Indian institutions (DFIs) have very limited ability <strong>to</strong> establish climate finance additionality in<br />

projects <strong>to</strong> develop a regular pipeline of projects<br />

• NIEs have modest experience in financing programmes through routine financing<br />

instruments such as loans or grants.<br />

• Most DFIs lack technical and programme design capabilities <strong>to</strong> climate proof mainstream<br />

projects or develop bankable projects <strong>to</strong> meet eligibility criteria of key donors and<br />

climate funds.<br />

• Many DFIs have limited geographical reach, restricting their abilities <strong>to</strong> identify and<br />

deliver bankable projects. This also limits their ability <strong>to</strong> replicate and scale up projects.<br />

Regional and rural banks, micro-finance institutions, Non-Banking <strong>Finance</strong> Companies can<br />

play an important role <strong>to</strong> deliver climate finance<br />

• India is a big country and current DFIs do not have a large enough reach <strong>to</strong> channel<br />

climate finance more broadly. In this context, the role of regional and rural banks, microfinance<br />

institutions, Non-Banking <strong>Finance</strong> Companies, etc. can be very important.<br />

• However these institutions will need extensive capacity building <strong>to</strong> make them suitable<br />

<strong>to</strong> access and channel climate finance.<br />

Budget allocations have been made for NAPCC’s national missions, but there is no<br />

systematic tracking of domestic climate-related spending<br />

• Budgetary allocations have been made for the eight ‘national missions’ under the<br />

NAPCCC. Each mission is responsible for tracking these funds and reporting of spending <strong>to</strong><br />

PMO and MoEFCC.<br />

• As funding is provided through budgetary allocations, each mission also has <strong>to</strong> provide<br />

performance reports <strong>to</strong> the Ministry of <strong>Finance</strong>.<br />
