SMALL BOATS FOR <strong>RESCUE</strong><br />

Detective Dave Norman, NYPD Emergency Service Unit<br />

This seminar will provide an overview of small crafts that are typically<br />

used by fire, police, and rescue units. It will include a classroom lecture<br />

and interactive training covering the practicality of certain boats, their<br />

design, and problems associated with each type. Towing, launching,<br />

equipment, and maintenance for daily operation will also be reviewed.<br />

No prior training is required. This seminar is for all personnel involved<br />

in the rescue process.<br />

The Coast Guard has several different types of search patterns utilized<br />

depending on the situation at hand. In this seminar, Coast Guard personnel<br />

will review some of the most common search patterns used.<br />

In this seminar, Coast Guard personnel will discuss the events of February<br />

25, 2016, that resulted in a 25-foot Coast Guard safe boat overturning<br />

in the East Rockaway Inlet with five crewmembers on board.<br />

The instructors will explain how training and the use of proper personal<br />

protective equipment were the significant reasons why no Coast Guard<br />

members sustained serious injuries during this incident.<br />

Coast Guard personnel will discuss the assets they have available to<br />

assist local first responders and explain what they are looking for from<br />

local fire/rescue service providers during this seminar.<br />

Dr. Jonathan Eckstein, St. John’s Episcopal Hospital<br />

Water rescue calls can be challenging to both rescue crews and EMS<br />

personnel. EMS can be faced with limited access and sometimes delayed<br />

access to the patient. In this seminar, the instructor will review<br />

drowning, diving emergencies, hypothermia, and traumatic injuries<br />

that crews might be faced with when it comes to a water rescue. He<br />

will discuss the importance of quickly identifying the patient’s issues<br />

and the need to provide aggressive patient care.<br />

EMS HANDS-ON <strong>TRAINING</strong><br />

Training will review communication with rescue crews and enhance<br />

team leader skills as students direct care and make use of critical thinking<br />

while working toward a successful resuscitation. Students will perform<br />

a thorough initial assessment; perform secondary assessment to<br />

find additional injury or useful information including SAMPLE, OPQRST<br />

and details from witnesses; perform high quality CPR within AHA<br />

guidelines; perform successful defibrillation, pacing, cardioversion as<br />

appropriate for the scenario; perform successful intubation with ETCO2<br />

use; obtain IV or IO access; review proper medication administration;<br />

perform a telemetry presentation; and participate in a post-scenario<br />

hotwash. Students must have at least CFR certification to participate.<br />

<strong>WATER</strong> <strong>RESCUE</strong> HANDS-ON <strong>TRAINING</strong><br />

Training will review boat launching and recovery, navigational skills,<br />

boat operations, recovery of victims, patient care and working with<br />

EMS. Includes an open water practical. This is not a small boat handling<br />

class and boat teams should be familiar with their vessels and<br />

have prior boat handling skills. Teams must bring vessels to participate.<br />

*EMS Hands-On Training is limited to 20 students.<br />

Water Rescue Hands-On Training is limited to 50 students.


INSTRUCTORS<br />

Petty Officer John Lowell,<br />

United States Coast Guard, Station Jones Beach<br />

BM1 John Lowell is an 8-year member of the United States Coast Guard.<br />

From basic training in Cape May, N.J., Lowell was assigned to Station<br />

Kings Point, Great Neck, N.Y. After serving there for four years, he was<br />

transferred to Station Jones Beach, N.Y., where he is the operations and<br />

training petty officer. Lowell is also a 6-year member of the Great Neck<br />

Alert Fire Company, where he was a line officer for several years.<br />

Senior Chief Andrew Merchel,<br />

United States Coast Guard, Station Jones Beach<br />

Senior Chief Boatswain’s Mate Andrew Merchel is a native of Philadelphia,<br />

Pa. His Coast Guard enlistment began in 1995 and he is currently<br />

the commanding officer of Station Jones Beach. After graduating from<br />

recruit training in Cape May, N.J., Merchel was assigned to USCGC<br />

DALLAS, Governors Island, N.Y. In 1997, he was transferred to Station<br />

Cape May, N.J. and in 2001, he was assigned to USCG Sector,<br />

Charleston, S.C. as a search and rescue controller. In 2005, Merchel<br />

was assigned as the navigation division chief on board USCGC CON-<br />

FIDENCE, Port Canaveral, Fla. In 2008, he was assigned to the Maritime<br />

Security Response Team as the deployable boat team leader for<br />

Tactical Delivery Team One in Chesapeake, Va. Merchel also served as<br />

executive petty officer of Station Pensacola, Fla.<br />

Detective David Norman,<br />

NYPD Emergency Service Unit<br />

Dave Norman is a second grade detective and 30-year veteran of the<br />

New York City Police Department and a member of the elite Emergency<br />

Service Unit. Norman has been a lead instructor at the NYPD Emergency<br />

Service Unit Specialized Training School for the past 11 years. He has<br />

taught classes for a multitude of units within the NYPD, as well as civilian<br />

contractors, volunteer fire departments, and foreign police departments<br />

and rescue units. The NYPD Emergency Service Unit responds to a wide<br />

array of emergencies including, but not limited to: tactical operations,<br />

water rescues, rope rescue, haz-mat, and vehicle and rail emergencies.<br />

As an instructor at the Specialized Training School, Norman has been<br />

responsible for training new members in all aspects of response, especially waterborne operations and civil disobedience.<br />

Norman is also a Medal of Valor recipient, ex-captain, and 30-plus year member of the Inwood Volunteer Fire Department.<br />

Dr. Jonathan Eckstein, St. John’s Episcopal Hospital<br />

Dr. Jonathan Eckstein started his graduate medical education career in the Rockaways at St. John’s Episcopal Hospital in 1998.<br />

Shortly thereafter, he was called to active duty military service with the Second Marine Division and spent over four years on<br />

active duty. His military service included a deployment with the First Battalion Tenth Marines in support of Task Force Tarawa<br />

to Iraq in 2003. Eckstein returned to the Rockaways and a family medicine residency at Peninsula Hospital Center in 2003.<br />

Since that time, he has moved into a medical education role as the family medicine residency director at St. John’s Episcopal<br />

Hospital, where he oversees 34 doctors in training and providing care for the community. Eckstein also practices in the emergency<br />

department to maintain skills in urgent and critical care and serves as the medical director for Lawrence Cedarhurst Fire<br />

Department. He also spends a great deal of time educating other veterans and speaking as a member of the American Legion,<br />

VFW, and Marine Corps League regarding general health concerns and assisting them in obtaining veteran’s benefits.
