Since the 1970s, EU air quality policy has aimed to control emissions from mobile
sources, improve fuel quality and promote and integrate environmental protection
requirements into the transport and energy sectors. The EU uses different
ways to reduce exposure to air pollution, for example through legislation, the reduction
of cross-border pollution or the development of a thematic strategy such
as Clean Air for Europe (CAFE).
Bearing in mind EU air quality legislation and the experiences of EU new member
states, it is clear that the directives presented in this section represent a significant
investment challenge and require infrastructure development and upgrading.
