Office leasing activity is being fuelled by a strong<br />

technology sector and employment growth.<br />

Overall, Australian CBD office markets recorded positive net absorption of 296,900 sqm for 2015.<br />

Sydney and Melbourne are at the forefront of the office market recovery, recording above trend net<br />

absorption results driven by strong employment growth. The momentum that we recorded in leasing<br />

enquiry over 2015 points towards continued activity in most markets over the first part of 2016.<br />

NEW SOUTH WALES<br />

The epicentre of Sydney’s CBD continues<br />

to shift whilst Western Sydney begins to see<br />

growth and demand.<br />

The traditional epicentre of the City has shifted from the North towards the<br />

Midtown precinct and is now continuing to spread west of the CBD Core.<br />

The new towers at Barangaroo South, International Towers Sydney, are<br />

changing the Western city skyline with 3Q15 marking the partial completion<br />

of the first tower adding 59,000 sqm to stock.<br />

With the majority of the Barangaroo development still to complete, the Western<br />

Corridor will become Sydney’s second largest precinct comprising 27% of stock<br />

by the end of 2019.<br />

Widely recognised as ‘Sydney’s second CBD’, Parramatta has recently been making<br />

the headlines with the commencement of the first stage of Parramatta Square and<br />

the proposed Aspire tower – designed to be the tallest residential tower in NSW.<br />

Parramatta is a well-established hub for the State Government and in the 2014<br />

budget the NSW government announced it planned to relocate a further 1,000<br />

workers to Parramatta. Professional services firms such as Deloitte and KPMG<br />

are expanding their occupational footprint in Parramatta to meet the requirements<br />

of public and private sector clients.<br />

CAPITAL TERRITORY<br />

Canberra is a unique leasing market which is<br />

heavily driven by the Australian Government.<br />

The last 36 months have been a time of uncertainty and instability caused by<br />

Federal Government restucture, however the Machinery of Government (MOG)<br />

changes and ‘Project Tetris’ initiatives has meant that the leasing market has<br />

remained active.<br />

The drop in total vacancy throughout 2015 (now down to 14.1%) was predominately<br />

driven by the Federal Government taking on existing subleases and outsourcing<br />

direct vacancies in both the Barton and Civic precincts.<br />

The leasing recovery gathered momentum in 2015, with annual net absorption<br />

(positive 18,000 sqm) trending well above year‐end forecasts. This activity,<br />

in tandem with the positive impact of ‘Project Tetris’, will see the positive<br />

momentum from 2015 continue into 2016.<br />

Leading Australia’s economic recovery,<br />

however business confidence remains<br />

conservative.<br />

The Melbourne CBD office market is now 24 months into a leasing market recovery<br />

and a record number of leasing enquires have been recorded since the start of<br />

2015, resulting in positive net absorption of 141,500 sqm over the past 12 months.<br />

Our analysis of leasing enquiry shows that 60% is for space less than 1,000 sqm<br />

which suggests organic growth in the small business sector is starting to drive<br />

economic recovery and this coupled with continued centralisation is driving<br />

leasing enquiry.<br />

There are a number of industry sectors driving activity – the most active are the<br />

professional and financial services sectors. The IT sector is also expanding and<br />

at a faster rate than other sectors as their clients seek to become more innovative<br />

with technology to boost productivity.<br />

The request for “funky….boutique space” is common and not just from technology<br />

companies. More than 68% of tenants seeking

QUEENSLAND<br />

The Queensland economy continues to undergo<br />

a transition away from the resource sector<br />

more towards broad based growth.<br />

At the same time the Brisbane office market is struggling with a difficult combination<br />

of historically high vacancy combined with a large development pipeline. Brisbane<br />

is currently undergoing a cycle of re-generation with some of its largest ever projects<br />

currently planned or underway. With every $1 million invested in construction<br />

estimated to result in $3 million created for the domestic economy, the sheer<br />

volume of major construction projects and upgrades should generate thousands<br />

of jobs for Queensland.<br />

Tenants are taking advantage of the current soft leasing market and are choosing<br />

to upgrade their office space at highly attractive rents. This is leaving behind vacant<br />

secondary space – JLL has identified up to 194,000 sqm (equivalent to 9% of stock)<br />

which could be withdrawn over the next five years for conversion, refurbishment<br />

or demolition.<br />

While mining will remain important to the Brisbane office market we may be about<br />

to witness a broader based recovery driven by professional services, education<br />

and construction, as well as secondary jobs from tourism growth.<br />

It should be noted that while demand may have turned a corner, Brisbane’s office<br />

supply pipeline remains strong and it may be some time before any improvement<br />

in demand translates to falling vacancy and substantial rental growth.<br />

Don’t judge a book by its cover - Adelaide is<br />

performing better than it seems.<br />

If you were to assess Adelaide’s performance based on statistics, you wouldn’t see<br />

a very appealing story. With low net absorption, high vacancy and minimal rental<br />

growth, Adelaide appears to be struggling to get back on its feet. However, all is<br />

not as it seems. The vacancy rate has risen throughout 2015, due to amount of<br />

new stock coming to market, which historically has been a key indicator to predict<br />

a strong real estate market moving forward.<br />

Adelaide’s moderate performance in 2015, spurred a trend towards centralisation<br />

and consolidation that has driven a number of large lease transactions in the last<br />

12-18 months. With high incentives on offer, particularly in the CBD, tenants have<br />

been able to upgrade and direct incentives towards either educing recurring costs<br />

or towards capital costs for fitout.<br />

The desire to escape old and obsolete fitout is also proving to be a powerful driver,<br />

especially when new fitouts can drive efficiency and reduce footprint and ultimately<br />

cost. With incentives now at a level that can fully fund a new fitout, the case for<br />

relocation is made slightly easier.<br />

Perth continued to feel the effects of record<br />

high supply and low withdrawals.<br />

With vacancy of less than 1% in 2006 and 2007, the investment phase of the<br />

mining boom triggered a strong construction cycle in the Perth CBD office<br />

market. Between 2009 and 2012, 316,000 sqm of office space was added<br />

to stock. This was supported by very strong growth in office demand in 2010,<br />

2011 and the first half of 2012.<br />

Fast-forward to 2015, and the Perth office market is in a very different place.<br />

Vacancy has risen steadily since 2012, currently at 19.6%, with negative<br />

net absorption of 42,000 sqm recorded in 2015. With the transition from<br />

the construction to the production stage of the mining boom well and truly<br />

under way, and decade-low iron ore and oil prices, the impact is being felt<br />

by tenants in the Perth CBD office market.<br />

Contractions and consolidations by mining companies, engineering firms,<br />

and businesses servicing the resource industry have impacted heavily on<br />

vacancy, with this trend expected to continue through 2016. An additional<br />

149,000 sqm of office supply entered the market in 2015, the highest year<br />

of supply additions since 1982.<br />
