On the green the difference is obvious. Aga<strong>in</strong><br />

the almost perfect Arc Shape of the trajectory<br />

is achieved by the high level of eng<strong>in</strong>eer<strong>in</strong>g<br />

used <strong>and</strong> extremely accurate mach<strong>in</strong><strong>in</strong>g. The<br />

bowl’s shape is mach<strong>in</strong>ed to 4 decimal places,<br />

accuracy previously unachievable. This precise<br />

form allows the bowl to turn <strong>in</strong>to the w<strong>in</strong>d<br />

while other br<strong>and</strong>s seem to struggle to hold<br />

their l<strong>in</strong>e, either go<strong>in</strong>g straight on, hook<strong>in</strong>g<br />

or com<strong>in</strong>g <strong>in</strong> at right angles, BUT NOT the<br />

Turbo Pro - just an even, very predictable <strong>and</strong><br />

consistent arc.<br />

The same l<strong>in</strong>e every time is paramount to Aero<br />

<strong>Bowls</strong> thus the l<strong>in</strong>e of a Turbo Pro is the same<br />

as a Dynamic, only the grass<strong>in</strong>g is different<br />

- less grass by 10 to 30 cms, depend<strong>in</strong>g on<br />

green conditions.<br />

difference is obvious.<br />

It’s the same precision applied to the manufacture of<br />

Bowlers are amazed that Kelv<strong>in</strong> Kerkow has a new set<br />

of Aeros almost every week. Often his opponent ends<br />

up buy<strong>in</strong>g Kelv<strong>in</strong>’s set - this has occurred twice <strong>in</strong> the<br />

last month.<br />

The Dynamic has a bias that is a very even arc.<br />

You will f<strong>in</strong>d there is not a h<strong>in</strong>t of a swoop or cut as<br />

the bowl reaches the head.<br />

Take a look at the top of the bowl <strong>and</strong> you’ll note<br />

how the bias falls away. This is the result of very<br />

accurate eng<strong>in</strong>eer<strong>in</strong>g. The form (shape) is mach<strong>in</strong>ed<br />

to 4 decimal places, a level of accuracy previously<br />

unachievable. Comb<strong>in</strong>ed with the precise design of<br />

the bowl, which is quite unlike any other br<strong>and</strong>s, a<br />

stability <strong>in</strong> the w<strong>in</strong>d is realised that was simply not<br />

previously atta<strong>in</strong>able. Aero <strong>Bowls</strong> turn <strong>in</strong>to the w<strong>in</strong>d<br />

(not a gale) <strong>and</strong> take less grass with the w<strong>in</strong>d. They<br />

do not hook, come <strong>in</strong> at right angles or go straight<br />

when they should turn.<br />

Both the Dynamic <strong>and</strong> Optima’s <strong>in</strong>credibly even<br />

trajectory is an obvious advantage on the green.<br />

Add a metre or two of weight <strong>and</strong> the bowls st<strong>and</strong><br />

up like none other, mak<strong>in</strong>g the up shot very much<br />

easier. Because the bowls do not “die”at the f<strong>in</strong>ish<br />

shot mak<strong>in</strong>g is a whole lot more consistent for<br />

every level of bowler.<br />

The Dynamic is our biggest seller <strong>and</strong> although<br />

we term it narrow bias,it is by no means a straight<br />

l<strong>in</strong>e. You can go around or under any bowl more<br />

accurately than ever.<br />

The Optima (top right)<br />

The Dynamic <strong>and</strong> Optima are very close cous<strong>in</strong>s.<br />

Aga<strong>in</strong> it’s the same l<strong>in</strong>e every time except the<br />

Optima will take a little more grass, between 15<br />

cms <strong>and</strong> 30 cms, depend<strong>in</strong>g on green conditions.<br />

That’s really the only difference. Feel <strong>in</strong> the h<strong>and</strong><br />

like never ever before.<br />

We do not adjust bowls after manufacture. They<br />

either come off the mach<strong>in</strong>e as a perfect bowl, or<br />

they are thrown away. The only reason they may<br />

not be perfect is if an air bubble was trapped <strong>in</strong> the<br />

blank from which the bowl is made. This can only<br />

be dis<strong>covered</strong> on the test<strong>in</strong>g table.<br />

So whether you choose Dynamic or Optima you are<br />

<strong>in</strong> world class company as Brett Wilkie uses both.<br />

Neither Brett Wilkie or Jeremy Henry would have<br />

changed br<strong>and</strong>s unless they knew that they had the<br />

best bowl money can buy - a bowl that performs <strong>in</strong><br />

all conditions.<br />

Brett <strong>and</strong> Jeremy like to w<strong>in</strong> so the best equipment<br />

is an obvious choice.<br />

Aero <strong>Bowls</strong> are of course sold <strong>in</strong> New Zeal<strong>and</strong> <strong>and</strong><br />

both of these models are entirely suitable for every<br />

type of NZ Green. Richard Girvan, Shannon McIllroy,<br />

Peter Belliss, Rowan Brassey, Val Smith <strong>and</strong> Matt<br />

Gallop will vouch for that.<br />

Recommendations.<br />

The Dynamic is designed for greens that run more<br />

than 13 seconds, artificial or grass.<br />

The Optima is designed for greens that run 10<br />

seconds <strong>and</strong> up, whether they be grass or artificial.<br />

On really fast greens both bowls are totally<br />

controllable, with no limit on how fast the<br />

News N<br />

By the time you read this article a new season will be upon us, <strong>and</strong> with it the usual mutter<strong>in</strong>gs about<br />

selectors <strong>and</strong> their obvious shortcom<strong>in</strong>gs (who elected them aga<strong>in</strong>?), new recruits will be sized up<br />

aga<strong>in</strong>st the old stager <strong>and</strong> discounted as a johnny come lately, (remember he is not one of US), the<br />

greens will be either too slow or too fast <strong>and</strong> numbers as always will be tight.<br />

Every club has one or more of the above member’s who never seem<br />

to be satisfied with what <strong>in</strong> the ma<strong>in</strong>, their own volunteers are provid<strong>in</strong>g.<br />

Perhaps each of us before we start fir<strong>in</strong>g the arrows need to rem<strong>in</strong>d<br />

ourselves that clubs cannot survive without the committed volunteer;<br />

which allows the rest of us to simply turn up on our prescribed play<strong>in</strong>g<br />

date <strong>and</strong> play the game we enjoy. Let’s all take responsibility for<br />

support<strong>in</strong>g those who support us <strong>in</strong> play<strong>in</strong>g the game we love.<br />

<strong>Bowls</strong> Australia<br />

The CEO <strong>and</strong> I had the opportunity to travel recently to Launceston<br />

for the <strong>Bowls</strong> Australia AGM, where the states <strong>and</strong> territories elect the<br />

board members due for election <strong>and</strong> to partake <strong>in</strong> a series of meet<strong>in</strong>gs<br />

with our counterparts. Six nom<strong>in</strong>ations were received for the BA board<br />

to fill three vacancies, with Joe Aarons <strong>and</strong> Barbara Gilbert as <strong>in</strong>cumbent<br />

directors be<strong>in</strong>g returned <strong>and</strong> Nigel Smith of the South Tweed club jo<strong>in</strong><strong>in</strong>g<br />

the board for the first time.<br />

The BA Constitution now requires the board to <strong>in</strong>ternally elect<br />

a President, which will occur at their meet<strong>in</strong>g <strong>in</strong> late October.<br />

Congratulations to Joe, Barbara <strong>and</strong> Nigel on their appo<strong>in</strong>tments.<br />

National Insurance Program<br />

Over the past 18 months BA has sought to maximize the economies<br />

of scale available from with<strong>in</strong> the national bowl<strong>in</strong>g community to<br />

appo<strong>in</strong>t a national preferred supplier of <strong>in</strong>surance. After much hard<br />

work two preferred tenders have been identified <strong>and</strong> follow<strong>in</strong>g a<br />

board recommendation to the states <strong>and</strong> territories, most likely <strong>in</strong> late<br />

October an announcement will be made. It is a key objective of the<br />

preferred supplier status that cheaper premiums will flow through to<br />

clubs <strong>and</strong> although there will be no compulsion for clubs to utilize the<br />

services of the preferred supplier, clearly the opportunity to compare<br />

exist<strong>in</strong>g services <strong>and</strong> costs should be of benefit. Further <strong>in</strong>formation<br />

will be forwarded as it comes to h<strong>and</strong>.<br />

World Championships<br />

From 24 November – 9 December, Adelaide will host the 2012 World<br />

Championships. At the BA meet<strong>in</strong>g, national coach Steve Glasson<br />

provided a detailed brief<strong>in</strong>g on the work be<strong>in</strong>g undertaken to ensure the<br />

best possible chances of success – <strong>and</strong> believe me no stone is be<strong>in</strong>g<br />

left unturned <strong>in</strong> this regard ! I would encourage all bowlers to take the<br />

opportunity to visit Adelaide <strong>and</strong> watch the world’s best <strong>in</strong> action; <strong>and</strong><br />

of course to voice your support for the green <strong>and</strong> <strong>gold</strong>. Specific details<br />

are available onl<strong>in</strong>e through worldbowls2012.com<br />

Presidents’ Forum<br />

Information has been sent to club secretaries with regard to a<br />

likely Presidents’ Forum <strong>in</strong> mid December. Clubs are <strong>in</strong>vited to submit<br />

agenda items for consideration at the forum by 31 October. These<br />

forums have been very successful <strong>in</strong> recent times <strong>in</strong> aid<strong>in</strong>g two way<br />

communication between clubs <strong>and</strong> the <strong>Bowls</strong> <strong>WA</strong> adm<strong>in</strong>istration <strong>and</strong><br />

we encourage club committees to become <strong>in</strong>volved <strong>in</strong> the process.<br />

Juniors success<br />

F<strong>in</strong>ally my hearty congratulations to our juniors <strong>and</strong> their outst<strong>and</strong><strong>in</strong>g<br />

performances <strong>in</strong> Launceston. I was able to watch a number of the<br />

f<strong>in</strong>als matches <strong>and</strong> each of our players performed extremely well<br />

<strong>in</strong> almost gale force w<strong>in</strong>d conditions. To take off the boys, girls <strong>and</strong><br />

overall titles is a first for Western Australia <strong>and</strong> augers well for an<br />

excit<strong>in</strong>g future <strong>in</strong> the game.<br />

FROM THE CEO Ken Pride<br />

Pleas<strong>in</strong>gly the first major B<strong>WA</strong> event of the<br />

season the Men’s state fours saw a 43%<br />

<strong>in</strong>crease <strong>in</strong> entries, a great outcome <strong>and</strong> a key<br />

objective of the adm<strong>in</strong>istration <strong>and</strong> fixtures & events<br />

committee. The specific reason<strong>in</strong>g is arguable but the ability for<br />

many clubs to obta<strong>in</strong> valuable match practice the week prior<br />

to the commencement of pennant is certa<strong>in</strong>ly one explanation.<br />

The host<strong>in</strong>g of the sectional play on excellent grass greens at<br />

Doubleview, Mann<strong>in</strong>g, Cockburn <strong>and</strong> Bassendean so early <strong>in</strong> the<br />

season will no doubt further encourage teams <strong>in</strong>to the future.<br />

However there has been a tighten<strong>in</strong>g up <strong>in</strong> the nom<strong>in</strong>ation of<br />

teams received after the clos<strong>in</strong>g date. In essence these teams will<br />

not be <strong>in</strong>cluded <strong>in</strong> the draw, unless a team withdraws from the field;<br />

irrespective of whether byes are with<strong>in</strong> the field. Once the draw is<br />

published only teams received prior to that draw be<strong>in</strong>g made public<br />

will be used. No changes will be made <strong>in</strong> the 24 hours prior to the<br />

commencement of the event.<br />

Whilst on state events some key changes to the ladies schedule<br />

this season will see the Pairs <strong>and</strong> Fours competitions commenc<strong>in</strong>g<br />

on a Sunday <strong>and</strong> the triples post pennant season commenc<strong>in</strong>g on<br />

a Saturday. These changes are specifically designed to encourage<br />

work<strong>in</strong>g ladies to enter teams <strong>and</strong> aga<strong>in</strong> try <strong>and</strong> return the events to an<br />

appropriate level of nom<strong>in</strong>ation – a requirement if they are go<strong>in</strong>g to hold<br />

their position of importance on the state calendar. It is acknowledge<br />

that these changes will not suit every country league; however research<br />

has shown the majority will now be able to play <strong>in</strong> the events; someth<strong>in</strong>g<br />

that has been badly lack<strong>in</strong>g <strong>in</strong> recent years. Like everyth<strong>in</strong>g these<br />

changes will be reviewed <strong>in</strong> the off season; although self evident by the<br />

numbers nom<strong>in</strong>at<strong>in</strong>g.<br />

Field of Play changes<br />

There have aga<strong>in</strong> been some less radical amendments, at least <strong>in</strong><br />

comparison to 2011/2012, to this season’s various metropolitan pennant<br />

conditions of play. These amendments <strong>in</strong> full were communicated some<br />

weeks ago to clubs <strong>and</strong> also lodged on the B<strong>WA</strong> website for general<br />

<strong>in</strong>formation. F<strong>in</strong>als formats, extreme weather wait periods <strong>and</strong> the<br />

removal of the greens requirement to run 13sec. for pennant are a few<br />

of the changes <strong>and</strong> all bowlers, but particularly umpires are urged to be<br />

up to speed (no pun <strong>in</strong>tended) with them for week 1.<br />

Capitation <strong>and</strong> the social bowler<br />

Some weeks ago I communicated to clubs a clarification to the<br />

capitation requirements of members. I have received a number of calls<br />

<strong>and</strong> letters decry<strong>in</strong>g the supposedly changed position of now requir<strong>in</strong>g<br />

corporate “guests” to be capitated – THIS IS NOT THE CASE.<br />

The def<strong>in</strong>ition of members requir<strong>in</strong>g capitation has not changed. We<br />

are all aware of the need to capitate full members; however those<br />

restricted or regular social users of a club’s greens similarly need to<br />

pay capitation. Most clubs will have three general categories with<strong>in</strong> their<br />

membership; the full, the restricted <strong>and</strong> the social (bar). The <strong>in</strong>itial two<br />

categories due to their use of greens are required to be capitated- the<br />

third is not. The capitation model is that which is used to fund our game.<br />

If this model is abused, sidestepped or purposely ignored, then the<br />

onus will fall back upon the full member <strong>and</strong> costs will escalate. If we<br />

all accept our responsibilities to the game as a whole, then the benefits<br />

will be widespread <strong>and</strong> the sport far more susta<strong>in</strong>able <strong>in</strong>to the future.<br />

F<strong>in</strong>ally may I jo<strong>in</strong> the President <strong>in</strong> congratulat<strong>in</strong>g our juniors <strong>and</strong> their<br />

coaches Jaewyn Norton (girls), Col<strong>in</strong> Johnson (boys) <strong>and</strong> Elio Tolotti<br />

(manager) for their wonderful performances <strong>in</strong> Launceston – both on<br />

<strong>and</strong> off the green. It made for an enjoyable series of meet<strong>in</strong>gs with our<br />

contemporaries from the other states <strong>and</strong> territories!<br />

In the lead up to our 2012/13 Pennant Season the Monday<br />

to the 2nd <strong>and</strong> 4th Monday of each month between 10:30 am <strong>and</strong><br />

11:30 am, start<strong>in</strong>g <strong>in</strong> October. We look forward to cont<strong>in</strong>u<strong>in</strong>g the<br />

program dur<strong>in</strong>g the spr<strong>in</strong>g <strong>and</strong> summer season.<br />

Our Friday BowlAbility program cont<strong>in</strong>ues to br<strong>in</strong>g <strong>in</strong> new<br />

October; we are look<strong>in</strong>g forward to meet<strong>in</strong>g our newest members<br />

bowlers (one female <strong>and</strong> one<br />

male) to participate <strong>in</strong> the Disability<br />

section, which runs parallel with the<br />

ma<strong>in</strong> event. The entry categories<br />

are Bl<strong>in</strong>d, Deaf, Intellectual <strong>and</strong><br />

Wheelchair. We currently have<br />

representation from the Deaf <strong>and</strong><br />

Bl<strong>in</strong>d <strong>and</strong> are work<strong>in</strong>g to fill the<br />

Intellectual category with Julie<br />

Focus hosted an <strong>in</strong>door lawn bowls<br />

session for juniors with disabilities<br />

<strong>in</strong>terested <strong>in</strong> learn<strong>in</strong>g more about<br />

our great sport. Members were<br />

keen to be <strong>in</strong>volved <strong>and</strong> learn<br />

new skills – a great way to end a<br />

week at Herb Graham Recreation<br />

TCCP: A boccia ramp works wonders on a bowl<strong>in</strong>g green!<br />

On Saturday September 22nd a group from The Centre for<br />

Cerebral Palsy (TCCP) called the ‘Table for 8’ enjoyed a Come & Try<br />

at Lake Monger Bowl<strong>in</strong>g Club. The members had a fantastic time<br />

<strong>and</strong> can’t wait to return on Saturday 20th of October, along with<br />

Be Friends, for another roll up. The group will be gather<strong>in</strong>g aga<strong>in</strong><br />

Sunday 25th November to celebrate Social Inclusion week <strong>and</strong> hope<br />

to have many different disability organizations bowl<strong>in</strong>g together.<br />

FROM THE COUNTRY DIRECTOR<br />

The September meet<strong>in</strong>g of the Board of <strong>Bowls</strong> <strong>WA</strong> was held at the Halls Head Bowl<strong>in</strong>g Club<br />

<strong>in</strong> the Murray Districts League. This was the first regional meet<strong>in</strong>g of the Board, which was<br />

followed by an open forum to discuss current issues with Zone, League <strong>and</strong> Club members.<br />

Capitation, the Country Coach<strong>in</strong>g Enhancement Scheme <strong>and</strong> Country<br />

Week were some of the topics <strong>covered</strong>.<br />

The response to the regional meet<strong>in</strong>g was positive, <strong>and</strong> it is<br />

proposed to cont<strong>in</strong>ue with a visit to the Eastern Zone next year.<br />

The Country Coach<strong>in</strong>g Enhancement Scheme for sixteen men <strong>and</strong><br />

sixteen women from the four Zones, was held on the weekend of<br />

September 22, 23. The Doubleview Bowl<strong>in</strong>g Club was host to the men,<br />

<strong>and</strong> the Melville Bowl<strong>in</strong>g Club was host to the women. It is encourag<strong>in</strong>g<br />

to note that this programme cont<strong>in</strong>ues to attract many nom<strong>in</strong>ations.<br />

Bowlers now have the opportunity to be recognised <strong>and</strong> accepted <strong>in</strong>to<br />

the <strong>Bowls</strong> <strong>WA</strong> Academy to further their skills (See article <strong>in</strong> August-<br />

September issue of Jack Hi). A full report of the weekend can be found<br />

later <strong>in</strong> this publication.<br />

<strong>Bowls</strong> is be<strong>in</strong>g brought to the country with the radio programme<br />

“Without Bias” now be<strong>in</strong>g broadcast on a Sunday morn<strong>in</strong>g at 7am.<br />

With hosts Jack Hever<strong>in</strong> <strong>and</strong> Barrie Lester, country bowlers can now<br />

hear all the latest news on the game. Check the website for the radio<br />

station broadcast<strong>in</strong>g nearest to you.<br />

Congratulations to the State Junior bowlers who have won the Overall<br />

Champions Trophy at the National Championships <strong>in</strong> Launceston. We<br />

are very proud to acknowledge our country representatives - David<br />

Downey (Lake Grace), Mathew Ayres (Dudley Park), Jamie Conway<br />

(Pemberton) <strong>and</strong> Elizabeth Allan (Dudley Park), Dayna Cant (Dudley<br />

Park), Tanisha Johnson (Dudley Park). Special congratulations to David<br />

Downey, Tanisha Johnson <strong>and</strong> Elizabeth Allan who have been selected<br />

for the National <strong>Under</strong> 18 Squad.<br />

Congratulations to country players - Bev Scott (Capel), Lee Poletti<br />

(Geraldton), Noelene Keefe (G<strong>in</strong>g<strong>in</strong>) <strong>and</strong> Geoff Whyatt (Eaton), Eddie<br />

Dodd (Wonthella) - who have been selected to represent <strong>WA</strong> <strong>in</strong> the<br />

State Over 60s teams to travel to Queanbeyan, ACT <strong>in</strong> October.<br />

With the pennant season about to beg<strong>in</strong>, clubs will be active<br />

once aga<strong>in</strong>. The Country Committee is to meet <strong>in</strong> November <strong>and</strong> I<br />

encourage clubs to forward items for the agenda to their committee<br />

member. We are here to represent you <strong>and</strong> improve country bowls,<br />

<strong>and</strong> need your assistance to do this.<br />

EDITORIAL COMMENT<br />

A highlight of this issue is the fantastic<br />

results from our <strong>Under</strong> 18 bowlers <strong>in</strong><br />

Tasmania w<strong>in</strong>n<strong>in</strong>g medals <strong>in</strong> six of eight<br />

discipl<strong>in</strong>es was a terrific effort <strong>and</strong> without<br />

check<strong>in</strong>g the record books probably<br />

the best ever from a <strong>WA</strong> Junior side at<br />

National Championships. Congratulations<br />

to all players who feature on page 19<br />

especially David Downey, Tanisha Johnson<br />

<strong>and</strong> Elizabeth Allan who were selected <strong>in</strong><br />

Australian <strong>Under</strong> 18 Squads after their top performances.<br />

I was lucky enough to venture out to the Goldfields for a part<br />

holiday/bowl<strong>in</strong>g/rac<strong>in</strong>g trip <strong>and</strong> enjoyed every second of it. On<br />

page 32 I take a look at the Boulder Bowl<strong>in</strong>g Carnival <strong>and</strong> all that<br />

the Goldfields has to offer plus a trip down memory lane revisit<strong>in</strong>g<br />

the career of the legend that was Jack Osmetti.<br />

recently released the next level of<br />

the coach accreditation structure<br />

– the Selection <strong>and</strong> Competition<br />

Modules.<br />

The modules provide the next<br />

step <strong>in</strong> the pathway for bowls<br />

coaches <strong>in</strong> Australia <strong>and</strong> also<br />

serve the additional purpose of<br />

provid<strong>in</strong>g valuable education to<br />

players <strong>and</strong> coaches nationwide.<br />

The Selection Module is<br />

designed for club coaches,<br />

selectors <strong>and</strong> others who are<br />

keen to ensure their club has best<br />

practice selection st<strong>and</strong>ards.<br />

Coaches should attend this<br />

workshop to learn more about<br />

the benchmark<strong>in</strong>g of players<br />

which can assist with selection.<br />

Selectors <strong>and</strong> committee<br />

members should attend this<br />

workshop to learn how to create<br />

a selection policy <strong>and</strong> a healthy<br />

philosophy for their club.<br />

The Competition Module<br />

focuses on the aspects of<br />

competitive bowls. Coaches<br />

should attend this workshop<br />

to ga<strong>in</strong> further <strong>in</strong>formation on<br />

how to best prepare players for<br />

competition, where to f<strong>in</strong>d the<br />

laws of the sport <strong>and</strong> conditions<br />

of play <strong>and</strong> underst<strong>and</strong> how<br />

to educate players to focus<br />

on what they can control. The<br />

workshop conta<strong>in</strong>s practical on<br />

green elements where players<br />

can discover what their own shot<br />

timel<strong>in</strong>e is <strong>and</strong> how best to collect<br />

statistics.<br />

accredited coach to attend a<br />

workshop – it’s open to players,<br />

committee members, selectors<br />

<strong>and</strong> other <strong>in</strong>terested persons.<br />

own coach<strong>in</strong>g style, coach<strong>in</strong>g<br />

philosophy, how to plan your<br />

program <strong>and</strong> how to teach,<br />

observe <strong>and</strong> provide feedback<br />

to your players are all key<br />

components throughout coach<br />

preparation. Player preparation<br />

covers how players acquire skills,<br />

The new season is upon us once aga<strong>in</strong> with a few new rules for<br />

all Umpires <strong>and</strong> controll<strong>in</strong>g bodies to contemplate <strong>and</strong> apply as<br />

necessary. One such rule is conta<strong>in</strong>ed for the first time <strong>in</strong> the Field<br />

of Play rules for Pennants <strong>in</strong> our State, <strong>in</strong>corporat<strong>in</strong>g a much sought<br />

after direction as to how we might limit the damage <strong>and</strong> subsequent<br />

cost of repairs to the numerous synthetic greens a lot of our clubs<br />

have opted for. Please not however, this RULE applies to all surfaces<br />

as necessary.<br />

FOPR 24. Player damag<strong>in</strong>g the Green<br />

The Controll<strong>in</strong>g Body shall be at liberty to warn a player if <strong>in</strong> their<br />

op<strong>in</strong>ion he is caus<strong>in</strong>g damage to the green. Follow<strong>in</strong>g the warn<strong>in</strong>g, if<br />

the player cont<strong>in</strong>ues to cause damage to the green, the Controll<strong>in</strong>g<br />

Body may request the player to retire from the green <strong>and</strong> take no<br />

further part <strong>in</strong> the match.<br />

24.1 Refus<strong>in</strong>g to leave the green<br />

If the player refuses to leave the green, the player will be<br />

considered to become a default<strong>in</strong>g player as per law 1.3.3<br />

<strong>and</strong> law 1.3.10 will apply. The umpire’s decision is f<strong>in</strong>al.<br />

Of course, the “Controll<strong>in</strong>g Body” is <strong>Bowls</strong> <strong>WA</strong> <strong>in</strong> Pennants <strong>and</strong> the<br />

Umpire-of-The-Day (of which there can be ONLY ONE per venue per<br />

round) is the representative of that Controll<strong>in</strong>g Body at each venue.<br />

The rule will require the Umpire of the Day to apply it appropriately.<br />

If more than one Umpire is officiat<strong>in</strong>g due to separation of greens<br />

etc, The Umpire-of-the-Day will be the only person to make the<br />

determ<strong>in</strong>ation upon appeal from any other Umpire-of-the-green.<br />

This rule has been brought about by the <strong>in</strong>creas<strong>in</strong>g pressure from<br />

some clubs that are or have experienced vary<strong>in</strong>g levels of damage<br />

from “dropped-bowl” deliveries <strong>in</strong> the ma<strong>in</strong>. These are bowls that are<br />

delivered from a height that results <strong>in</strong> the ‘dent<strong>in</strong>g’ of the compacted<br />

material immediately beneath the synthetic surface. It was felt that<br />

bowls delivered <strong>in</strong> a proper manner, from around 30cm or below,<br />

would be unlikely to cause damage <strong>in</strong> this way <strong>and</strong> the full life<br />

expectancy of a synthetic would be with<strong>in</strong> the realms of the possible.<br />

However, the reality of the matter is that far from the years of carefree,<br />

low ma<strong>in</strong>tenance greens, some synthetics appear to be cost<strong>in</strong>g<br />

considerable sums to repair after only a very short period <strong>and</strong>,<br />

anecdotal comments would <strong>in</strong>dicate that warranties are potentially<br />

negated by such damage.<br />

FOP Rule 24 should encourage coaches of clubs with players known<br />

to have difficulties with delivery of their bowls from a position low<br />

enough to avoid damag<strong>in</strong>g the green, to take those players aside<br />

<strong>and</strong> attempt to correct their delivery <strong>in</strong> one of three ways; correct<strong>in</strong>g<br />

their stance at po<strong>in</strong>t of delivery so that the po<strong>in</strong>t of release of the<br />

bowl is low enough; addition of a support<strong>in</strong>g walk<strong>in</strong>g stick (with the<br />

appropriate 75mm rubber base) to help ma<strong>in</strong>ta<strong>in</strong> balance if balance<br />

is the issue; or by us<strong>in</strong>g one of the 3 br<strong>and</strong>s of approved bowl<strong>in</strong>g<br />

arms (requirements <strong>and</strong> application forms for their use is available <strong>in</strong><br />

downloadable form from the <strong>Bowls</strong> <strong>WA</strong> website l<strong>in</strong>k ~ www.bowlswa.<br />

com.au).<br />

If a club selects a team with players of known delivery difficulties<br />

to play at a venue that has a synthetic surface, it may be prudent to<br />

Congratulations to all those who attended the Metro course <strong>and</strong> accredited or re-accredited (a total of<br />

some 48 aspirants) as a result of pass<strong>in</strong>g their Umpires exams <strong>in</strong> September. A particular thanks goes to<br />

those two Clubs, Yok<strong>in</strong>e <strong>and</strong> Mt Pleasant, who provided the use of their premises to allow your B<strong>WA</strong> Rules Committee<br />

to conduct these tutorials <strong>and</strong> exams. In addition, our Country League Umpires’ reps have been busy ensur<strong>in</strong>g the cont<strong>in</strong>uity<br />

of skills with a further 75 umpires be<strong>in</strong>g recorded dur<strong>in</strong>g the off-season. Special mention should be accorded Ian Thomas of<br />

Geraldton for go<strong>in</strong>g out of his way recently to conduct a course at Karratha result<strong>in</strong>g <strong>in</strong> 7 accredit<strong>in</strong>g for an area, that due to<br />

logistical reasons, there were no current Umpires!<br />

<strong>in</strong>clude an additional player to act as a substitute <strong>in</strong> the event of Rule<br />

24 be<strong>in</strong>g <strong>in</strong>voked.<br />

This rule is NOT <strong>in</strong>tended to be considered as a penalisation of<br />

players but as an attempt to reduce the ever <strong>in</strong>creas<strong>in</strong>g impost on<br />

members of clubs with synthetics toward the upkeep caused by<br />

avoidable damage such deliveries contribute. Hopefully it will be<br />

accepted <strong>in</strong> this light by all.<br />

The impact upon clubs with grass greens is not affected <strong>in</strong> quite<br />

the same way as it is relatively simple to ‘top-dress’ the divots for a<br />

reasonably rapid recovery of the play<strong>in</strong>g surface, though as stated<br />

above, the rule will apply to ALL surfaces.<br />

While on other matters <strong>in</strong> the Field of Play Rules, players are<br />

rem<strong>in</strong>ded that sitt<strong>in</strong>g on banks dur<strong>in</strong>g play is expressly forbidden,<br />

primarily for saftey reasons;<br />

FOPR 16.1 Players<br />

Players directly participat<strong>in</strong>g <strong>in</strong> a game are not permitted to sit on<br />

the banks with any portion of their body <strong>in</strong> the ditch or on the green<br />

whilst play is <strong>in</strong> progress.<br />

• For the first offence on that day, the player shall be warned by the<br />

Umpire of the Day.<br />

• A f<strong>in</strong>e will be applied for each <strong>and</strong> every cont<strong>in</strong>u<strong>in</strong>g offence.<br />

Umpires will be asked to enforce the start-time requirements for<br />

Pennants this season with players that do not turn up before the<br />

actual start of play time, for whatever reason, do forego the right to<br />

trial ends, even though they do arrive with<strong>in</strong> the allowed 30 m<strong>in</strong>ute<br />

cont<strong>in</strong>gency period outl<strong>in</strong>ed <strong>in</strong> the Field of Play Rules. So players,<br />

please ensure you arrive at the venue of play at the correct time to<br />

allow for trial ends under the rules.<br />

And f<strong>in</strong>ally, I have been requested to rem<strong>in</strong>d players that they or<br />

the managers <strong>in</strong> a Pennants side, to determ<strong>in</strong>e who should bowl<br />

first, should “toss a co<strong>in</strong>” (NOT ‘roll-a-bowl’) as per Law 18.2.1 The<br />

managers <strong>in</strong> a side game (or, <strong>in</strong> their absence, representatives of the<br />

sides), skips <strong>in</strong> a team game or opponents <strong>in</strong> S<strong>in</strong>gles should toss a<br />

co<strong>in</strong>.<br />

18.2.2 The w<strong>in</strong>ner of the toss should choose whether to:<br />

18.2.2.1 place the mat <strong>and</strong> then deliver the jack <strong>and</strong> the first bowl;<br />

or<br />

18.2.2.2 tell the oppos<strong>in</strong>g player to place the mat <strong>and</strong> deliver the<br />

jack <strong>and</strong> the first bowl (the oppos<strong>in</strong>g player cannot refuse).<br />

18.2.3 The option chosen by the manager or representative who<br />

w<strong>in</strong>s the toss <strong>in</strong> a side game will apply to all teams or<br />

S<strong>in</strong>gles players (or a comb<strong>in</strong>ation of teams <strong>and</strong> S<strong>in</strong>gles<br />

players) who make up the side.<br />

The Rules Committee wishes all bowlers all the best for the com<strong>in</strong>g<br />

2012 – 2013 season <strong>and</strong> that by adher<strong>in</strong>g to the various Laws <strong>and</strong><br />

rules, everyone will enjoy their chosen sport all the more.<br />
