change and what sec<strong>to</strong>rs are<br />

expected <strong>to</strong> be most heavily<br />

impacted?<br />

Key vulnerabilities have been identified but the link between environmental damage and<br />

socio-economic impact needs <strong>to</strong> be clearer<br />

Major vulnerabilities<br />

• Mean surface air temperature is expected <strong>to</strong> rise by 3.5°C <strong>to</strong> 4.3°C by the end of the<br />

century.<br />

• Sea levels along the Indian coast are currently rising at the rate of 1.3 mm/year on an<br />

average.<br />

• Indian Monsoon variability, excess and deficit years will become more frequent and<br />

greater changes in precipitation trends by geography.<br />

Impacts:<br />

• Water: <strong>Climate</strong> change impacts water s<strong>to</strong>rage in the Himalayan glaciers which are the<br />

source of major rivers and groundwater recharge; increased frequency of extreme<br />

events such as floods, and droughts.<br />

• Food: All aspects of food security are potentially affected by climate change, including<br />

food access, utilisation, and price stability.<br />

• Health: greater likelihood of death due <strong>to</strong> more intense heat waves and fires; increased<br />

likelihood of under-nutrition resulting from diminished food production and increased<br />

risks from food- and water-borne diseases and vec<strong>to</strong>r-borne diseases.<br />

• Rural Development: impacts are expected <strong>to</strong> disproportionately affect the welfare of the<br />

poor in rural areas.<br />

• Urban Areas: Heat stress, extreme precipitation, inland and coastal flooding, landslides,<br />

air pollution, drought, and water scarcity pose risks in urban areas for people, assets,<br />

economies, and ecosystems.<br />

• Biodiversity: A large fraction of both terrestrial and freshwater species faces increased<br />

extinction risk under projected climate change.<br />

<strong>Climate</strong> change awareness has improved in recent past, however economic strategies still do<br />

not consider climate change impacts appropriately<br />

• National plans such at the 12th FYP, have given general attention <strong>to</strong> the economic<br />

impacts of climate change. However detailed analysis on the economic impact is still<br />

lacking.<br />

• State-level and sec<strong>to</strong>ral plans rarely address the impacts of climate change<br />

• Private sec<strong>to</strong>r understanding of climate change impact is very limited. Hence, investment<br />

plans rarely include implication of climate change on investments.<br />
