call blocking apps. These apps allow mobile users<br />

to identify and block harassing mobile numbers<br />

and often include features that can reveal the name<br />

or location of the caller. One of the most popular<br />

call blocking apps is Truecaller, an app which<br />

last year saw 500% growth among sub-Saharan<br />

African users. Today Truecaller has over 100<br />

million users worldwide, hardly an insignificant<br />

figure when compared with app giants Instagram<br />

(~300m users), Twitter (~240m users) and<br />

Snapchat (~200m users). 92<br />

4.3.3 Women in the Tech Sector<br />

Finally, the lack of women in the technology sector –<br />

including in private and public sector - may also have an<br />

impact on priorities, culture, technologies developed and<br />

corporate policies, regulations and infrastructures that<br />

can promote or reduce cyber VAW. Technology tends<br />

to reflect the interests, perspectives and experiences of<br />

those creating them. The discrepancy between the need<br />

to address cyber VAW and the present gaps in attention<br />

to developing solutions may not be surprising then when<br />

looking at the figures of women in technology, particularly<br />

in decision making positions.<br />

A concerted effort to promote more women into decisionmaking<br />

positions in the technology sector should be a<br />

high priority. Moreover, there is a need to engage men<br />

within the tech sector as well. The Cisco Men for Inclusion<br />

programme is one such example and may serve as a<br />

reference for other companies. 93<br />

4.4 Sanctions and compliance:<br />

Frameworks, Law and its application<br />

No matter the platform employed, growing cyber-crime<br />

calls for an explicit incorporation of the relevant and<br />

human rights conventions and constitutional laws into<br />

Internet governance. The UN system - and importantly the<br />

ITU and UN Women as respective leads on ICT regulations<br />

and EVAW - is in a unique position to bring industry<br />

together with governments to bring about much needed<br />

clarity and provide the necessary incentives, resources<br />

and political will to champion and address cyber VAWG.<br />

In addition, the global community has through normative<br />

frameworks has established commitments that either<br />

explicitly or implicitly require governments and other<br />

stakeholders to take action.<br />
