12.11. Planned events infrastructure<br />

Designing in permanent infrastructure to support<br />

planned events may be considered in exceptional<br />

circumstances for the delivery of certain key<br />

services on roads which regularly serve as a focus<br />

for significant citywide events. This may include<br />

reinforcing designated areas of footway for<br />

planned HGV overrun or for locations where<br />

generators will be accommodated during events.<br />

As a general principle, streets should be<br />

designed for flexible use so that they can serve<br />

as focal points for activity when required.<br />

In all cases we have a duty to ‘assert and protect<br />

the rights of the public to the use and enjoyment<br />

of any highway for which they are the highway<br />

authority’ (Section 130 of the Highways Act 1980)<br />

and so any temporary or permanent infrastructure<br />

to support a planned event should uphold this<br />

bond.<br />

Other permanent event infrastructure<br />

Design teams may wish to include additional<br />

services such as power sockets and fixtures<br />

to assist in the hosting of major events. Post<br />

mounted banner arms may be considered for<br />

lamp columns on roads which serve as major<br />

event routes.<br />

Any other non-standard permanent item of<br />

street furniture should be approved by the SDRG.<br />

Bespoke features should be integrated with the<br />

streetscape palette to minimise the visual impact.<br />
