countries eligible for IPA funding; and Component III: Regional Development
(environment, transport and economic development). Financial support through
the IPA is delivered via annual national and multi-beneficiary programmes based
on country-specific multi-annual indicative programming documents (MIPDs) and
multi-annual indicative financial frameworks (MIFFs), which are strategic documents
that indicatively allocate funds per beneficiary country and per component.
In the potential candidate countries, infrastructure investments are supported
through Component I, while candidate countries implement pre-structural policies
and receive financial support through access to Component III. Under IPA Component
II, environment projects in eligible cross-border areas receive financing through
cross-border cooperation programmes. Annual national programmes define precisely
the projects to be provided with grants during the forthcoming financial year under
Component I for both sets of countries, while three-year rolling operational programmes
in energy, transport and environment allow more flexibility in the financing
of multi-annual projects under Components I and II (EC, DG Regio, IPA website).
In 2007 and 2008, under Component I national programmes, approximately
