Summary<br />

With 12 <strong>of</strong> Magsaysay’s 22 barangays being upland, residents in these areas<br />

have severely-limited access to government services. <strong>The</strong> <strong>Paglilingkod</strong> <strong>Abot</strong>-<br />

<strong>Kamay</strong> or <strong>PAK</strong> program was thus conceived by the municipal government to<br />

make government services more accessible to these remote areas.<br />

Under this program, key LGU departments hold<br />

simultaneous one-day <strong>of</strong>fi ces in each barangay<br />

until all the barangays are visited. <strong>The</strong> LGU also<br />

implements a “no noon break” policy at the<br />

municipal hall so that a skeletal force in each<br />

<strong>of</strong>fi ce can accommodate clients even during<br />

lunch breaks.<br />

Along with making government services more<br />

accessible to the barangays, <strong>PAK</strong> also aims to<br />

increase local revenue collection and expose<br />

LGU personnel to different realities in the barangays, in the process enhancing their<br />

capacity to respond to people’s problems.<br />

In a matter <strong>of</strong> two years, the program has helped strengthen Magsaysay residents’ trust<br />

in the local government. It has heightened the LGU’s sensitivity to the concerns <strong>of</strong><br />

residents, by helping them identify and support more responsive priority projects for<br />

the barangays. Today, barangay <strong>of</strong>fi cials and local residents request for more visits and<br />

for an expanded range <strong>of</strong> services by the municipal government. In turn, municipal<br />

employees are more enthusiastic about each visit since these have added meaning and<br />

satisfaction to their work.<br />

ABOUT THE PAGLILINGKOD ABOT KAMAY PROGRAM OR <strong>PAK</strong><br />

Project History: Recognizing the Need for Improved Services Delivery<br />

1. <strong>The</strong> Need<br />

Magsaysay is a 4th class agricultural<br />

municipality in the province <strong>of</strong> Davao<br />

del Sur. Majority <strong>of</strong> its 22 barangays<br />

are upland barangays that are diffi cult<br />

to reach from the poblacion (town<br />

center). Upland residents need to<br />

spend a considerable amount <strong>of</strong> time<br />

and money to reach the municipal<br />

hall when they need permits, pay<br />

taxes or conduct other transactions<br />

with the LGU.<br />

Real property tax assessment/billing inquiries under <strong>PAK</strong> program<br />

In the meantime, the municipal<br />

government faced several problems<br />

including: 1) poor local revenue generation because <strong>of</strong> poor collection and lackluster tax<br />

campaigns; and 2) the lack <strong>of</strong> clear understanding among LGU employees <strong>of</strong> the real situation<br />

<strong>of</strong> the barangays because <strong>of</strong> their limited exposure to farfl ung barangays, especially as 70%<br />

<strong>of</strong> LGU personnel are confi ned to the municipal hall doing clerical and/or administrative<br />

work every day.<br />

2. Initiating <strong>PAK</strong><br />

Mayor Arthur P. Davin initiated and championed the <strong>PAK</strong> program in 1999. Six years as a<br />

Sanguniang Bayan member made him see the importance <strong>of</strong> bringing government services<br />

closer to the people and providing the LGU with avenues for barangay immersion.<br />

As a fi rst step, LGU departments sat with the mayor to brainstorm on the possible components<br />

<strong>of</strong> such a program. <strong>The</strong> mayor then issued an executive order on March 10, 1999 creating the<br />

program. By virtue <strong>of</strong> Executive Order No. 99-04. the Mayor outlined the components <strong>of</strong> the<br />

program and organized a task force made up <strong>of</strong> representatives <strong>of</strong> key LGU departments<br />

to hold simultaneous one-day <strong>of</strong>fi ces in every barangay for at least once a year until all<br />

barangays are visited.<br />

Since LGU personnel were to take their respective functions to the barangay, there was not<br />

much need for re-orientation or orientation. <strong>The</strong> mayor also endorsed the program to the<br />

Sangguniang Bayan, which in turn provided the necessary legislative support and approved<br />

to the required budget.<br />

Project Description : Bringing Government Services to the People: <strong>The</strong> <strong>PAK</strong> Framework<br />

To ensure ease in implementation, <strong>PAK</strong>’s objectives, components and features were kept<br />

simple and straightforward.<br />

1. <strong>PAK</strong> Objectives<br />

Its objectives are:<br />

1. Provide people with better access to government services<br />

2. Increase tax collection<br />

3. Develop rapport between government <strong>of</strong>fi cials / employees and barangay <strong>of</strong>fi cials/<br />

constituents<br />

Along with providing regular municipal government services, the program also hoped to<br />

tap available partner agencies that could extend related critical services like the Red Cross<br />

and the Integrated Bar <strong>of</strong> the Philippines.<br />

2. <strong>The</strong> Management Team: Composition and Tasks<br />

<strong>The</strong> management team is composed <strong>of</strong> four key <strong>of</strong>fi ces:<br />

Municipal Administrator - has the authority over all other <strong>of</strong>fi ces<br />

Civil Security Offi cer (CSO) - internal security in-charge<br />

CDIO - center for community organization and information dissemination<br />

Mayor’s Offi ce Staff - access to involved departments (especially GSO)<br />

Members <strong>of</strong> the management team have the following tasks:<br />

Information dissemination<br />

Preparation <strong>of</strong> the community and Brgy. Offi cials<br />

Appear during barangay sessions and present the program<br />

Ensure information dissemination up to purok and household level<br />

Facilitation <strong>of</strong> schedules - If possible, schedules must be made with prior consent <strong>of</strong> the<br />

brgy. ffi cials<br />

Venue preparation- Look for an area where the program may be conducted like Brgy. Hall<br />

or School<br />

Data collection / consolidation - ensures that the prepared forms are properly fi lled- up<br />

3. <strong>PAK</strong> Components<br />

a. <strong>The</strong> critical municipal departments<br />

to be involved in <strong>PAK</strong><br />

<strong>The</strong> <strong>Paglilingkod</strong> <strong>Abot</strong>-<strong>Kamay</strong> (<strong>PAK</strong>) <strong>Program</strong>: Magsaysay, Davao del Sur<br />

While all municipal government<br />

<strong>of</strong>fi ces are required to deliver their<br />

mandated services during the barangay<br />

visit, in Magsaysay’s experience, the<br />

most critical <strong>of</strong>fi ces have been the<br />

following:<br />

1) Municipal Health Offi ce to provide:<br />

- Medical consultations<br />

- Dental services<br />

- Distribution <strong>of</strong> medicines<br />

Free medical services under <strong>PAK</strong> program<br />

- Laboratory examination: Urinalysis, sputum smeering<br />

2) Municipal Civil Registrar to provide<br />

- Late registration <strong>of</strong> live birth<br />

- Applications for Marriage Licenses (under Art. 34 <strong>of</strong> FC)<br />

- Registration <strong>of</strong> death<br />

- Legitimation <strong>of</strong> <strong>of</strong> birth certifi cates<br />

3) Municipal Treasurer’s Offi ce to provide<br />

- Issuance <strong>of</strong> Community Tax Certifi cate<br />

- Real Property Tax Collection<br />

- Issuance <strong>of</strong> Credentials for large cattle<br />

4) Municipal Agriculture’s Offi ce to provide<br />

- Vaccination and other programs<br />

b. Implementing <strong>PAK</strong><br />

Preparatory Phase. Each department is asked to identify the services they would provide<br />

during the barangay visit. This helps determine the number <strong>of</strong> staff needed from each<br />

department as well as the resources or materials that they would need to bring with them.<br />

This is followed by information dissemination about the barangay visit at the level <strong>of</strong> the<br />

Association <strong>of</strong> Barangay Captains (ABC) League and a formal presentation made to each<br />

barangay council by the management team.<br />

Barangay <strong>of</strong>fi cials, in turn, take<br />

charge <strong>of</strong> disseminating information<br />

about the visit, including the date<br />

<strong>of</strong> visit and the services that will be<br />

<strong>of</strong>fered to the barangay residents<br />

so that they can come and avail <strong>of</strong><br />

these services.<br />

Actual Visit. During the actual visit,<br />

LGU staff are encouraged to bring<br />

their own food or “baon” so as not<br />

to burden the host barangay. A<br />

Agricultural services (de-worming, seedlings distribution,<br />

barangay visit usually carries the<br />

consultations, etc.)<br />

Lectures (capacity building) – from all other local agencies pertaining to their respective<br />

<strong>of</strong>fi ces<br />

Free legal consultation services<br />

Free haircut services<br />

Other services solicited from government agencies and NGOs<br />

Post Visit Activities. After the barangay visit, each department has to evaluate the experience<br />

and generate data on the following:<br />

Number <strong>of</strong> services provided<br />

Number <strong>of</strong> benefi ciaries<br />

Amount collected<br />

Number <strong>of</strong> newly registered persons<br />

Sustaining <strong>PAK</strong> through Bayanihan<br />

To sustain the projects initiated during the barangay visits, barangays are commit to<br />

implementing and monitoring these projects. In the implementation <strong>of</strong> these barangay<br />

development projects, the “bayanihan” system is used to reduce expenses in labor component.<br />

In this way, the people gradually develop a sense <strong>of</strong> ownership and responsibility towards the<br />

LGU projects implemented in their community.


Project Results: <strong>Abot</strong>-<strong>Kamay</strong> na Serbisyo, <strong>Abot</strong>-langit na Biyaya<br />

<strong>The</strong> <strong>Paglilingkod</strong> <strong>Abot</strong>-<strong>Kamay</strong> (<strong>PAK</strong>) <strong>Program</strong>: Magsaysay, Davao del Sur<br />

<strong>The</strong> returns <strong>of</strong> the <strong>Paglilingkod</strong> <strong>Abot</strong> <strong>Kamay</strong> <strong>Program</strong> <strong>of</strong> Magsaysay have been manifold,<br />

including:<br />

1. Improved Access to Basic Service Delivery at less Cost<br />

With the municipal government coming to visit them in their barangay, residents were able<br />

to avail <strong>of</strong> services without having to spend for transportation. As a result, from 1991 to<br />

2001,<br />

a total <strong>of</strong> 16,893 individuals have availed <strong>of</strong> medical/dental services<br />

285 couples were civilly married<br />

1,563 heads <strong>of</strong> animals were vaccinated<br />

1,269 cattles were registered<br />

7,115 adults were issued community tax certifi cates<br />

26,344 seedlings (forest and fruit trees) distributed for agro-forestry projects and barangay<br />

tree parks;<br />

P1.2M was provided for micro-enterprises<br />

15,061 people were assisted;<br />

more people were made aware <strong>of</strong> LGU programs and services<br />

Entrepreneurial orientation provided<br />

Water systems, energy resources developed<br />

2. Serving as a counter measure against insurgency<br />

<strong>The</strong> regular presence <strong>of</strong> government <strong>of</strong>fi cials/personnel in the barangays and more visible<br />

services served as effective counter measure to the insurgency.<br />

3. Improved tax collections and increase in income<br />

Real Property Tax (RPT) collection increased, registering a 200% collection effi ciency in<br />

2000 while total delinquency and penalties in RPT for the prior years were updated; barangay<br />

issuance <strong>of</strong> CTC through its deputized treasurer increased yearly income by an average <strong>of</strong><br />

5%.<br />

Magsaysay’s total annual income has grown from P22,744,011.22 in 1998 to 36,178,806.19<br />

in 2001, a 15% average increase per year. This increase has been largely attributed to tax<br />

information drives and payment <strong>of</strong> the taxes by the people during <strong>PAK</strong> Operations.<br />

<strong>The</strong> increase in income has enabled the LGU to establish additional economic enterprises<br />

in the community. <strong>The</strong> LGU has opened up 3 more economic enterprises in the hope <strong>of</strong><br />

beefi ng up its revenue generation.<br />

4. Economic mainstreaming<br />

A total amount <strong>of</strong> 1.2 Million were provided in the form <strong>of</strong> livelihood assistance to cooperatives<br />

and various organizations/associations coming from the sectors <strong>of</strong> women, youth, senior<br />

citizens, indigenous people, and the persons-with-disabilities.<br />

5. Improved Government Employee Morale and Government Services<br />

<strong>The</strong> program increased the awareness and appreciation <strong>of</strong> LGU personnel <strong>of</strong> the real<br />

problems in the barangays. It alo provided more opportunities for LGU personnel and<br />

barangay <strong>of</strong>fi cials and residents to interact. This increased government effi ciency by<br />

strengthening initiatives and commitment <strong>of</strong> employees and <strong>of</strong>fi cials in delivering better<br />

services and legislation.<br />

6. Peace and Unity in the community promoted<br />

Through <strong>PAK</strong>, the LGU has regained people’s trust and confi dence in the government. It has<br />

revived the “bayanihan” spirit among barangay people who were encouraged to identify and<br />

implement community development after seeing the support <strong>of</strong> the LGU.<br />

LGU personnel, barangay <strong>of</strong>fi cials and the community members have also established<br />

better relations and more active interaction. Municipal <strong>of</strong>fi cials have learned to consult with<br />

various people’s organizations while municipal employees had deepened their commitment<br />

to public service out <strong>of</strong> the positive insights they obtained in the area. Barangay ffi cials and<br />

community members were able to air their problems and identify effective recommendations<br />

to address them.<br />

7. More women availing <strong>of</strong> LGU services<br />

With the LGU providing gender responsive orientation and values clarifi cation inputs during<br />

the visits, more women are encouraged to avail <strong>of</strong> barangay services.<br />

8. Gains for the environment<br />

<strong>PAK</strong> has identifi ed community-driven projects to help more effectively address poverty and<br />

environmental issues. LGU personnel are able to inform barangays <strong>of</strong> environment-related<br />

ordinances, including those concerning the protection and preservation <strong>of</strong> bufferzones,<br />

watershed areas, and tree parks. <strong>The</strong> LGU has also helped map out remaining forest covers<br />

and draw out plans to protect them. As a result, 34 cases <strong>of</strong> illegal cutting <strong>of</strong> trees have been<br />

reported and violators were apprehended.<br />

9. Gain in people empowerment<br />

<strong>The</strong> <strong>Paglilingkod</strong> <strong>Abot</strong>-<strong>Kamay</strong> (<strong>PAK</strong>) <strong>Program</strong>: Magsaysay, Davao del Sur<br />

<strong>PAK</strong> has helped build stronger<br />

community structures by utilizing<br />

existing structures in the barangay to<br />

ensure that projects are sustained and<br />

monitored. People’s skills in fi nancial<br />

management and budgetary processes<br />

were enhanced through orientations<br />

by members <strong>of</strong> the Municipal Finance<br />

Committee, composed <strong>of</strong> the Mun.<br />

Budget Offi cer, the Mun. Treasurer and<br />

the Mun. Accountant. Members <strong>of</strong> the<br />

Free haircut services under <strong>PAK</strong> program<br />

Lupon, together with the barangay captains, were also briefed on effective settlement <strong>of</strong><br />

cases under the Katarungang Pambarangay Law.<br />

<strong>The</strong> LGU has also helped build partnership among groups by tapping private and public<br />

agencies to provide services during the barangay visits. <strong>The</strong>se include the Integrated Bar<br />

<strong>of</strong> the Phil.-Davao del Sur Chapter, volunteer doctors and nurses from various hospitals in<br />

Davao City and the province, and local NGOs like MAPHEC. Line agencies like PENRO ,<br />

the Population Commission, the Department <strong>of</strong> Trade and Industry and the Department <strong>of</strong><br />

Agriculture also contributed their services.<br />

B. REPLICATING <strong>PAK</strong><br />

Key Implementation Steps<br />

In replicating the <strong>Paglilingkod</strong> <strong>Abot</strong> <strong>Kamay</strong> (<strong>PAK</strong>) <strong>Program</strong> <strong>of</strong> Magsaysay, the following<br />

implementation steps have to be undertaken:<br />

1. Preparatory Work<br />

In the preparatory phase, the local chief executive has to provide the foundation for the <strong>PAK</strong><br />

program. S/he needs to:<br />

a. Issue an Executive Order Creating the <strong>PAK</strong> <strong>Program</strong><br />

b. Develop an outline <strong>of</strong> the project containing the main features <strong>of</strong> the program, including<br />

the program’s rationale, objectives, main strategies and the key stakeholders to be<br />

involved.<br />

2.Implementing <strong>PAK</strong>: Barangay Visit<br />

what materials/equipment need to be brought to the barangay.<br />

As part <strong>of</strong> the information dissemination to the barangay:<br />

<strong>The</strong> <strong>Paglilingkod</strong> <strong>Abot</strong>-<strong>Kamay</strong> (<strong>PAK</strong>) <strong>Program</strong>: Magsaysay, Davao del Sur<br />

Barangay <strong>of</strong>fi cials must be responsible for information dissemination at the purok and<br />

household level<br />

<strong>The</strong>y should clearly identify the services to be <strong>of</strong>fered or made available during the visit<br />

so that citizens are aware and prepared to avail <strong>of</strong> the respective services<br />

Encourage the constituents to avail the services<br />

Information dissemination is a crucial part <strong>of</strong> the <strong>PAK</strong> program. <strong>The</strong> quality <strong>of</strong> information<br />

dissemination will determine the number <strong>of</strong> residents who will eventually be able to avail<br />

<strong>of</strong> the services and take advantage <strong>of</strong> the <strong>PAK</strong> program.<br />

In scheduling the visits, departments must also take into account special days in the barangays<br />

like fi estas, anniversaries, harvest season, rainy season, etc.<br />

Interdepartmental Meeting and Finalization<br />

<strong>The</strong> management committee should call a meeting with all department heads to ensure<br />

their respective <strong>of</strong>fi ces are ready to provide their services. Here all departments confi rm<br />

their plans and schedules are fi nalized. In fi nalizing the details, the management team may<br />

need to send out <strong>of</strong>fi cial invitation to partners & stakeholders who would be involved in<br />

the barangay visit and secure all logistical needs <strong>of</strong> the LGU employees who will go to the<br />

barangay including food, transportation and security.<br />

b. Actual <strong>PAK</strong> visit<br />

During the actual visit, it is important that barangay level <strong>of</strong>fi cials are involved as they would<br />

be needed to provide some logistical and physical support for the <strong>PAK</strong> operations (e.g, tables,<br />

chairs, etal)<br />

c. Post Visit<br />

Departments need to register the number <strong>of</strong> clients they accommodated or the amount<br />

collected. <strong>The</strong>n, they undertake an evaluation with the help <strong>of</strong> the management team.<br />

3. Implementing the “No-noon break policy”<br />

a. Provide an orientation to LGU employees regarding such policy.<br />

b. Issue a memorandum order to institutionalize the policy.<br />

c. All departments in the LGU must be directed to come up with a schedule their employees<br />

that would allow everybody to experience being part <strong>of</strong> the skeletal working force that<br />

would remain in the <strong>of</strong>fi ce during lunch breaks to accommodate clients.<br />

Pr<strong>of</strong>i le <strong>of</strong> the barangay where the <strong>PAK</strong> Operations is held provides a good background <strong>of</strong> the<br />

barangay itself. <strong>The</strong> pr<strong>of</strong>i le has information on:<br />

• history • land area • former and recent elected barangay leader<br />

• population • facilities available, and<br />

• mode <strong>of</strong> transportation available, etc.<br />

BRIEF PROFILE OF BARANGAY TACUL<br />

In 1943, Tacul was part <strong>of</strong> the Municipality <strong>of</strong> Bansalan. A Corporal <strong>of</strong> the Philippine<br />

Army named Cpl. Jose Sumalnap who was an Igorot from Agawa, Bisao, Mountain<br />

Province, created it. <strong>The</strong> First Bagobo leader was Datu Landiwa and the First Blaan<br />

Leader was Datu Banggat. <strong>The</strong> name <strong>of</strong> this place before was Pantulangon and it was<br />

changed and renamed as Tacul in 1948, which came from dominantly grown tree<br />

“TIPOLO”.<br />

<strong>The</strong> fi rst barangay leader known as Tenyente del Baryo was the Late Marcelo Callata<br />

when the then President Ramon Magsaysay signed into law RA 1408 creating Tacul<br />

as one <strong>of</strong> the barangay <strong>of</strong> the Municipality <strong>of</strong> Magsaysay, Davao del Sur.<br />

<strong>The</strong> current Barangay Captain is Alexander Cossid, who was previously appointed<br />

in 1998 when his predecessor run for Municipal Councilor and elected as Punong<br />

Barangay last June 15, 2002 barangay election.<br />

Barangay Tacul is bounded in the northwest portion <strong>of</strong> the municipality adjacent to<br />

the Barangays <strong>of</strong> Bala and Upper Bala on the eastern portion, Barangay Malongon<br />

on the northern portion, Barangay Maibo on the western portion bordering the<br />

provincial boundary <strong>of</strong> North Cotabato and Barangay San Isidro and Balnate on the<br />

southern portion. <strong>The</strong> terrain <strong>of</strong> the barangay is gently sloping hills, some fl at lands<br />

and mountainous areas going westward. It is approximately 9.6 kms. Away from the<br />

urban water <strong>of</strong> Poblacion, the seat <strong>of</strong> municipal government.<br />

It has a total land area <strong>of</strong> 1,220.746 hectares. It is an agricultural community with<br />

production from coconut, corn, rice and rubber at 320.0 hectares, 216.0 hectares,<br />

195.12 hectares and 170.0 hectares, respectively. Other areas are planted to rootcrops,<br />

vegetables and fruit trees. Mango plantation covers 3,989 trees and 820 trees <strong>of</strong><br />

marang plantation. Leading livestock and poultry production are from chicken,<br />

swine, goat and carabao. <strong>The</strong> barangay is an urbanizing area with commercial<br />

activities and having regular market day every Saturday. Other areas are also utilized<br />

to infra utilities and institutional facilities such as elementary school, secondary<br />

school, barangay hall, covered court for training, social and sports activities, day<br />

care center, barangay health center and some private religious chapels.<br />

<strong>The</strong>re is also one tourism facility developed in the area whish is an inland swimming<br />

resort located at Sitio Laya.<br />

Approximately 7.0% <strong>of</strong> the population are IP with Bagobo tribe as the leading IP<br />

followed by Blaan mostly settling in Sitios Laya, Siogan, Bomba and Santol.<br />

A Total <strong>of</strong> 92.5% <strong>of</strong> this barangay sitios populace are literate and 7.5% are illiterate.<br />

Major source <strong>of</strong> drinking water is from spring development (level 2 & 3) which is<br />

about 75% <strong>of</strong> the consuming populace while 25% drinks from jetmatic pump water<br />

supply.<br />

<strong>The</strong> barangay has regular transportation vehicles from passenger jeepneys, motorcycle/<br />

skylabs and hauler trucks for commercial, agro-forestry and light industrial activities <strong>of</strong><br />

the area. It is also energized through the DASURECO providing the power supply.<br />

<strong>The</strong> area <strong>of</strong> the barangay is expected to increase upon fi nal settlement <strong>of</strong> disputed<br />

boundary areas claimed by North Cotabato and this is expected to boast agricultural<br />

development and other socio-economic development <strong>of</strong> the barangay.<br />
