For perhaps only copper, iron, alum<strong>in</strong>ium,<br />

and lead, and only for the more-developed<br />

countries, can we feel we have enough <strong>in</strong>formation<br />

to give us a reliable estimate of the<br />

stocks of metal <strong>in</strong> use. Nonetheless, the order<br />

of magnitude of <strong>in</strong>-use stocks, for those<br />

metals, at least, can readily be appreciated<br />

from the <strong>in</strong>formation assembled here<strong>in</strong>.<br />

4.2 <strong>Stocks</strong> <strong>in</strong> Unm<strong>in</strong>ed Ores<br />

(“Resources” of <strong>Metal</strong>s)<br />

This subject will be addressed <strong>in</strong> Report 4 of<br />

the Global <strong>Metal</strong> Flows Group and is not discussed<br />

here<strong>in</strong>.<br />

4.3 <strong>Stocks</strong> <strong>in</strong> Tail<strong>in</strong>gs<br />

The metal contents of tail<strong>in</strong>gs are highly dependent<br />

on the efficiency of the separation<br />

process applied to the ore that was m<strong>in</strong>ed.<br />

Modern m<strong>in</strong>es measure the metals concentrations<br />

<strong>in</strong> tail<strong>in</strong>gs discards, but the <strong>in</strong>formation<br />

is generally proprietary. We know of no<br />

stock estimates at levels higher than <strong>in</strong>dividual<br />

process<strong>in</strong>g facilities.<br />

4.4 <strong>Stocks</strong> <strong>in</strong> Process<strong>in</strong>g Facilities<br />

No general <strong>in</strong>formation is available on processor<br />

stockpiles. Most material moves rapidly<br />

through process<strong>in</strong>g facilities, so the quantities<br />

<strong>in</strong> these stockpiles are probably relatively<br />

small.<br />

4.5 Government Stockpiles<br />

At least three governments, Japan, Ch<strong>in</strong>a,<br />

and the United States, are known to ma<strong>in</strong>ta<strong>in</strong><br />

stockpiles of selected metals. Those<br />

for Japan are reported to be completed by<br />

Y. Moriguchi. There is no official <strong>in</strong>formation<br />

on Ch<strong>in</strong>a’s stockpiles, though some estimates<br />

are made (Shanghai <strong>Metal</strong> Corporation,<br />

2008). Those for the United States are<br />

reported <strong>in</strong> USGS (2008 and preced<strong>in</strong>g years).<br />

4.6 <strong>Stocks</strong> <strong>in</strong> Manufactur<strong>in</strong>g<br />

Facilities<br />

No general <strong>in</strong>formation is available on manufacturer<br />

stockpiles. Most material moves<br />

rapidly through process<strong>in</strong>g facilities, so the<br />

quantities <strong>in</strong> these stockpiles are probably<br />

relatively small.<br />

4.7 <strong>Stocks</strong> <strong>in</strong> Recycl<strong>in</strong>g Facilities<br />

No general <strong>in</strong>formation is available on recycler<br />

stockpiles. Most material moves rapidly<br />

through process<strong>in</strong>g facilities, so the quantities<br />

<strong>in</strong> these stockpiles are probably relatively<br />

small.<br />

4.8 Landfill Stockpiles<br />

Little <strong>in</strong>formation is available on the amount<br />

and location of metals <strong>in</strong> landfills. We are<br />

aware of only two estimates: for iron <strong>in</strong> U.S.<br />

landfills (850 Tg Fe; Müller et al., 2006), and<br />

for copper <strong>in</strong> global landfills (225 Tg Cu; Kapur,<br />

2004). These amounts are relatively<br />

large, but the material <strong>in</strong> landfills is widely<br />

dispersed and resides <strong>in</strong> discarded products<br />

rather than ores. There are no <strong>in</strong>stances<br />

of any significance where metal has been<br />

recovered from landfill stocks. In the case of<br />

materials whose use is <strong>in</strong>creas<strong>in</strong>gly regulated<br />

(e. g., mercury and cadmium), the landfill<br />

stock may, over time, exceed the stock <strong>in</strong> use.
