COLLABORATIVE<br />

<strong>LEARNING</strong><br />

approaches the act of learn<strong>in</strong>g<br />

as a social experience. It holds<br />

that new knowledge is generated<br />

when <strong>in</strong>dividual learners share<br />

their experience and good practice,<br />

help<strong>in</strong>g achieve a shared<br />

goal. Collaborative learners engage<br />

<strong>in</strong> each other’s learn<strong>in</strong>g <strong>for</strong><br />

a number of reasons. They seek,<br />

<strong>for</strong> example, to solve a problem,<br />

to obta<strong>in</strong> new <strong>in</strong><strong>for</strong>mation, to get<br />

new perspectives, or to ga<strong>in</strong> reassurance<br />

<strong>for</strong> a new idea.<br />

EXPERT-BASED<br />

<strong>LEARNING</strong><br />

adds value through high-quality<br />

face-to-face learn<strong>in</strong>g events that<br />

are based on a thorough understand<strong>in</strong>g<br />

of needs across the<br />

region and range from two-day<br />

workshops to five-day <strong>in</strong>tensive<br />

events. We design highly <strong>in</strong>teractive<br />

learn<strong>in</strong>g events that alternate<br />

between presentations<br />

by subject-matter experts and<br />

hands-on exercises that help<br />

maximize learn<strong>in</strong>g.<br />

ONLINE<br />

<strong>LEARNING</strong><br />

<strong>in</strong>itiatives recognize that technology<br />

is trans<strong>for</strong>m<strong>in</strong>g the ways people<br />

learn. Thanks to modern onl<strong>in</strong>e<br />

educational tools, a digital learn<strong>in</strong>g<br />

environment holds unprecedented<br />

potential to br<strong>in</strong>g about<br />

change, be it on the personal,<br />

<strong>in</strong>stitutional, or country level. Onl<strong>in</strong>e<br />

learn<strong>in</strong>g enables us to engage<br />

a broad group of stakeholders to<br />

learn together and develop timely,<br />

customized, and cost-effective<br />

solutions to re<strong>for</strong>m challenges.<br />

STRUCTURED<br />

<strong>LEARNING</strong><br />

<strong>in</strong>cludes certification and specialization<br />

courses of longer<br />

duration, usually at least a year,<br />

lead<strong>in</strong>g to an <strong>in</strong>ternationally recognized<br />

qualification. The program<br />

responds to the region’s learn<strong>in</strong>g<br />

needs by provid<strong>in</strong>g comprehensive<br />

<strong>in</strong>-class tra<strong>in</strong><strong>in</strong>g and exam<strong>in</strong>ations,<br />

together with access to<br />

the highly valuable practical experience<br />

of mentors who work as<br />

practitioners <strong>in</strong> various areas of<br />

the public sector.


Thematic Priorities<br />

As a key learn<strong>in</strong>g partner <strong>for</strong> f<strong>in</strong>ance<br />

officials <strong>in</strong> the region, we have specified<br />

four thematic priorities <strong>for</strong> our work.<br />

We recognize the key role that public f<strong>in</strong>ancial<br />

management (PFM) systems play <strong>in</strong> fram<strong>in</strong>g<br />

good policies that contribute to social and<br />

economic development. Our Public F<strong>in</strong>ancial<br />

Management program addresses key areas<br />

of PFM systems: Budget Preparation and Execution,<br />

<strong>in</strong>clud<strong>in</strong>g assur<strong>in</strong>g that the process is<br />

credible, comprehensive, transparent, po licybased,<br />

and predictable; and Account<strong>in</strong>g and<br />

Audit<strong>in</strong>g of public sector entities, recogniz<strong>in</strong>g<br />

the importance of adequate records and <strong>in</strong><strong>for</strong>mation<br />

and of credible arrangements <strong>for</strong><br />

scrut<strong>in</strong>y of public f<strong>in</strong>ances.<br />

Amid countries’ ef<strong>for</strong>ts to improve tax collection<br />

and combat tax evasion and avoidance,<br />

our Tax Policy and Adm<strong>in</strong>istration program<br />

aims to help tax adm<strong>in</strong>istrations address<br />

these challenges. Tak<strong>in</strong>g <strong>in</strong>to account that<br />

countries <strong>in</strong> our constituency are either<br />

EU members or aspir<strong>in</strong>g to become members,<br />

our program helps tax adm<strong>in</strong>istrations<br />

achieve effective and efficient application of<br />

modern risk management approaches <strong>in</strong> l<strong>in</strong>e<br />

with the EU’s recommendations.<br />

In Central Bank<strong>in</strong>g, we focus on strengthen<strong>in</strong>g<br />

capacities <strong>in</strong> the region s<strong>in</strong>ce we recognize<br />

these <strong>in</strong>stitutions’ key role as monetary and<br />

regulatory bodies, help<strong>in</strong>g ensure the stability<br />

and development of national economies.<br />

Recent economic developments have further<br />

reshaped their position and highlighted the importance<br />

of their supervisory role; hence our<br />

program has been designed to support their<br />

further capacity development ef<strong>for</strong>ts.<br />

We prioritize Leadership because we are<br />

aware that manag<strong>in</strong>g re<strong>for</strong>ms is never an<br />

easy task and that lead<strong>in</strong>g such ef<strong>for</strong>ts <strong>in</strong>corporates<br />

significant risks. Alongside good<br />

technical capacity, many other factors are<br />

crucial. We have set our program to help<br />

our constituency strengthen their capacities<br />

<strong>in</strong> project and change management, leadership,<br />

communication, and coord<strong>in</strong>ation, so<br />

that they can allow technical experts to per<strong>for</strong>m<br />

at their best.<br />

Our mission<br />

Our mission is to support capacity development <strong>for</strong> f<strong>in</strong>ance officials <strong>in</strong><br />

South East Europe through learn<strong>in</strong>g.<br />

Our work<br />

We work with our constituency to support their public f<strong>in</strong>ancial management,<br />

tax policy and adm<strong>in</strong>istration, and central bank<strong>in</strong>g re<strong>for</strong>m ef<strong>for</strong>ts.<br />

We do this through <strong>in</strong>novative, participatory, and practical learn<strong>in</strong>g solutions.<br />

The CEF serves as a knowledge hub <strong>for</strong> the region: we comb<strong>in</strong>e<br />

topical expertise and <strong>in</strong>-depth knowledge of countries <strong>in</strong> the region with<br />

a good comprehension of how re<strong>for</strong>ms take place. We know how to nourish<br />

and expedite learn<strong>in</strong>g among <strong>in</strong>dividuals and <strong>in</strong>stitutions.<br />

Our history<br />

We were established <strong>in</strong> 2001 under the Stability Pact <strong>for</strong> South East<br />

Europe by the Slovenian Government at the <strong>in</strong>itiative of the Slovenian<br />

M<strong>in</strong>istry of <strong>F<strong>in</strong>ance</strong> and <strong>in</strong> close cooperation with other m<strong>in</strong>istries of<br />

f<strong>in</strong>ance of <strong>for</strong>mer Yugoslav countries and Albania. In 2014 the CEF became<br />

an <strong>in</strong>ternational organization after 13 very successful years as a<br />

regional <strong>in</strong>stitution. The change of status facilitates the hir<strong>in</strong>g of <strong>in</strong>ternational<br />

staff and enhances cooperation with our partner <strong>in</strong>stitutions.<br />
