national budget and financial<br />

planning cycle?<br />

budget? • Recently, the 13 th <strong>Finance</strong> Commission of India for the first time had in its terms of<br />

reference <strong>to</strong> suggest centre state transfers incorporating climate change concerns and<br />

vulnerabilities of states of India.<br />

• The 12 FYP document also emphasis that most of the resources required for sec<strong>to</strong>ral<br />

actions under the State Action Plans will need <strong>to</strong> be provided by the State Governments<br />

through their respective plan outlays. However, some resources may be mobilised as<br />

Central Assistance <strong>to</strong> State Plans through the Gross Budgetary Support.<br />

• Towards this end, an umbrella scheme on <strong>Climate</strong> Change Action Programme is<br />

proposed <strong>to</strong> be launched during the Twelfth Plan. Support <strong>to</strong> State Governments could<br />

be based on a set of transparent and objective criteria <strong>to</strong> be moni<strong>to</strong>red by a Steering<br />

Committee in the MoEFCC.<br />

• In addition, State Government may earmark provisions for implementing activities under<br />

the SAPCC. Thirteenth <strong>Finance</strong> Commission has recommended grants <strong>to</strong> the State<br />

Governments for environment action, which also cover some of the activities under the<br />

NAPCC.<br />

There is limited capacity, coordination and access <strong>to</strong> appropriate <strong>to</strong>ols within ministries <strong>to</strong><br />

integrate climate plans with other strategic plans and budgeting cycles<br />

• MoEFCC is engaged in developing FYPs, but staff expertise does not cover the wide<br />

spectrum of climate change linkages – which means climate change is not strongly<br />

considered in the national budgeting cycle.<br />

• Most development policies/programmes are not focused on adaptation or mitigation –<br />

climate benefits are only seen as co-benefit, not direct benefits. Thus, climate change is<br />

not explicitly mainstreamed in<strong>to</strong> national budgets.<br />

• With the setting up of the <strong>Climate</strong> <strong>Finance</strong> Unit at MoF, the process is beginning <strong>to</strong> be<br />

streamlined. However, CFU needs <strong>to</strong> be strengthened <strong>to</strong> be able <strong>to</strong> support key national<br />

nodal agencies in streamlining domestic and international action on climate change<br />

(particularly on finance).<br />
