Deep frame construction<br />

• Inset covers that do not have a deep frame<br />

or edge restraint will not have the same load<br />

bearing capacity as the rest of the footway<br />

• Where multiple inspection covers are arranged<br />

in a row, maintenance works should ensure<br />

that the covers are not swapped over, as<br />

any carefully detailed layout will become<br />

misaligned<br />

• External edges of the tray should be lubricated<br />

with a non-setting petroleum jelly to avoid the<br />

tray becoming stuck in the frame<br />

• Failure as a result of shallow inset materials<br />

Ownership<br />

Utility companies own the majority of ironwork<br />

that appears on the public highway and are<br />

responsible for the maintenance of their<br />

inspection covers. A small proportion are owned<br />

by the highway authority and these relate to<br />

traffic signalling, drainage and CCTV surveillance<br />

equipment. Where the highway authority<br />

replaces the utility company standard cover with<br />

a bespoke inset cover, the highway authority<br />

assumes the maintenance responsibility for that<br />

cover.
