of darts outside
off, which he failed to
squeeze through.
Warner holed out to Pollard
at long-off, off Harbhajan,
in the 10th over to give
Mumbai some relief. In the
Ashish Nehra
next over, Harbhajan set up
Kane Williamson by deceiving
him in flight, and Rohit
completed a low catch at
midwicket. The double-strike
stalled Sunrisers, who managed
just 31 off the five overs
following Warner’s dismissal.
In the 15th over, Yuvraj
Singh signalled the switch in
momentum again as he made
room and scorched a drive
into the cover boundary. Yuvraj
followed that with a clean
connection that sent a slower
delivery soaring over wide
long-on for six, as he maximised
timing with minimal
feet movement.
At the other end, Dhawan
used his strong wrists to pepper
the leg-side field. He accelerated
the run-scoring once
past his half-century, hitting
Jasprit Bumrah for three fours
in four balls in the 16th over.
Yuvraj and Dhawan’s 85-run
stand off 49 balls came to an
end when Yuvraj clattered his
stumps to be out hit-wicket,
but the end-overs carnage
gave them the momentum
which Nehra rode to derail
the chase.
Mustafizur Rahman, introduced
in the ninth over,
struck twice in successive
overs to effectively finish
Mumbai off. Harbhajan hung
around to delay Mumbai’s
fifth loss before Barinder
Sran closed the game out by
dismissing Bumrah in the
17th over. By winning in the
manner they did, Sunrisers
also boosted their net runrate,
a factor that could come
in handy if teams are tied on
points. (ESPNcricinfo)
