Given increasing life expectancy, an expanding middle class, and technological advances, there has been<br />

growing interest in the private sector in providing home care for the elderly.<br />

What are the key entities for health system governance?<br />

Public actors in the Indian health care system include the Ministry of Health and Family Welfare, state<br />

governments, and municipal and local level bodies. The ministry consists of the Department of Health and<br />

Family Welfare and Department of Health Research (MOH, 2015a). Despite the existence of the latter, there<br />

is very little evidence that comparative research and cost-effectiveness studies are used in policy formation.<br />

The Directorate General of Health Services, an attached office of the Department of Health and Family Welfare,<br />

provides technical advice and is involved in the implementation of health schemes. In 2014, the new Ministry of<br />

Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homeopathy was formed. In addition, health care services<br />
