Project Results: Abot-Kamay na Serbisyo, Abot-langit na Biyaya The Paglilingkod Abot-Kamay (PAK) Program: Magsaysay, Davao del Sur The returns of the Paglilingkod Abot Kamay Program of Magsaysay have been manifold, including: 1. Improved Access to Basic Service Delivery at less Cost With the municipal government coming to visit them in their barangay, residents were able to avail of services without having to spend for transportation. As a result, from 1991 to 2001, a total of 16,893 individuals have availed of medical/dental services 285 couples were civilly married 1,563 heads of animals were vaccinated 1,269 cattles were registered 7,115 adults were issued community tax certifi cates 26,344 seedlings (forest and fruit trees) distributed for agro-forestry projects and barangay tree parks; P1.2M was provided for micro-enterprises 15,061 people were assisted; more people were made aware of LGU programs and services Entrepreneurial orientation provided Water systems, energy resources developed 2. Serving as a counter measure against insurgency The regular presence of government offi cials/personnel in the barangays and more visible services served as effective counter measure to the insurgency. 3. Improved tax collections and increase in income Real Property Tax (RPT) collection increased, registering a 200% collection effi ciency in 2000 while total delinquency and penalties in RPT for the prior years were updated; barangay issuance of CTC through its deputized treasurer increased yearly income by an average of 5%. Magsaysay’s total annual income has grown from P22,744,011.22 in 1998 to 36,178,806.19 in 2001, a 15% average increase per year. This increase has been largely attributed to tax information drives and payment of the taxes by the people during PAK Operations. The increase in income has enabled the LGU to establish additional economic enterprises in the community. The LGU has opened up 3 more economic enterprises in the hope of beefi ng up its revenue generation. 7

Economic mainstreaming A total amount of 1.2 Million were provided in the form of livelihood assistance to cooperatives and various organizations/associations coming from the sectors of women, youth, senior citizens, indigenous people, and the persons-with-disabilities. 5. Improved Government Employee Morale and Government Services The program increased the awareness and appreciation of LGU personnel of the real problems in the barangays. It alo provided more opportunities for LGU personnel and barangay offi cials and residents to interact. This increased government effi ciency by strengthening initiatives and commitment of employees and offi cials in delivering better services and legislation. 6. Peace and Unity in the community promoted Through PAK, the LGU has regained people’s trust and confi dence in the government. It has revived the “bayanihan” spirit among barangay people who were encouraged to identify and implement community development after seeing the support of the LGU. LGU personnel, barangay offi cials and the community members have also established better relations and more active interaction. Municipal offi cials have learned to consult with various people’s organizations while municipal employees had deepened their commitment to public service out of the positive insights they obtained in the area. Barangay ffi cials and community members were able to air their problems and identify effective recommendations to address them. 7. More women availing of LGU services With the LGU providing gender responsive orientation and values clarifi cation inputs during the visits, more women are encouraged to avail of barangay services. 8. Gains for the environment PAK has identifi ed community-driven projects to help more effectively address poverty and environmental issues. LGU personnel are able to inform barangays of environment-related ordinances, including those concerning the protection and preservation of bufferzones, watershed areas, and tree parks. The LGU has also helped map out remaining forest covers and draw out plans to protect them. As a result, 34 cases of illegal cutting of trees have been reported and violators were apprehended. 8
