BACKGROUND<br />
Carey Training Pty Ltd is a 100% Aboriginal wholly owned and<br />
operated Registered Training Organisation dedicated to providing<br />
training, employment and up skilling opportunities for Australian and<br />
International students.<br />
Established in 2002, Carey Training’s primary objective was to<br />
service the training and workforce development needs of Aboriginal<br />
Australians. However, an increased interest from mainstream<br />
employers and jobseekers has seen significant company growth,<br />
resulting in the substantial broadening of operations and client base.<br />
Carey Training is currently an active body in preparing Aboriginal,<br />
mainstream Australian and International students for work in the civil<br />
construction, general construction and resource and infrastructure<br />
industries in metropolitan, regional and remote parts of Australia.<br />
Our services extend to national and international clients with a<br />
nationwide footprint. Currently, our operational training centres are<br />
based in Adelaide, Perth, Darwin and Brisbane.<br />

Daniel Tucker<br />
Owner – Managing Director<br />
Daniel Tucker is a Wongatha man from the Eastern Goldfields region<br />
of Western Australia. After completing secondary school, Daniel<br />
worked in mine sites around Kalgoorlie before beginning his tertiary<br />
education studying Geology at Curtin University of Technology in Perth,<br />
Western Australia.<br />
Currently residing as Managing Director of a contract mining company,<br />
Carey Mining Pty Ltd, which he founded in 1995, Daniel has over 31 years<br />
of experience in the resources and contracting industries, covering both<br />
operational and corporate activities. As Managing Director, he addresses<br />
operational, strategic and financial issues, which includes reviewing<br />
acquisition and business options in relation to his clients’ interests.<br />
Daniel inspires a consistent approach, which drives operational<br />
momentum towards ‘big picture’ outcomes for his company. He employs<br />
creative critical thinking staff for complex problem solving, along with<br />
the genuine motivation towards promoting the personal and professional<br />
development of each of his staff.<br />
He is a persuasive communicator with excellent interpersonal and<br />
cross-cultural skills, who is able to organize and motivate people to<br />
meet objectives in line with his company’s corporate goals. His extensive<br />
experience in culturally diverse environments ensures excellent team<br />
cohesion. He is well informed in comprehensive change and transformation<br />
management with different cultures.<br />
Daniel is currently a member of Prime Minister Malcom Turnbull’s<br />
Indigenous Advisory Council whose role is to advise Government on<br />
practical changes which can be made to improve the lives of Indigenous<br />
people throughout Australia.<br />
Paul Brock<br />
Chief Executive Officer<br />
Paul Brock is of Barngarla ancestry from the Port Augusta region of<br />
South Australia. Paul joined Carey Training in 2011 and brings with him<br />
a long and successful history of management experience and practices,<br />
including human resource and financial management, strategic planning,<br />
marketing and promotional management activities and high level<br />
industrial relations.<br />
Prior to joining Carey Training, Paul was the Manager – Training of the<br />
largest private RTO in South Australia (ATEC) and was responsible for<br />
all business operations including managing up to 55 staff, operational<br />
budgets, recruitment, marketing, resource management and staff<br />
performance and appraisals.<br />
His role also included the development and monitoring of strategic plans<br />
and staff to achieve targeted outcomes and economic objectives. Prior to<br />
ATEC, Paul managed two Australian Apprenticeships Centres (ATEC and<br />
Business SA) and applied all of the tasks previously listed.<br />
Paul is strongly committed to business growth through the professional<br />
and ethical delivery of the highest level of customer service, delivering<br />
on promises, building trusting and mutually beneficial relationships with<br />
clients and creating a harmonious workplace where all staff are respected<br />
and valued.<br />
Paul holds a Diploma of Management, Cert.IV in Frontline Management,<br />
Cert.IV in Training and Assessment and Cert.III in Engineering (Mechanical<br />
Tradesperson) qualification. He is also a Director on the Board of the<br />
Savanna Alliance Australia Corporation Limited (NT) and a member of the<br />
Quarter Club and the Resource and Engineering Skills Alliance.

All training activities realistically reflect the conditions of the<br />
workplace, ensuring that the client is adequately prepared for<br />
the challenges of this environment.<br />
Funding assistance is actively sourced from a variety of organisations<br />
such as JobActive network, Remote Jobs in Communities Program<br />
providers, Australian Apprenticeships Centres as well as wage assistance<br />
and other funding from various State and Federal Government programs.<br />
We actively promote traineeships and apprenticeships, which have<br />
the added advantage of encouraging our employers to place the<br />
participant into work-based training in accordance with the Australian<br />
Apprenticeships System.<br />
Training Activity<br />
Our intention is to deliver the highest quality training through a<br />
flexible and adaptable approach that meet industry and student needs.<br />
As such, we have identified a range of qualifications that allow us to<br />
offer an integrated workforce development-training program that can<br />
minimize the number of external providers a company may need to fulfill<br />
their training requirements. Consequently, we offer a broad scope of<br />
qualifications relating to the resource and infrastructure, civil construction,<br />
general construction, management, WHS, business, and training and<br />
assessment areas.<br />
Our broad range of services provides us with the flexibility to offer a wide<br />
range of jobseeker pre-employment training opportunities as well as<br />
culturally appropriate employment-based training.<br />
We work closely with other RTO’s that deliver specialist qualifications<br />
in areas outside of our own, which may include community and health<br />
services as well as the traditional trade areas. Importantly, we have<br />
established connections with many reputable RTO’s and work with them<br />
to ensure that the training they provide is also of the highest standard.<br />

Training Structure (New & Existing Workers)<br />
In the first instance a training plan is negotiated with the employer taking into<br />
account their workforce development plans (which may include organisational<br />
and personal skill requirements) to meet future operational demands that are<br />
linked to industry developments and/or new contract work.<br />
We provide the option of customisation of relevant units of competency<br />
to meet the employers specific workplace needs, both now and in the<br />
future. On completion of these negotiations, an individual training plan is<br />
developed, finalised and signed off by all parties.<br />
Once the training plan has been finalised, the options for training and<br />
assessment may include onsite or offsite training or a combination of<br />
both. Students may also attend classroom sessions or receive one to one<br />
case management, which is supported by learner manuals, trainer visits<br />
and/or regular contact via email or phone. Delivery and assessment may<br />
also include ‘hands on’ practice while on-the-job as part of the students<br />
daily routine which minimises downtime and disruption.<br />
Recognition of Prior Learning<br />
We offer a Recognition of Prior Learning (RPL) process to our<br />
students undertaking full-time courses and for those people wanting<br />
an assessment against a specific qualification or individual unit to<br />
identify their current competence and skill level.<br />
This procedure involves our trainers meeting with those people seeking<br />
RPL and explaining the process to clearly define what activities or<br />
evidence may be required to assess their competence. This could include<br />
the provision of previous qualifications, work experience, training history,<br />
voluntary work and third party reports, or any other evidence that is<br />
deemed relevant.<br />
Where appropriate and approved, the trainer/assessor may also visit<br />
the workers site and observe them perform the tasks that are being<br />
measured through the RPL and match these to the national standards of<br />
the qualifications being sought.<br />
Verification of Competency (VOC)<br />
In 2012, a new set of Workplace Health and Safety laws were introduced,<br />
placing greater responsibility on the employer to undertake ‘all reasonably<br />
practicable measures to prevent the risk to health and safety occurring’.<br />
The main difference with these new legislative changes is the greater<br />
emphasis on the duty of care. In the unfortunate event that an accident<br />
was to occur on site, the employer must demonstrate and prove that<br />
they met their duty of care obligations by doing everything possible to<br />
make sure the operator was appropriately trained and had the required<br />
competencies to be performing that task at the time the incident occurred.<br />
Current industry regulations require employers and ‘persons conducting<br />
a business undertaking’ (PCBU) to ensure their workers can clearly<br />
demonstrate their ability to perform the tasks related to their job role<br />
when plant is used.<br />
Verification of Competency (VOC) is an assessment method, which<br />
may determine whether a person can safely operate a piece of<br />
equipment for which they hold the certificate or competency or<br />
other relevant formal qualification.<br />
As an employer, having employees and contractors complete their VOC<br />
allows your organisation to demonstrate that adequate and reasonable<br />
measures have been taken to ensure the health and safety of your<br />
workers on site.<br />
The process for completing a VOC includes the trainer:<br />
• asking the participant a number of safety and plant operation questions<br />
• asking the participant to undertake a prestart check and asking<br />
questions during the check<br />
• assessing the participant’s level of competence while the participant<br />
operates the piece of plant or machinery<br />
• assessing the participants undertaking a post check<br />

Our Recent Achievements<br />
Much of our training activity is designed around the needs of the<br />
workplace or community and relates directly to employment opportunities<br />
presented to jobseekers and existing workers. In both metropolitan and<br />
remote locations the jobseeker is trained on community infrastructure<br />
projects under the supervision of our qualified personnel. Wherever<br />
possible, the training activity is integrated with the workforce needs of<br />
companies operating locally.<br />
• We are currently engaged by BHP Billiton to deliver pre-employment<br />
programs for Aboriginal job seekers under their Aboriginal<br />
Pathways Program.<br />
• We are currently working in partnership with Lend Lease, York Civil,<br />
De-Construct, Theo Agelis Constructions, Prospect Contractors,<br />
Team Civil and Australasian Contractors, as well as a number of local<br />
Government Councils such as Mount Gambier, Prospect, Renmark,<br />
Clare and Ceduna in South Australia, to up skill existing workers in<br />
civil construction.<br />
• In Western Australia we have delivered training to Aboriginal participants<br />
under the Regional Partnership Alliance in the Goldfields of Western<br />
Australia, Rio Tinto in the Pilbara and Pindan Constructions in the<br />
Kimberley’s Fitzroy Valley. Alternative training and employment programs<br />
included work on Horizon Power initiatives and utilised communitybased<br />
labour.<br />
• We have delivered pre-employment training to Indigenous job seekers<br />
in remote and regional areas including Looma, Derby, Halls Creek and<br />
Esperance and other communities throughout the Pilbara, Kimberley’s,<br />
Goldfields and Mid West regions.<br />
• Again in 2014, we delivered pre-employment training to 56 Aboriginal<br />
job seekers in Darwin for Leighton Holdings. With remarkable results,<br />
95% of participants were offered employment opportunities following<br />
training completion.<br />
We have helped many jobseekers successfully complete out preemployment<br />
training and transition into fulltime employment with<br />
reputable companies such as Baulderstone on the Southern Expressway,<br />
the Northern Expressway, Seaford Rail Extension and on the major railway<br />
line infrastructure projects in the North of South Australia.

our effectiveness to these agencies through the results we have<br />

Quality Approach<br />
The organisation applies a quality assurance approach to all its<br />
activities. Carey Training operates in accordance with, and under the<br />
regulation of the Australian Skills Quality Authority (ASQA) and as such<br />
we are subject to external audits. For quality assurance purposes we<br />
have also implemented a policy of conducting internal audits every 6<br />
months to ensure we meet the highest standards of record and system<br />
management.<br />
We are an ISO 9001 accredited organisation and have also recently<br />
received our Commonwealth Register of Institutions and courses for<br />
International Students (CRICOS) accreditation. Our CRICOS approval<br />
demonstrates both our commitment to quality and the high standard of<br />
systems and processes we maintain. This accreditation is a higher level<br />
than the standard Registered Training Organisation accreditation with<br />
ASQA and provides us with the ability to deliver training to International<br />
students in Australia.<br />
