Trail Project and Splash Park
Town officials approved a bid for
the Community Park Trail Project
and awarded it to W. F. DeLauter.
Planning and implementation for
this project took 6 years. Funds for
the Trail Project came partially from
a POS/SHA matching funds grant.
The contractor was given notice to
proceed with the project.
The Splash Park is still planned
for implementation (hopefully) by
the summer of 2011. Emmitsburg
has been awarded a grant from
the State for the Splash park that
will be funded in 2012. The State
has agreed to allow Emmitsburg
to get started now with their own
funds and then forward funds as
reimbursement in 2012. Town
officials didn’t want to have to wait
until 2012 to get the Splash park
installed (town kids concur).
Elections for Emmitsburg Town
Commissioners in September
Town elections will be held on
September 28 for two Commissioner
seats. Seats now held by
Commissioners Blanchard and Etris
will be up for election.

an open house on August 10 at
7:00 p.m. The public is invited.

Thurmont July
Floating Zone Ordinance in
Master Plan
Frederick County Planner,
Denis Supercynski, participated in
the Thurmont town hall on July
19 to help describe the “Floating
Zone Disctrict” that Thurmont is
considering for their Master Plan.
“I go back to the metaphor of having
this thing (floating zone) floating
above the town,” says Supercynski.
“You have to ask for permission
to have it dropped onto your
property.” As part of developing
land in Thurmont, the piece of land
being considered for the floating zone
would have to meet certain basic
criteria, including: 1) containing 10
or more acres, 2) single project based
and 3) is consistent with policies of
the Master Plan. This kind of zoning
would give more flexibility for the
town in trying to create a plan for
future development. The builder of
the property would have 2 or 3 years
to properly begin their project before
town officials can decide to retract
the zone offer. Board members want
to hold a mock floating zone test
to get an idea for how the floating
zone operation would work. This
ordinance will be discussed further in
the future.
Fortune Telling no Longer
Outlawed in Thurmont
Thurmont had an ordinance
on the books for many years that
outlawed fortune telling.
First initiated in 1955, the
ordinance was then readopted in
1986. The ordinance mentioned “It
shall be unlawful for any person to
engage in or practise clairvoyance,
astrology, mind reading, palmistry,

phrenology, divination or other
physical means or pretence of fortune
telling, for gain, either directly or
indirectly, within the corporate limits
of Thurmont.” This ordinance
was repealed as it was determined
to be unenforceable due to First
Amendment rights (freedom of
speech/expression).
Environmental Surcharge for
Electric Bills
The town of Thurmont has been
absorbing a $10,000 environmental
fee per year that was meant to be
passed on to electric customers. This
surcharge is charged by the State
of Maryland and put into a special
fund to help assist low income
families with their electric bills. The
average cost for a high end using
family would be about 30 cents per
month. Town officials voted to pass
this charge onto Thurmont electric
users with the charge showing on
the bill as a separate line item.
Commissioners also suggested that
since there would be an additional
$10,000 in the budget that they
would meet in a workshop to discuss
possible cost of living pay raises for
town staff.
