related projects, while multi-beneficiary programmes directed funding totalling
EUR 3.7 million to a number of environment-related projects. Under IPA Component
III, approximately EUR 280 million were allocated to the environment in
2007 to 2009 (EC, 2009).
Component III of the IPA, open to candidate countries, also focuses on the environment
via operational programmes (OPs), which define the area of involvement
(technical assistance, water management or solid waste management) and
indicate the investment projects to be supported. An operational programme constitutes
the overarching document defining a number of short-term and mid-term
national environmental priorities and objectives that need to be addressed in the
current programming period. It draws on existing EU and national environmental
policies and strategies and is designed to prepare national institutions to meet the
environmental requirements of the EU accession process. One of the specific objectives
of the Environment Protection OP (EPOP) is to support investments in
the environmental infrastructure sector.
Technical assistance for reinforcing administrative capacity for the implementation
of assistance delivered under the EPOP constitutes an additional priority.
