Supporting this study it has been concluded that solar energy can play a big role in providing electricity to rural areas and thus has been included in India’s rural electrification policy. The Pump Predicament<br />

As a result of erratic and limited supply of three-phase power (usually up to six hours<br />

a day), many farmers opt <strong>for</strong> single-phase pumps instead of three-phase ones, thus<br />

reducing efficiency and increasing consumption of power. Subsequently the amount<br />

of current drawn increases leading to greater susceptibility to sparking and<br />

deterioration of windings. Without adequate maintenance of pumps and replacement<br />

of windings every three years, pumps further deteriorate and finally burn out.<br />

There<strong>for</strong>e, farmers have to be trained in proper use and maintenance of the<br />

equipment.<br />

In addressing this challenge, the ef<strong>for</strong>ts of the Gujarat government are noteworthy. They introduced<br />

the Jyotigram Yojana, a programme that seeks to provide a reliable supply of power <strong>for</strong> agricultural<br />

and domestic purposes in rural areas (refer box) 28,29 .<br />

Jyotigram Yojana<br />

In an attempt to solve the undesirable irrigation–<strong>energy</strong> nexus in the state, the Gujarat government<br />

introduced the Jyotigram Yojana. This constituted the following:<br />

‣ Feeders supplying agricultural connections were bifurcated from those supplying to commercial<br />

and residential connections at substation itself.<br />

‣ Meters on distribution trans<strong>for</strong>mer centres were also installed on both sides of feeders to improve<br />

the accuracy of <strong>energy</strong> accounting.<br />

‣ Consumers were charged tariffs based on metered usage without deviating from earlier tariff<br />

schemes.<br />

‣ Investments were made in over 500,000 ground water recharge structures.<br />

Impact:<br />

‣ Growth rate of 9.6% in agricultural output.<br />

‣ The once-bankrupt Gujarat Electricity Board was revitalised as revenue collection increased from<br />

`8.5 billion in 2004–5 to `12.31 billion in 2007–8 and `14.73 billion in 2008–9; the board is<br />

profitable now.<br />

‣ It resulted in an increase in employment opportunities, education of rural women and children, and<br />

increased momentum in industrial activities.<br />

The MNRE has a programme <strong>for</strong> the deployment of various solar PV applications, including water<br />

pumping systems. 30 However, the deployment has been sparse thus far, with only 7,334 solar PV<br />

water pumps having been installed across the country as of March 2010. 31 Water demand <strong>for</strong><br />

irrigation is correlated to bright sunny days. Hence, solar-based pumps make sense. Even so, a small<br />

buffer storage might be needed to replace diesel satisfactorily.<br />

A solar PV water pumping system consists of a PV array, motor pump and power conditioning<br />

equipment, if needed. The power conditioning equipment is used to stabilise the fluctuating<br />
