back conditions more favourable than those of other commercial loans. IFIs also
provide technical assistance for project preparation. These financial institutions
are therefore one of the major sources of financial and technical support for the
development of environmental investment infrastructure in SEE. The most important
IFIs and the distribution of financing assistance for the SEE region are presented
in Figure 22. Each IFI channelled around EUR 700 million to the region,
with the exception of the CEB with a contribution of EUR 200 million. The total
amount of EUR 3 billion represents a major contribution to the financing of infrastructure
in the countries concerned. The average funding provided per project
ranges from EUR 20 million for the CEB to EUR 90 million for the EIB. The difference
reflects the nature of the projects financed, which include small technical
cooperation schemes and massive transport projects (EC, 2009).
Table 20 illustrates the extent of IFI financial support between 2007 and 2009
and its distribution by sector and country. According to the UN Development Activity
Database DAC Codification, the municipal infrastructure sector comprises
the following activities: multi-sectoral aid; urban development and management;
