Vision and purpose<br />
To enhance night-time use, economy and<br />
enjoyment, and to provide safe passage across the<br />
Capital for all road users, we choose to provide<br />
street lighting across the TLRN. Street lighting<br />
provides many benefits to the network, including:<br />
• Reducing night-time accidents and personal<br />
injuries<br />
• Reducing crime and fear of crime<br />

• Promoting personal physical fitness and<br />
sustainability by encouraging walking and<br />
cycling after dark<br />
• Facilitating social inclusion by permitting the<br />
use of streets and amenities after dark<br />
• Supporting the 24-hour leisure economy<br />
promoting economic development<br />
• Providing safe access to educational facilities<br />
supporting lifelong learning<br />
• Assisting emergency services to identify<br />
locations and so reduce response times<br />
• Permitting the effective use of CCTV during<br />
the hours of darkness<br />
• Maintaining and/or improving the quality of life<br />
and personal wellbeing<br />
• Providing an aesthetically pleasing appearance<br />
during the day and night<br />
However, such advantages need to be<br />
considered with other benefits. These include<br />
their environmental impact, sustainability, the<br />
reduction in greenhouse gas emissions, the<br />
more efficient use of energy, and the provision<br />
of Best Value. Such initiatives are supported<br />
by drivers including the Climate Change Act<br />
2008 (to reduce greenhouse gas emissions), the<br />
Carbon Reduction Commitment (CRC) Energy<br />
Efficiency Scheme (to make more efficient use of<br />
energy), and the Mayor’s Transport Strategy and<br />
Climate Change Mitigation and Energy Strategy.<br />
We therefore embrace innovation and the<br />
latest technological advances to provide these<br />
outcomes and these include the implementation<br />
of a lighting Central Management System (CMS)<br />
and use of the latest light source technology.
